Dear Rules and Open Government Committee,
I am writing in support of Councilmember Peralez’s proposal to eliminate the regulation of cruising from the San José Municipal Code. The current ordinance that prohibits cruising in San José is an antiquated policy rooted in discrimination and racism against the Chicano culture. Furthermore, the culture of cruising aligns with the city’s Vision Zero goals towards slower and safer streets. I request that you approve Councilmember Peralez’s memo and that the City removes this unnecessary and offensive prohibition on cruising as soon as possible. Thank you for your consideration! Sincerely,
Steven Martinez Jr.

Dear Rules and Open Government Committee,
I am writing in support of Councilmember Peralez’s proposal to eliminate the regulation of cruising from the San José Municipal Code.
I am a lifetime resident of San José, I am currently 53 years old. I was fortunate to experience cruising in San José as a youth. My interactions with law enforcement was not positive. Although never arrested nor convicted of the ordinance. There were plenty of times of being pulled over. Most of the times it was just an excuse to run the names of the people in our car. Other times to issue fix it tickets.
My personal reason for being out cruising was to continue the culture I was exposed to as a youth, socialize, and show off my car. To have cruising taken away and criminalized was wrong in my opinion.
When we went cruising it was never meant to be a nuisance.
As an adult I have raised a family here and have been active in the community. I have coached football, baseball, soccer, wrestling, and softball at the youth and high school levels. I never lost the passion for cars during this time. Once my kids finished school I had extra time and decided to help form the United Lowrider Council of San José which I am currently president of. One of our missions is demonstrate the positive direction the culture has evolved to. With that being said, most of the people driving these cars are anything from business owners, blue collared workers, to youth trying to carry on the culture. Another mission is to show the positive interactions with the local municipalities to our youth.
San José is well known for its lowriding culture regardless of the cruising ordinance. The lowrider culture isn't going anywhere. It's time to show the nation that San José is strong enough to correct an ordinance that targeted a specific group of people.
Sincerely,
David Polanco
President of the United Lowrider Council of San José.

Dear Rules and Open Government Committee,
I am a long time resident and have cruises San Jose for several years. I am writing in support of Councilmember Peralez’s proposal to eliminate the regulation of cruising from the San Jose Municipal Code. The current ordinance that prohibits cruising in San Jose is an antiquated policy rooted in discrimination and racism against the Chicano culture. Furthermore, the culture of cruising aligns with the city’s Vision Zero goals towards slower and safer streets. I request that you approve Councilmember Peralez’s memo and that the City removes this unnecessary and offensive prohibition on cruising as soon as possible. Thank you for your consideration!
Sincerely,
Cristian Valle

Cc: Rules and Open Government Committee Agendas <[email protected]> Dear Rules and Open Government Committee,
I am writing in support of Councilmember Peralez’s proposal to eliminate the regulation of cruising from the San Jose Municipal Code. The current ordinance that prohibits cruising in San Jose is an antiquated policy rooted in discrimination and racism against the Chicano culture. Personally me, a Chicano man, was profiled in 2009 while driving my lowered Chevy Silverado as a 17 year old in high school. I inherited the truck from my dad because that’s all we could afford, and was simply dropping off my friend downtown after a night at the drive-ins. It was clear my truck was a lowrider, I was wearing a poncho, and I had a sarape draped over the front bench seat. The female officer pulled me over, told me to get out and frisked me. She asked if I had weapons or if I was in a gang before even explaining what I did wrong. Once she realized she didn’t have anything on me, she adopted a more friendly tone and explained that I committed a minor traffic violation, an allegation that didn’t match the treatment of being frisked. She said I stopped at a stop sign, but proceeded through the intersection without looking and was almost t-boned by a car. This was a lie. There was no car going through, and it was clear that she used my truck and appearance as a pretext for pulling me over.
Furthermore, the culture of cruising aligns with the city’s Vision Zero goals towards slower and safer streets. Today, traffic violence is the leading killer in the City of San José, with almost 2x as many traffic deaths as homicides and speeding is the leading reason based on DOT’s analysis. Studies have also shown that as SUVs and cars are made bigger and taller, they kill more frequently because the impact gets closer to important organs and the head. Low and slow is the way we need to go. I request that you approve Councilmember Peralez’s memo and that the City removes this unnecessary and offensive prohibition on cruising as soon as possible. Thank you for your consideration! Sincerely,
Bobby González

Dear Rules and Open Government Committee,
The Roosevelt Park Neighborhood in Council District 3 sets a pulse in the community as its jurisdiction in our city is the gateway into East San Jose as well as the gateway west, into Downtown San Jose.
East Santa Clara Street is an artery of our city that sets a pulse for cruising events that occur every year in May (Cinco de Mayo) and in September (Mexican Independence Day).
Many years of cruising traditions are rooted in our city.
These traditions have brought generations of families / friends together with a sense of pride that connects the lowrider (low & slow) way of life along with the celebration of Chicano culture and fuses it into our community.
Along with this letter of support I would like to make the following recommendations to the city for enhancing neighborhood traffic 5/11/22, 8:18 AM Mail - Rules and Open Government Committee Agendas - Outlook https://outlook.office365.com/mail/[email protected]/inbox/id/AAQkADhhYzk3NTk1LTBmZDAtNDc4Yi1hN2Q0LTZjNmZjNTk5MT… 2/2 This message is from outside the City email system. 1. Increase funding for traffic enforcement / public safety staff to assist with needed and necessary traffic diversions for the neighborhoods like Roosevelt Park that are directly affected by the influx of vehicle and pedestrian traffic to assist with aiding a balanced of quality of life and enhanced neighborhood safety.
2. A recommendation for traffic diversions to begin earlier and be more secure to enhance area safety.

that prohibits cruising in San Jose is an antiquated policy rooted in discrimination and racism against the Chicano culture. Furthermore, the culture of cruising aligns with the city's Vision Zero goals towards slower and safer streets. I request that you
approve Councilmember Peralez' memo and that the City removes this unnecessary and offensive prohibition on cruising as soon as possible. Thank you for your consideration! Sincerely, Brandon Boldon

Dear Rules and Open Government Committee,
I am writing in support of Councilmember Peralez’s proposal to eliminate the regulation of cruising from the San Jose Municipal Code. As an East Sider, a first generation Mexicano born in the U.S., an educator, and an advocate for mi raza, lifting the ban on Lowriding would be extremely beneficial for our community and our future generations to come. We cannot be criminalized any longer - I DREAM with having my lowrider in the future and cruising my city of San Josè with pride and without fear of being pulled over and criminalized by SJPD.
I hope that you take our words into consideration and work with Peralez to uplift this ban and make steps towards racial equality.
Paz,
Alberto Camacho
