Consistent with AB 361 and City of San Jose Resolution Nos. 80628 and 80659, Committee Members may have teleconferenced from remote locations.
The Committee meeting was held in a hybrid format, both in person in the Council Chambers and teleconferenced from remote locations. The meeting convened at 2:01 p.m.

Absent: Councilmembers - None

A. City Council (City Clerk)
1. Review September 6, 2022 Final Agenda - Cancelled
2. Review September 13, 2022 Draft Agenda
a) Add new items to Draft Agenda
b) Assign “Time Certain” to Agenda Items (if needed)
c) Review of Notice of Waiver Requests for Agenda Items or Documents (if needed) Public Comments: The following member of the public provided comments: Blair Beekman.
Action: Upon motion by Councilmember Dev Davis, seconded by Councilmember Raul Peralez, and carried unanimously, the Committee approved the draft agenda for the City Council meeting on September 13, 2022. (5-0-0)
B. Consent Calendar

Action: Upon motion by Councilmember Dev Davis, seconded by Councilmember David -2- August 31, 2022
Cohen, and carried unanimously, the Consent Calendar was approved. (5-0-0)
1. The Public Record for August 18 - August 25, 2022. (City Clerk) The Public Record for August 18 – August 25, 2022 was noted and filed.
2. Foundational Racial Equity Training Study Session. (City Manager) A City Council Study Session entitled Foundational Racial Equity Training was scheduled for Thursday, September 29, 2022, from 1:30 - 4:30 p.m. in the City Hall Wing Rooms W118-120 and the draft Study Session agenda was approved.
3. Retroactive Approval of the Children of the Rainbow Park National Night Out, Mayfair Senior Yoga, Hillview Library Reclaiming, and SV PRIDE Parade Events Sponsored by Council District 5 as a City Council Sponsored Special Event to Expend City Funds and Accept Donations of Materials and Services for the Event. (Carrasco) The Children of the Rainbow Park National Night Out event scheduled on August 12, 2022, the Mayfair Senior Yoga event scheduled on August 18, 2022, the Hillview Library Reclaiming event scheduled on August 20, 2022, and the SV PRIDE Parade scheduled on August 28, 2022, all sponsored by District 5, were approved for placement on the September 13, 2022 City Council agenda.
4. Retroactive Approval of the Active Adults Program End of Summer Luau Community Event Sponsored by Council District 8 as a City Council Sponsored Special Event to Expend City Funds and Accept Donations of Materials and Services for the Event. (Arenas) The Active Adults Program End of Summer Luau scheduled on August 30, 2022, sponsored by District 8, was approved for placement on the September 13, 2022 City Council agenda.
C. Rules Committee Reviews, Recommendations and Approvals D. Open Forum
1. Blair Beekman noted the importance of the San José Flea Market, hoped for a continued productive negotiation process with Flea Market tenants, wished the Committee good luck in openly addressing homelessness, equity, and the use of KSI statistics, and also advocated for peace in the Ukraine.
