GOVERNMENT COMMITTEE
SUBJECT: SEE BELOW DATE: April 6, 2022
Approved Date
04/07/22
SUBJECT: UPDATE THE JANUARY – JUNE 2022 COMMUNITY AND ECONOMIC

DEVELOPMENT COMMITTEE WORK PLAN

RECOMMENDATION
Approve an amendment to the January – June 2022 Community and Economic Development (CED) Committee Work Plan to drop the following item from the April 25, 2022 meeting:

Signature Project Requirements.

Purpose: Provide an update on the analysis of 1) the implications of allowing Signature Projects on interior parcels that are one acre in size or greater and have a 100 feet of street frontage minimum, and 2) allowing Signature Projects on interior parcels between 0.5 and 1.5 acres if a project meets additional requirements. (Planning, Building and Code Enforcement)

BACKGROUND
Staff requests to drop the Signature Project Requirements item from the April 25, 2022 CED Committee meeting. At the Four-Year Review of the General Plan hearing on November 30, 2021, the City Council approved amendments to the General Plan Signature Projects Policy (Policy IP-5.10). The Council also directed staff to report to the CED Committee in spring 2022 with an analysis of the implications of reducing the Signature Project threshold to one acre with a 100-foot minimum frontage and an analysis of potential additional requirements that could allow Signature Projects on parcels of 0.5 acres in size to move forward. While staff has begun the Signature Projects analysis, the work has been paused due to the large amount of staff capacity required to develop the forthcoming sixth cycle Housing Element. Staff from PBCE’s Planning Division, Housing Department, and Office of Economic Development and Cultual Affairs all have been deployed to complete the Housing Element work.
