SUBJECT: ACTIONS RELATED TO THE PURCHASE ORDER FOR SEWER CLEANING
VACUUM TRUCKS
RECOMMENDATION:
Adopt a resolution authorizing the City Manager to execute a purchase order with WECO Industries, LLC (Vacaville, CA) for the purchase of three sewer cleaning vacuum trucks subject to pricing obtained through the cooperative agreement between Sourcewell and GapVax, Inc. (Johnstown, PA) for a period starting on or about June 21, 2022, and ending on or about December 20, 2022, for an amount not-to-exceed $1,999,999.
Desired Outcome: To ensure that the City of San José (City) has reliable, safe, and efficient sewer system management equipment to meet City and state regulatory requirements.
BASIS FOR RECOMMENDATION:
The City utilizes sewer cleaning vacuum trucks, as a key component of its Sewer System Management Plan, to ensure compliance with the California Regional Water Quality Control Board’s wastewater discharge requirements. Sewer cleaning vacuum trucks are used daily to respond to sanitary sewer overflows and perform scheduled preventative maintenance on the City's 2,278 miles of sanitary sewer lines. The sewer cleaning vacuum trucks will be replacing current City vehicles that have met the 10-year replacement criteria and are at the end of their lifecycle.
The City is leveraging pricing from Sourcewell (contract number 101221-GPV) that allows for the purchase of sewer cleaning and hydro excavation equipment at a savings of two percent off list price. Sourcewell is a national cooperative procurement organization that assists local governments in reducing costs by offering access to publicly solicited contracts to government agencies nationwide. The Sourcewell contract was competitively solicited, and the City’s use of this cooperative is consistent with San José Municipal Code Section 4.12.225.B.3, Public agencies purchases. Approval of this recommendation will ensure the City has reliable, safe, and efficient sewer system management equipment to meet City and state regulatory requirements.
Climate Smart San José: The recommendation in this memorandum has no effect on Climate Smart San José energy, water, or mobility goals.
Commission Recommendation/Input: There is no commission recommendation or input associated with this action.
This City Council item is consistent with the City’s 2021-2022 Adopted Budget City Areas Delivery Framework:
“To effectively develop, manage, and safeguard the City’s fiscal, physical, technological, and human resources to enable and enhance the delivery of City services and projects.”
