TO: HONORABLE MAYOR AND FROM: Councilmember Carrasco

CITY COUNCIL

SUBJECT: SEE BELOW DATE: August 08, 2022

Approved Date: 8/08/22

SUBJECT: COMMUNITY STABILIZATION AND OPPORTUNITY PATHWAYS

FUND COMMISSION

RECOMMENDATION
Approve the ordinance as recommended by staff with one amendment (additions in bold):
“3. The Fund Manager will coordinate with the Commission to prepare a Five-Year Strategic Plan for the Fund (“Strategic Plan”) and to update the Strategic Plan every five years. The Strategic Plan Updates will be reviewed by the Commission, then presented to the City Council for approval.

BACKGROUND
The Downtown West Development Agreement envisions the Community Advisory Commission as the decision-making body guiding the Fund Manager in matters where the City Council has given the Fund Manager the authority to act.

While the staff recommendations in the ordinance require the Fund Manager to “coordinate” with the Commission on the content of the Five Year Plan and subsequent updates, it is not clear what format this coordination will take and whether the recommendations the Fund Manager finally presents to the City Council will reflect or include the recommendations of the Commission.

In order to ensure the City Council has received the input of the Commission on the makeup of the Five Year Plan and any Updates, the ordinance should be revised to require the Commission to review the Plan and provide any recommendations on the Plan before it is presented to the City Council for approval.
