Re: 6/14/2022 Council Item 3.3 Mayor’s June Budget Message for Fiscal Year 2022-2023
Dear Honorable Mayor Liccardo, Members of the City Council, and City Clerk:
My name is Cindy Loggins, Head of Global University Recruiting & Programs at eBay and Board Member to the Children’s Museum in San Jose. Security of my family is always top of mind for me even more so now. I want to feel safe when I bring my children to educational places like the Children’s Museum.
I am writing in support of the Mayor’s 2022-23 budget allocation for Children’s Discovery Museum of San Jose (CDM) to improve the security of its facility, thereby helping families with young children feel safe arriving at their downtown location while also enabling museum staff to caretake the city-owned asset and protect valuable equipment and furnishings.
Recognizing that a solution to the significant unhoused population residing in the areas around the museum is a long-term proposition, Beautify San Jose recommended that CDM develop a set of security solutions as an important step in deterring vandalism. The Mayor’s proposed budget recommends $175,500 to install new security structures to protect property; acquire and install security cameras to record illegal activity that can be used by the San Jose Police; install new exterior lighting that will make images more visible on security footage and discourage negative activity; and replace systems and equipment that were stolen or destroyed by vandals.
Children’s Discovery Museum serves an annual audience of over 400,000 per year (pre-pandemic), delivering an economic impact to the City of San Jose of nearly $20 million per year. More important, however, is the vital role the museum is playing in helping children recover from learning loss due to COVID-19 school closures and in supporting families engaging together outside of their homes. The security measures enabled by the Mayor’s budget directive will make a very real difference in making the community’s families feel more secure as they plan their visits to the purple museum in downtown San Jose.

Subject: Catholic Chari es support for REAL budget recommenda ons for FY23 City Budget
Dear Mayor Liccardo and City Councilmembers,
RE: Support for REAL Budget Jus ce Recommenda ons for FY23 City of San Jose Budget As a member of the REAL coali on, Catholic Chari es supports the REAL budget recommenda ons.
We appreciate the City’s efforts to move some of these priori es forward. At the same me, more needs to be done to promote racial equity and inclusion.
Based on our long and close working rela onship with the City to address many of the challenges facing our residents, Catholic Chari es encourage the City Council to put more resources into several priority areas:
1. Food Distribu on: The pandemic is not over. Economic hardship and income inequality are rising due to increased infla on. Our staff and volunteers are seeing increased numbers of families seeking food at our parish drive-through distribu on sites throughout San Jose. While we are grateful for the opportunity to seek addi onal funding for one more quarter to assist in distribu on, the need con nues to rise. We appreciate the City reaching out to the County for joint talks, but to date the County has not commi ed to fund food distribu on other than through the shelter system and the normal senior nutri on system. Meanwhile tens of thousands of families in San Jose are s ll going hungry. The nonprofit sector can’t solve this by ourselves. We need your help. The City has been a valuable and essen al partner in the solu on and un l the County is willing and able to step up, our neighbors will s ll need the City’s help.
Recommenda on: Double the investment of ARPA funds in food distribu on while con nuing to coordinate, advocate and nego ate with the County to do its part to address hunger in our community.
2. BEST Preven on and Interven on: The most humane, efficient and cost-effec ve way to address criminal jus ce is to prevent the causes of youth violence and involvement in the system. The City has a proven model of an alterna ve to the increased cost of policing with the Mayor Gang Preven on Taskforce and the BEST programs.
As a BEST partner Catholic Chari es stands ready to partner with the City to develop new approaches that are trauma-informed.
Recommenda on: Build on those successes by inves ng more resources in what is working in the BEST programs and scale them. Develop trauma-informed models and mental health supports that have been proven to work in
This message is from outside the City email system Do not open links or attachments from untrusted sources other communi es.
3. Promatoras and Civic Engagement: Catholic Chari es is encouraged by the proposed funding of a Promatora pilot in San Jose. One powerful way to engage local neighborhood members in crea ng a just and compassionate community is by training community members in peer support to help families navigate services and address their needs. Catholic Chari es has found that families trust trained neighborhood members to connect them to the community resources they need. It not only improves family wellbeing, but also the health of the community.
Recommenda on: Fully fund the Promatora Pilot.
Thank you for your considera on of our recommenda ons and thank you for your dedicated service to our community of San Jose.

Re: FY23 Budget – Request for 4% Adjustment for Nonprofit Partner Sustainability
Dear Mayor and Members of the City Council:
I write on behalf of Silicon Valley Council of Nonprofits and our over 200 nonprofit and ally members. We ask that you include in the City’s Fiscal Year 2023 budget:
an increase of 4% for renewal contracts with your nonprofit partners, and
adopt the recommendations made by the nonprofit Racial Equity Action Leadership (REAL) coalition.
As the City’s Budget Director points out in MBA#28, “CBOs have been invaluable partners in identifying service needs and extending the City’s reach for the delivery of pivotal services in challenging times.” We hope it goes without saying that not only were the City’s nonprofit partners key responders to the pandemic, but also that the City will continue to rely on nonprofits to be efficient and effective service deliverers and trusted messengers between the City and the community.
We are grateful for the analysis in MBA#28 and the acknowledgement of nonprofits’ cost needs, and it is important to point out that nonprofits (and we all) are facing unusually exorbitant increases in operations costs as well as significant challenges in hiring and retention in the current job market; all while, we struggle to return to a new normal in this liminal time of partial recovery and ongoing pandemic response.
Silicon Valley Council of Nonprofits | Sobrato Center for Nonprofits | 1400 Parkmoor Ave, Ste 130 | San Jose, CA 95126 Even in good times—because of funder practices that limit overhead and sometimes even require match requirements—nonprofit sustainability is often just an oasis on the horizon. Organizations that build healthy infrastructure—IT and data systems; financial systems; fund development processes; strategic plans; staff capacity building; and safe, efficient, and accessible physical spaces—are more likely to succeed than those that do not. The cost of not succeeding is high:
The effects of such limited overhead investment are felt far beyond the office: nonfunctioning computers cannot track program outcomes and show what is working and what is not; poorly trained staff cannot deliver quality services to beneficiaries. (The Nonprofit Starvation Cycle, A. Goggins & D. Howard, Stanford Social Innovation Review (2009).)
Nonprofit instability contributes to community instability. And the converse is true. The organizational health of the same nonprofits that were incredibly nimble during the pandemic and stepped up to respond to community needs will be needed if we are to “build back better.”
Over the last two years, the City of San José stepped up to fund nonprofits, funded technical assistance and training for nonprofits; purchased PPE and other essentials for nonprofits, recruited volunteers for nonprofits, and disseminated information to nonprofits. For example, dozens of organizations were provided with rescue funding by the City of San José through the Coronavirus Relief Funds (CRF) Nonprofit Grant Program, focused on services to communities in designated zip codes. The City’s Local Assistance Center set up a CBO liaison function that worked with SVCN to provide information to nonprofits about its services and plans and to serve as a conduit for input to the City’s response to COVID. Whereas some of this support was specific to the pandemic, we would like to see the City continue to support nonprofits much in the way that it regularly supports other small businesses.
We ask that the City continue to be a good partner to nonprofits by addressing the cost increases that we experience year over year—which are particularly pressing this year with a CPI of nearly 5% over the last year—by providing a cost of doing business increase in this year’s budget and future budgets as a best

Re: SUPPORT of Monterey Road Wildlife Corridor Safety Improvements in Mayor’s June Budget Message for Fiscal Year 2022-2023
Dear Mayor and City Councilmembers,
On behalf of Peninsula Open Space Trust (POST), I am writing in support of the spending recommendations in the Mayor’s June Budget Message for Fiscal Year 2022-2023 related to Monterey Road Wildlife Corridor Safety Improvements (Page 16-17) and to thank the city for considering such an important investment.
POST is a non-profit established in 1977 that has preserved more than 80,000 acres of open space in the South Bay and across the San Francisco Peninsula. Collaboration with the communities we work in, fellow non-profits, and local governments is a vital part of how we do our work.
POST and Santa Clara Valley Open Space Authority (SCVOSA) are working together to create and enhance wildlife crossing infrastructure in Coyote Valley. Monterey Road is the leading contributor of wildlife-vehicle collisions in Coyote Valley. Surveys along major roadways in the area show that more than 63% of all roadkill was on Monterey Road – more than 5x the amount documented on any other road within the area. This represents not only an issue for local wildlife, but also a major motorist safety issue.
Later this year, POST in collaboration with SCVOSA will begin a Monterey Road Wildlife Crossing Infrastructure Feasibility Study (Feasibility Study) to evaluate constructing wildlife crossings along Monterey Road. This Feasibility Study will also identify near-term modifications to the Monterey Road median and glare screen to increase permeability for wildlife, reduce wildlife-vehicle collisions, and ensure motorist safety.
Wildlife crossing infrastructure projects may take years or even decades to complete, but in the meantime, improving the Monterey Road median barrier or replacing it with a wildlife- friendly median and implementing additional safety measures represent lower-cost, near- term options that can help improve motorist safety and reduce wildlife mortality. With the Mayor’s $100,000 recommendation for these Monterey Road Wildlife Corridor Safety Improvements, POST would be able to launch an important first step in our Feasibility Study. POST would also work with the City of San José and Caltrans to ensure that the median barrier modifications comply with the Caltrans Standards Plan and meet goals related to motorist safety and alleviating wildlife-vehicle collisions.
We thank you for your consideration and responsiveness to important and timely wildlife connectivity and motorist safety improvement opportunities.
Sincerely,
Walter T. Moore

Dear Mayor and Councilmembers,
The Affordable Housing Network was present and gave testimony at the City Council meeting on March 20, 2020, where you voted to extend the Mobile Home Park General Plan land use designation to all mobile home parks in San Jose.
At this time, we request that you vote for the 2022-23 budget to set aside the one-time funds necessary to actually implement the designation you decided on back in 2020. Without this funding, the commitment you made at that time is still no more than a declaration of intent.
As you are aware, displacement and homelessness have literally become an existential crisis for our city. We need every tool in the toolbox to address this crisis, and this one is among the more effective ones. The best way to combat displacement is to use every available means to prevent it from happening in the first place.
Thank you for considering our request.

$115,000 for safety improvements at the intersection of Hedding and Bayshore; Permanent closure of San Pedro Street and a one-year pilot closure of Post Street on weekends; Repeal of San José’s antiquated and discriminatory prohibition on cruising, which would have no significant budget impact; and
Strategies to help revitalize our arts, hospitality, and visitor sectors to spur business recovery, job growth, and economic fiscal health.
Thank you for your consideration!
Sincerely,

Greetings,
It was a tremendous relief when the council moved to enact a special zoning ensuring that mobile home park lands would be protected. This is crucial for the countless residents in San Jose’s parks -- for the most financially challenged as well as many of our city’s elders.
However, this work is not done until the zoning change takes place. To facilitate this, I urge you to support budget request #46 dated 5/25/22 proposed by Councilmembers Pam Foley and Sergio Jimenez.
On March 20, 2020, we packed City Hall and the overflow room to make this happen. While rezoning does not prevent a Park from being closed, it makes it harder.
On June 14, please vote to allocate funds to designate all MH Parks in San Jose to MH – Mobilehome, agenda item 3.3.
This is not only long overdue but possibly a now-or-never move. Thank you very much for your serious consideration of this move, crucial to so many longtime San Jose residents.
Respectfully,
Mrs. Maryanne Sullivan, 10-year resident

To Our Elected Decisions Makers,
One of the best bastions to affordable housing to the General Public and the Senior Citizens population is the Mobile Home communities!
This affords people on fixed incomes & lack of mobility, a chance to become a more “cohesive community”, with like-minded people. Celebrating each other with Pot Lucks & activities that they would not be able to do without the comfort of owning and maintain their own home in a safe and secure manner.
The City of San Jose has spent years directing thousands of dollars in various ways toward the “Urgent Problem” of the homeless population, neglecting the Senior Citizen population and now trying to pull their power in taking affordable living away from them. The ones who spent their working years building the “Silicon Valley” to become the prestigious place it is to live in today!!! However, now you are driving them out by Not protecting them and their little domains, which is absolutely absurd & negligent on your parts!
You can’t blame the Mobile Home owners, when developers are allowed to throw insane amounts of money at them, enticing them to sell their property for high intensity dwellings. However, it’s up to you, our governing body, which we have elected, to look out after the Best Interests of our Senior Citizens.
Knowing they are on fixed incomes, which makes their Mobile Homes an affordable place to live.
Once again, I/we Fervently ask that you vote to make it so that The Senior Citizens of The Great City of San Jose, do not have to move from the city that they helped build into such a Beautiful/Prestigious place to live & work and to allow them to continue being able to live on through their retirement years! This is a Very Important issue to us! Please don’t allow it to become an “Urgent Problem” like the “Homeless Population” has become. I’m sure you are aware of how many people would be displaced if you were to vote for high-density housing to take over our affordable living! Sincerely,
Barbara Crum

I am asking you to please approve the designation for all Mobilehome Parks in San Jose as MH-Mobilehome.
I am a US Army Viet Nam era honorably discharged Veteran (DD 214 dated 16 Dec 68).
I have resided in my mobilehome park with my wife for 38 years and have been very happy here. Our neighbors are very friendly and overall it has been a very nice place to live.
By designating the Mobilehome Parks as MH you will be affording me and my neighbors a bit more security in our homes. Many of us have only Social Security as our income and would not be able to move to another location.
Please take this action you approved in March of 2010 and make it happen.
Sincerely,
Timothy McArt,

The re-designation for Mobilehome Parks in San Jose from light industrial to MH- Mobilehome is very important to San Jose's mobilehome residents as it will give us a little more security that we may continue living here in the future.
I have been living in our mobilehome (my husband and myself) for 38 years and frankly do not have the income to be able to move around freely. We have only Social Security income and being in a mobilehome allows us to continue enjoying our old age (and not being homeless out on the street).
For the 38 years we have lived here we have enjoyed our neighbors and the atmosphere in our park. And we all look out for one another.
Please take the action now that you previously approved in March of 2020 and change the designation of San Jose's Mobilehome Parks to MH.
Sincerely,
Olive Coulthart

Re: 6/14/2022 Council Item 3.3 Mayor’s June Budget Message for Fiscal Year 2022- 2023
Dear Honorable Mayor Liccardo, Members of the City Council, and City Clerk:
My name is Alan Marks, Vice Chair, Board of Directors, of the Children’s Discovery Museum of San Jose.
Children’s Discovery Museum serves an annual audience of over 400,000 per year (pre- pandemic), delivering an economic impact to the City of San Jose of nearly $20 million per year.
Thank you in advance for your support.
Sincerely,
Alan Marks

Dear Mayor and Councilmembers,
We are writing in support of the memorandum from Councilmembers Peralez, Carrasco, Davis, and Arenas calling for additional amendments to the Mayor’s June Budget Message. Specifically, Recommendation 2: Strategies to help revitalize our arts, hospitality, and visitor sectors to spur business recovery, job growth, and economic fiscal health.
Our local visitor, hospitality and arts industries continue to struggle as we adapt to deeply structural economic shifts. As a community we are all fully aware that business travel, conferences and other parts of our local economy such full-time in-office work will never be the same as pre-pandemic.
For these reasons we need to build new strategies to attract visitors from afar as well as our own Santa Clara County residents to visit and patronize our San Jose businesses, hotels and cultural offerings.
Committing the City's Transient Occupancy Tax resources to this endeavor is a logical use of industry generated resources to help rebuild for the new future and lay a solid foundation for long-term success.
Thank you for your consideration!

RE: Mayor’s June Budget Message for FY 22/23, item 3.3
Dear Mayor Liccardo and City Councilmembers,
The San Jose Downtown Association (SJDA) has represented downtown for 36 years and together with more than 2000 current businesses and property owner members we strive to increase the vitality and livability of downtown San Jose. As we are still in the midst of the covid era and we expect a long recovery that will demand new approaches from the public, private and third sectors, we want to call attention to items in the FY22-23 budget that recognize these challenging new conditions.
We support the Mayor’s budget recommendations in addition to the Mayor’s supplemental memo recommending a budget be allocated for Al Fresco, specifically for the design of permanent closure of San Pedro Street and costs associated with the closure of Post Street. Moreover, we support Councilmembers Peralez, Carrasco, Davis, and Arenas memo item 1.a. to expand the Post Street pilot to a full year.
With Transient Occupancy Tax (TOT) program funds for art, culture, and hospitality dollars dwindled, we also support the memorandum from Councilmembers Peralez, Carrasco, Davis, and Arenas, specifically item 2., calling for the reallocation of our TOT into our art, culture, and hospitality industries as the General Fund has rebounded to a healthy and balanced budget with an expected surplus of $30.1M FY 22-23. The low travel and visitor turnout since covid has led to a lackluster tax-base for TOT and this has resulted in subpar fiscal aid for our arts and hospitality community which in turn has had a detrimental impact on our local economy. Thus we support the recommendation to reappropriate the General Fund TOT equally across the OCA Arts Grants Program, the Convention & Visitors Bureau, and the Convention and Cultural Facilities Fund in addition to providing a long-term budgetary strategy for a sustainable financial future.
We also have appreciated the extensive dialogue of how to allocate limited funds and the continued support for the center city - specifically in these areas:
● 2. Public Safety - Police Walking Patrol: The “implementation of a five-day/week model of Downtown walking patrol” starting in June of 2023 is severely needed as the current foot patrol shifts are voluntary overtime shifts for officers and therefore difficult to fill consistently. A stable and sustainable program dedicated to improving safety in downtown San Jose is a long term investment strategy for our city.
● 3. Eradicating Blight - Downtown Streets Team: The gateways to our downtown have been an issue in which the freeway underpasses need substantial aid. Expansion of the program is needed and transitional employment is also a plus.
● 7. Community-Building, Place Making, and the Arts -
○ Downtown Ice/holiday activations: Public space activation is important and continues to be where our community can come together, especially during the holiday season. We
San Jose Downtown Association

believe this is a critical time as we look at enhancing the experience of residents, employees, and visitors.
○ Paseo de San Antonio Update: Paseos play a crucial role in place-making opportunities and this supports ground floor activation and safety connecting SJSU to Downtown West. ○ Children’s Discovery Museum: Replacing equipment is vital to the maintenance of this facility and continuing the programming for our community. ○ 3Below Theater Up on the Roof and SubZERO Festival: We have supported these programs in the past and each of these events add to the authentic San Jose experience.
We thank the City Council for their leadership.

Dear Mayor Liccardo and Councilmembers,
On behalf of the Institute of Contemporary Art San José, Board President Gordon Yamate and the entire Board of Directors, I am writing in support of the memorandum from Councilmembers Peralez, Carrasco, Davis, and Arenas calling for additional amendments to the Mayor’s June Budget Message.
We are committed to being partners for success, drawing attention locally and nationally through award-winning art programs, as well as focusing on bringing the largest audiences possible from San José and the region. For example, this coming Juneteenth weekend's celebrations out in front of the ICA, working with critically-acclaimed street photographer Charles Lee in shared teaching photo session:
https://www.icasanjose.org/upcoming-events/been-here-photography-workshop-w-artist- charles-lee/ and next week, we will host an online program on art and climate change that is sure to draw a national, maybe even international audience to the work we do in San José: https://www.icasanjose.org/upcoming-events/artists-in-conversation-about-climate-change/ This kind of essential cultural vitality and ongoing explorations is dedicated to the people of San José first. At the same time it enhances our shared ability to attract and serve tourists, and draw and retain new tenants and owners to the city. We know you share our commitment to this work, and for that we are profoundly appreciative.

Dear Mayor and Councilmembers,
I am writing in support of Councilmember Peralez’s budget request to initiate the process towards a permanent closure of San Pedro Street and conduct a year-long weekend closure pilot of Post Street, which you have already unanimously approved.
Since the COVID-19 pandemic began, the closure of these streets has proven to be a lifeline to our local businesses and enhanced the vibrancy of Downtown San José. Closing these streets to vehicular traffic allows for more pedestrian activity and refocuses our public right of ways on people first.
I ask that you include Councilmember Peralez’s proposal for a permanent closure of San Pedro Street and a year-long weekend closures of Post Street in the final City Budget for FY2022-23.

Re: San Jose Budget Allocation for Monterey Road Wildlife Corridor Safety Improvements, Tree Planting, and Parks and Trails
Dear Mayor Liccardo and Councilmembers,
Green Foothills supports the allocations in Mayor Liccardo’s June Budget Message for fiscal year 2022- 23 related to Monterey Road Wildlife Corridor Safety Improvements, Tree Planting, and Parks and Trails. We request the Council to please approve these budget allocations.
Monterey Road Wildlife Corridor Safety Improvements
Monterey Road is currently a roadkill hot spot. According to the 2019 report “Recommendations to reduce wildlife-vehicle collisions on the Monterey Road corridor in Coyote Valley” by the Santa Clara County Wildlife Corridor Technical Working Group, more animals are struck and killed by vehicles on the stretch of Monterey Road that goes through Coyote Valley than on Highway 101. This situation is not only terrible for wildlife connectivity, it creates a serious safety hazard for drivers.
The recent action by this Council to protect Coyote Valley as open space, habitat and farmland was hugely important for wildlife habitat and connectivity through Coyote Valley. However, this work cannot be considered complete while Monterey Road remains a roadkill hot spot. The wildlife crossing infrastructure feasibility study that would be partially funded through this $100,000 budget allocation is the first step towards remedying this untenable situation, which has persisted for far too long.
Tree Planting
We strongly support investment in increasing the urban tree canopy, especially in neighborhoods that are lacking in trees and urban green space. We urge the City to focus on native trees in this tree- planting effort, both to conserve water and to provide habitat and increase biodiversity. In addition, we urge the City to invest in protecting and maintaining the existing tree canopy as part of the goal of increasing the total number of trees, since every healthy tree that is cut down puts the City farther away from its goal.
2 Parks and Trails
We support the proposed allocations for park and trail improvements, especially the funding for Emma Prusch Farm Park and Veggielution. Community farms such as Veggielution not only provide ecosystem services, they serve as community hubs and as a source of locally-grown fresh produce for families in need.
Please approve these budget allocations. Thank you for your consideration of these comments.
Sincerely,
Alice Kaufman

Dear Councilmembers,
I am wri ng to express overwhelming support and apprecia on for Councilmember Arenas & Carrasco’s Memo for the Mayor’s June Budget.
From 2020 to 2021 YWCA saw a 576.25% increase in referrals for sexual assault survivors from San Jose Police Department. This increase in referrals was due to a number of factors. SJPD and YWCA have greatly improved our working rela onship through having an embedded advocate, increasing our communica on, and simplifying our referral process. These collabora ve efforts have helped to see that survivors are informed of their rights, have access to an advocate at the me of repor ng, and experience a more survivor-centered approach from the ini al point of contact.
Survivors rely on the systems in place to be able to provide support in a mely and comprehensive manner. YWCA staff are dedicated, and relentless in their support of survivors. We make every effort to provide services as quickly and seamlessly as possible, there simply are not enough staff to provide in-depth services for the increased need for services we are seeing. What this looks like is that a survivor may have access to a support group, but not be connected to a case manager. Case managers are cri cal in empowering survivors, naviga ng systems, and providing on-going advocacy and accompaniment throughout the dura on of a case (whether that be within the system officially or not).
Survivors deserve to have access to services immediately and in an ongoing manner for their unique healing journey. Having two addi onal advocates as well as more infrastructure for SJPD is a cri cal step in addressing the gaps we currently face. Inves ng in suppor ng survivors now is an investment in the well-being of our community.
Thank you for your me and considera on.
Respec ully,
Lindsey

Dear Mayor and Councilmembers,
I am writing to you to request an amendment to the Mayor’s Budget. The arts, entertainment and hospitality industries desperately need your continued, and urgent, support for their recovery. These industries are key to our quality of life, tourism, and activation of our commercial districts, particularly our Downtown. These industries also support well-paying jobs for artists, tech support, and essential workers.
I support of the memorandum from Councilmembers Peralez, Carrasco, Davis, and Arenas calling for amendments to the Mayor’s June Budget Message. Specifically, Recommendation 2: Strategies to help revitalize our arts, hospitality, and visitor sectors to spur business recovery, job growth, and economic fiscal health.
Business travel, conferences and other parts of our local economy are unlikely to rebound to their pre- pandemic levels any time soon. That said, people want to live, work and play in a city that has a lively and diverse quality of life. We need to new strategies to attract visitors from afar as well as our own Santa Clara County residents to visit and patronize our San Jose businesses, hotels and cultural offerings. Committing the City's Transient Occupancy Tax resources to this endeavor is a logical use of industry generated resources to help rebuild for the new future and lay a solid foundation for long-term success.

Hello,
I just watched Ma 's budget video, and have a ques on:
Since we're running at a surplus for the next few years, can we finally fund the comple on of the widening of Branham Lane between Monterey Road & VIsta Park? Ma 's predecessor, Johnny Khamis spent several years trying to obtain land to exchange with the county for the strip on Branham needed to widen the road. He finally got the land, but then didn't have the $$ for the design and build.
Couldn't we use some of this surplus to finish this project? I hear we're ge ng yet another traffic light there, and this is already a bo leneck for traffic and becomes dangerous when 1 lane goes to 3 and everyone is trying to pass each other. Johnny traveled there o en and stated it was a dangerous bo leneck.
Thank you,

Dear Mayor and Councilmembers,
I am writing in support of the memorandum from Councilmembers Peralez, Carrasco, Davis, and Arenas calling for additional amendments to the Mayor’s June Budget Message. Specifically, Recommendation 2: Strategies to help revitalize our arts, hospitality, and visitor sectors to spur business recovery, job growth, and economic fiscal health.
I am the President of the San Jose Chamber Music Society. This organization has mounted a series of six classical chamber music concerts in San Jose for more than 35 years. It was started in the 1980's by Larry Bryan (who still lives on .), because he did not want to drive to San Francisco, Berkeley or Palo Alto to experience world class chamber music. Most years revenue from ticket sales barely covers the artist fees and we are still left having to pay concert production costs by patron donations and grants from San Jose, Santa Clara county and private foundations. We have been most appreciative of the support we receive from the San Jose Transient Occupancy Tax.
Sincerely,
Richard Jaffe, President
San Jose Chamber Music Society

Dear Mayor and City Councilmembers:
The Law Founda on of Silicon Valley writes to urge the City allocate sufficient funding to support the goal of changing the General Plan designa on of all mobile home parks in San Jose, and not limit the funding to only changing the general plan designa on to five parks. In March 2020, the City Council approved changing the general plan designa on of all 58 remaining parks, a er learning that the largest mobile home park in the City was at risk of closure. While that work was stymied because of the pandemic, is it cri cal that the City con nue the important work of preserving mobile home parks through the changing the General Plan designa on of all Parks, and priori ze this in the budget. When mobile home parks closed, not only do residents face displacement, but San Jose loses one of the only affordable homeownership opportuni es available to low-income families.
As mobile home parks con nue to be at risk of development, this City should take all necessary steps to priori ze that the over 35,000 mobile home residents, many low-income, seniors, and people of color remain in San Jose.
We cannot predict which mobile home park may be next at risk of closure --- all should be protected. When that many residents are at risk of displacement, the answer should never be that we have done enough as a City, but instead that we will take the most protec ve steps we can with urgency. We urge Council to allocate the budget so that this can work can be priori zed take the most protec ve steps to protect all Parks now.
Sincerely,

Subject: ACS - Budget
Hello City of San Jose,
Thank you for considering the additional Budget Documents proposed by Concilmembers Mahan (#83 & #91) and Davis (#31). We greatly appreciate the Mayor's responsiveness and recognition of the challenges the shelter faces and taking steps to move in the right direction to prevent unnecessary suffering and death of animals in the community, provide assistance to the unhoused and their pets, improve overall conditions and relations at the shelter, alleviate staffing turnover and be better equipped to meet the needs of the community.
I strongly support Councilmember Mahan's proposals for San Jose's Animal Care Center, to help restore operations and staffing to the effective levels needed by the community and the proposals by Councilmembers Mahan and Davis regarding funding for spay/neuter services by partnering nonprofits such as St. Francis Animal Protection Society.
We need to stop converting part time positions into full time animal care attendants and adding more managers. They need to be able to staff better than that. There’s a retention issue and we need to figure the root cause of so much turn around.
We urge the Councilmembers to consider the urgency of the need and the long-term beneficial impact to the community and approve these requests.
Thank you,
San Jose resident for 28 years, Council District #6

Dear Mayor and Councilmembers,
I am writing in support of the memorandum from Councilmembers Peralez, Carrasco, Davis, and Arenas calling for additional amendments to the Mayor’s June Budget Message. Specifically, Recommendation 2:
Strategies to help revitalize our arts, hospitality, and visitor sectors to spur business recovery, job growth, and economic fiscal health. I ask that you consider the important role arts and culture play in maintaining a vibrant city core.
Allow me to introduce myself. My name is Camille Ann Brewer, and I am the new Director at the San Jose Museum of Quilts and Textiles. As a new member to the San Jose cultural committee, I am witnessing how the local visitor, hospitality and arts industries continue to struggle as organizations adapt to deeply structural economic shifts. As a new executive in town, this issue is top of my mind, and I am engaged with our peer institutions to develop solutions to keep the hospitality and arts industries viable here in San Jose.
Thank you for your consideration!
Sincerely,
Camille Ann Brewer
