PURPOSE OF THE STUDY SESSION
To build upon the Mayor, City Council and Senior Staff’s understanding of the role of local government to advance equity, including a refresher of concepts and terms, a focus on individual and collective responsibility, as well as an update on the City’s efforts.
OUTCOME
The City’s leadership receives continued training focused on racial equity concepts, update on efforts over the last two years to advance equitable outcomes, and next steps.
BACKGROUND
Last spring, the City of San José workforce was mandated to participate in a Foundational Racial Equity Training series hosted by the Office of Racial Equity and presented by The Justice Collective (TJC), a social impact consulting firm based in Oakland, CA. A separate training for Police Sworn staff is being developed and implemented specifically for the San José Police Department in coordination with the Office of Racial Equity and IDEA Analytics, a consulting firm specializing in policy and public safety. This is in alignment with the Police Reforms Workplan.
In the first training session, participants explored why racial equity, diversity, and inclusion matter for everyone who works for the City of San José. TJC facilitators introduced past and present structural inequity data and discussed key concepts, terms, and frameworks. The session took a closer look into the historical impact of power and privilege on race and racism in Western culture.

Subject: Foundational Racial Equity Study Session
After the first webinar, participants were equipped to identify equity, diversity and inclusion concepts and better understand equitable best practices in the workplace.
In the second training session, TJC introduced vital interpersonal skills for diversity, equity, and inclusion. Participants explored the interrelationship between emotional intelligence, bias, racial equity, identity, and intersectionality. This session also examined best practices for personal responsibility to drive equitable outcomes for the City of San José. In addition, dominant culture traits were explored, and a discussion on how a dominant work culture can pose barriers to equity work. After the second webinar, participants were equipped to recognize and describe the interrelationship between emotional intelligence, bias, and racial equity, while assessing their beliefs and identities.
The City Administration is enthusiastic about sharing a similar training to the Mayor, City Council, and Senior Staff, and as such, is preparing for September’s Study Session.
