Please describe your experience in serving on a Commission or Board.
My experience serving on a Commission or Board for the City of San Jose actually goes back to a time when I served on the Child Care Commission.
I served as an active member, attending sub-committee
meetings, meeting with staff and then was elected to serve as Vice-Chairperson. I have served on the Historic Landmarks Commission for one-year in fulfillment of an expired term.
Considering your experience and activities in business, labor, School, professional, social,
Commissions, Boards, or other organizations, indicate the experience, training, knowledge and/or skills which qualify you for appointment to the selected commission(s).
My knowledge, skills, training, and keen interest in historical preservation provide me with the qualifications to serve on this commission.
I am "excited" about the importance of a place, person and their relationship to a location and to time itself.
My academic preparation, teaching experience,
relationships with the historical communities of San Jose and the museum community of Stockton, my publications, speaking and "keen interest" in making a difference sets me apart from other individuals.
In
closing, I a reminded of the children's story, "the little engine that could", in that I applied once before, was
not invited nor selected to serve but I am now trying once again! Harriett Arnold
What is your understanding of the purpose of the Commission? The Antioch Baptist Church is an historical landmark and I am familiar with the Commission.
In addition,
when doing research about a family or individual in 19th century San Jose, I use the historic inventory for a variety of purposes in my work.
A review of the Commission website indicates the purposes of the Commission as:
The Historic Landmarks Commission is required and established in accordance with the Municipal Code (Part 13 and Part 26).The seven members are residents of the City of San Jose (unless specifically authorized otherwise) with a range of expertise related to historic preservation, appointed by the City Council. The Historic Landmarks Commission has the responsibility of forwarding comments and recommendations to the Director of Planning and City Council on: •City Landmark, City Landmark Historic District, and Conservation Area Nominations;
•Mills Act Historic Property Contracts;
•Historic Preservation
Permits for work performed on a City Landmark or within a City Landmark Historic District; and, •Preservation, exhibition, and protection of the History San Jose Historical Museum. •Maintains the
Historic Resources Inventory, utilizing the Inventory as a tool in recommendations and Inventory listings as appropriate, by:
◦
Providing comments on land use/development proposals with the potential to impact cultural resources; and,
◦
Where appropriate, adding properties identified through those proposals to the Historic Resources Inventory.
Please list three issues facing the City that you feel the Commission should address.
This is not an easy task to complete.
1. Housing: How do you preserve the past, while being concerned about housing for the homeless in the 21st century? 2.
Senior Citizens:
How do you preserve the homes
and work with those senior citizens in order to meet their needs as they "age in place"? 3.
How does the
commission face the economic, social and educational shifts that are taking place and chart new directions in the area of preservation?
Question applies to
Historic Landmarks Commission
What is the purpose of historic preservation in San José and what is the role of the Historic Landmarks Commission in achieving that purpose?
The role of the Historic Landmarks Commission is complex in San Jose. There are multiple opportunities to build on the past achievements while charting new directions in the 21st century. Today it is time to work and seek new directions that will involve a diverse range of experiences, knowledge, skills and approaches to continue to define the primary purpose of the Commission.
Question applies to
Historic Landmarks Commission
Please explain your prior experience with historic preservation, with San José’s public planning processes, and in working with City or other public agency staff.
My prior experience with historic preservation and working with the City of San Jose is that I have had demonstrable interest and expertise in historic preservation, specifically, in the areas of history, anthropology, folklore and collections/curator.
I am currently serving on the Collections Committee of
History San Jose, a member of the Preservation Action Council of San Jose, Chairperson of the Antioch Baptist Church Historical and Archival Committee.
I have taught courses in social studies/history for
teacher certification in California, served as a member of the California Social Science Textbook Selection Committee for K-12 students in the state, completed program evaluation of historical museums and made higher education presentations on the importance of history and the intersection with preservation.
Harriett Arnold
(Optional) Please upload a resume.
Anything else you would like us to know?
I would like to say that I have served on the San Jose Historic Landmarks Commission completing a one- year term and wish to serve a full-term that will end on June 30, 2022.

I'm interested in the Historical Landmark Commission because this commission is critical in highlighting the diversity and inclusion of San Jose's rich population and in establishing equity across historical landmarks.
I've taught History and Ethnic Studies at the National Hispanic University, Evergreen Valley College, San Jose City College and at Presentation High School.
I can contribute a historical analysis and
provide historical evidence to contextualize the work of the historical landmark commission.
San Jose is
my home.
We adopted our two children in Santa Clara County, and we are raising them in San Jose schools.
Contributing to San Jose is a responsibility that I take seriously.
Protecting San José's Heritage is
important to continue leaving a legacy based on historical accuracy and, most importantly, celebrating what makes San José the 10th largest and best kept secret.
For example, Cesar Chavez's development
as a civil rights leader took root here in San José.
His home has a historical marker, but it's still unknown and in poor condition.
It's easy to pass it on the street without recognizing what took shape there.
I have a
solid understanding of the the local, state, and national policies regarding historical landmarks.
Our
children's knowledge of their history and heritage relies on our work in the Historical Landmark Commission.
I look forward to working as a team-member
with the other commissioners.

Please state any other information which you feel would be useful in reviewing your application
I am a Chicana, a lesbian, a daughter of immigrants, first generation college student, and come from a working class background.
I'm a trained historian, who is well aware of local, state and national government.
I work well with everyone, as I always try to find common ground as residents of San Jose to
improve our city for generations to come. I have served many years as an administrator at the university level and know how to get things done; work with people of different backgrounds (race, gender, income, sexual orientations, age, etc); value diversity, equity, and inclusion; respect people for who they are, and love San Jose's history.

What is your understanding of the purpose of the Commission? The person selected to the Historical Landmark Commission guides the "City’s landmarks, historic districts, conservation areas, and the History San Jose Historical Museum." We maintain the Historic Resources Inventory and ensure maintenance and preservation. We collaborate with others to ensure historic preservation.
Please list three issues facing the City that you feel the Commission should address. 1) Maintenance and preservation of the Cesar Chavez historic home landmark. 2) McDonnell Hall at the
Guadalupe Church was a great addition.
This needs to be linked with other landmarks to trace the importance of this structure and the people aligned with it. 3) Working with other departments in naming a
boulevard after Cesar Chavez.
I know it does not fall within the purview of the commission, however, the conversation and guidance adds value to the other work within the commission.

Special Awards or Recognitions Received
No civic awards however I have received numerous awards from my 40+ year involvement in the antique & classic car hobby.
Please state why you want to become a member of this Board or Commission including specific objectives which you would work toward as a member.
As an avid restorer of homes, commercial buildings and antique & classic cars, I have a special interest in historic preservation & restoration. It is most important to protect the historic inventory of San Jose as too many historic structures have been lost to neglect or insensitive redevelopment. I am most interested in being a commission member to be involved in the
approval process of
historic landmark applications and
to perpetuate an ongoing and very important interest in local preservation.
Please state any other information which you feel would be useful in reviewing your application
I currently own and have rehabilitated seven buildings of historic interest within the city limits. I also own a classic car collection consisting of approximately 100 cars. I maintain all of these structures and my entire car collection myself which has enabled me, over many years, to fully appreciate the true importance of historic preservation.

Considering your experience and activities in business, labor, School, professional, social,
Commissions, Boards, or other organizations, indicate the experience, training, knowledge and/or skills which qualify you for appointment to the selected commission(s).
I have owned and operated several successful business ventures since 1978. These ventures have included either ownership, restoration and preservation of special interest & historic architecture within the city limits of San Jose. I have personally supervised the restoration of several residential & commercial properties in San Jose. I have been a member of PACSJ for many years and have hosted numerous fund raising events at my 1926 historic San Jose home. I am one of the founding neighborhood members of Hanchett Park Heritage Project. I have hosted numerous historic home tours including HPHP, St. Leo's & Rose Garden Home Tour. I am also a long time member of The Sainte Claire Club, a historic social club established in 1888 and currently housed in a spectacular Mission style structure built in 1893. I am a member of the historic preservation foundation within the club. I possess a keen sense of style and understanding of historic and special interest architecture and preservation.
What is your understanding of the purpose of the Commission? The purpose of this commission is primarily to review historic landmark applications, use permits relating to historic recognized structures, & advise within the planning and permit procedures to maintain and preserve historic inventory within the City of San Jose.
Lawrence Camuso
(Optional) Please upload a resume.
Please list three issues facing the City that you feel the Commission should address.
Due to the increasing value of property within the city limits and especially within the downtown historic districts the following are issues of most concern to me and the city: 1. Preservation of smaller historic structures that exist on valuable real estate. 2. Working closely with area developers who seek to redevelop while repurposing part or all of the historic structure while understanding the developers financial interests 3. Educating the community on the extreme importance of preserving our past.
Question applies to
Historic Landmarks Commission
What is the purpose of historic preservation in San José and what is the role of the Historic Landmarks Commission in achieving that purpose?
Great strides have been accomplished over the decades by the commission landmarking structures of historical importance to avoid demolition by developers and residential property owners therefore protecting the greatly depleted historic inventory. An ongoing effort must be made and perpetuated to protect what we have in existence. This, I believe, is the primary purpose of the commission.
Question applies to
Historic Landmarks Commission
Please explain your prior experience with historic preservation, with San José’s public planning processes, and in working with City or other public agency staff.
My first experience with the Historic Landmarks Commission was in 2007 when I applied to landmark my home located at 295 Sequoia Ave. Over many years, I have worked with Building and Planning during the development of several businesses in the City of San Jose. I have restored several single family homes as well as repurposed existing commercial structures of interest.
Anything else you would like us to know?
I can send photos of several structures that I have rehabilitated or repurposed over the years.
