Please state why you want to become a member of this Board or Commission including specific objectives which you would work toward as a member.
The Planning Commission touches on every aspect of our lives.
It affects each of our families, friends,
and colleagues.
In my own life, I’ve seen my immediate family members taken advantage of by landlords, and subsequently get displaced.
I also see the Commission’s impact on kids’ quality of life.
Between my
previous house and my son’s elementary school there were 2 marijuana dispensaries, 4 liquor stores, and 3 abandoned auto repair shops - which made it difficult for me to let him walk to school on his own.
In my
work in San Jose’s Parks & Recreation Department, on the freeways while driving to tech companies, at the network of Federally Qualified Health Centers I managed, throughout the local Superior and Federal Courts during the housing crisis, and as a father in District 2, I’ve learned a lot about the folks in this town and the issues we face.
I want to help the people I’ve met along the way on the Planning Commission with data driven decisions that promote equitable housing and job growth, as promulgated by the General Plan.
I also want to fight displacement and gentrification, particularly considering the effect it has on our underserved communities.
Additionally, after working for multiple automated car and delivery-drone companies, I would like to see land use decisions that promote a connected and environmentally progressive city.

Please state any other information which you feel would be useful in reviewing your application
To summarize as best I can:
I grew up in a household with a single mother who became an advocate for her fellow co-workers.
She taught me to be engaged and understand the relationship between business and labor.
In high school I learned all about San Jose, and loved it.
I volunteered at Agnews, Sacred
Heart, and the United Way.
On weeknights after practice, and during the summers, I worked for the City in the Parks and Recreation Department at Mayfair, Guadalupe River Park, Ryland, Burnett, Fair, Camden, Seven Trees, James Lick, Leigh, and Alviso.
In law school, I was student body president and voted
student leader of the year.
This taught me how to work with different types of personalities, and diplomacy.
While in law school, I learned more about the kids in our city and the challenges they faced, while volunteering at Fresh Lifelines for Youth and as a mock trial coach at KIPP San Jose Collegiate.
I
also worked for a few courts.
I spent time working for judges in the Superior Court on a criminal calendar on Hedding St., in the family court at Park Center Plaza, and in the US District Court on S. 1st Street.
There, I learned more about the very real need to keep our citizens safe, and to be compassionate to those attempting to better their lives.
I feel the courts have many parallels with the Planning Commission.
In particular, regardless of what the Judge and their staff may feel about a case, they are not the policy makers.
The legislators create the policy, and the Judges make sure they understand the law inside and out, and apply the relevant facts to the law.
After law school, I spent a few years in the law firms, where I spent many billable hours navigating complex laws and regulations.
I deliberately joined the board of
Community Legal Services in East Palo Alto to see how to combat a housing crisis using class action lawsuits, community organization, and impact litigation.
While I learned helpful tools to help residents after
a housing crisis reached extreme levels, I learned more about the need to address difficult and complex planning issues before it is too late.
After the firms, I spent time at automated electric vehicle and delivery- drone companies, where I studied the future of mobility, connected cities, reductions in pollution and VMT, and how these technologies can help the underserved.
I also understand what it’s like to run a nonprofit.
After dropping in as CEO of Foothill Community Health Center, I spent every night pouring over cash flows, potential financing sources, commercial leases, working collaboratively with regulatory bodies at the local and state levels, and eventually merging the company with another – always with an eye toward employing the folks that live here, and maintaining the continuity of care of the 65,000 patients we served.
Lastly, I understand the amount of time it takes to serve on this Commission.
While considering applying,
for each Planning Commission meeting I read all materials, visited all of the sites, and made sure to keep up on other commissions and committees that impact the Commission (e.g., the 2019-2020 General Plan 2040 task force). Additionally, I have attended many Planning Commission meetings during my career.

Please describe your experience in serving on a Commission or Board.
The common theme running through the boards I’ve served on is working toward an equitable community that supports its underserved.
In Community Legal Services in East Palo Alto, we brought class-action lawsuits against unlawful housing practices.
In the bar associations, I’ve worked to promote higher
education pipelines in San Jose high schools, legal clinics for folks that can’t afford lawyers, and diversity in the legal profession.
And at the Community Health Centers, we provided primary, dental, pediatric, women’s, and behavioral health care to 100,000 patients - 80% of whom use medi-cal - in Fremont, East San Jose, and Gilroy.
Similarly, on the Health Advisory Commission I have advocated for those whose health is negatively affected by lead and other heavy metals in the environment.
Considering your experience and activities in business, labor, School, professional, social,
Commissions, Boards, or other organizations, indicate the experience, training, knowledge and/or skills which qualify you for appointment to the selected commission(s).
I believe my experience working in the private, nonprofit, and government sectors give me unique and broad experience, and evidence my work ethic.
I have two engineering degrees and a law degree; I
practiced as a lawyer in law firms, startups, and currently at a Fortune 15 company.
I also spent time as a
kid working at over a dozen sites in the City, and I spent a short time as turn-around CEO of a health care nonprofit in the City with a $60M budget, 16 locations, and 400 employees.
Given the broad array of
topics that I have covered in my career, I am proud to say that I have developed an understanding that issues require an assessment of facts in order to identify solutions to problems.
I consider myself to be
driven by the principals of always wanting to help, and not allowing political philosophies to govern my decision-making.
What is your understanding of the purpose of the Commission? The commission makes recommendations to the City Council on the projects and plans presented to it.
It
opines on whether projects and plans comply with the General Plan, adopts EIRs, reviews zoning proposals, and listens to the city staff and community.
Please list three issues facing the City that you feel the Commission should address.
Homelessness, Jobs, and Housing
