RULES COMMITTEE: 10/12/2022
FILE: ROGC 22-438
TO: RULES AND OPEN GOVERNMENT FROM: Kerrie Romanow

COMMITTEE
SUBJECT: SEE BELOW DATE: October 5, 2022
Approved Date
10/6/2022
SUBJECT: UPDATE TO THE AUGUST – DECEMBER 2022 TRANSPORTATION

AND ENVIRONMENT COMMITTEE WORKPLAN

RECOMMENDATION
Approve an amendment to the August – December 2022 Transportation and Environment Committee Work Plan to add the following item to the December 5, 2022 meeting:

Building Reach Code Update Report.

Purpose: Provide a report on building reach code findings related to electric vehicle charging infrastructure at multi-family buildings and design standards to encourage rooftop solar and reduce embodied carbon in building materials. (Environmental Services)

BACKGROUND
At the November 8, 2021 Climate Smart San Jose Special Meeting, City Council directed staff to return by June 2022 with an update on 1) developing design standards for all future development within the City to utilize roof space to minimize carbon footprint, and 2) developing design standards for construction to reduce the carbon costs of construction.

At the April 26, 2022 Council meeting, City Council directed staff to return by December 2022, after extensive stakeholder engagement, with an estimate of the marginal per-unit cost of expanding Electric Vehicle Ready parking requirements in new construction to include 5 percent electric vehicle service equipment (with an actual charger) and 95 percent Electric Vehicle Ready (with electric infrastructure short of charger) charging for every new multifamily unit with parking.

ITEM: B.7

RULES AND OPEN GOVERNMENT COMMITTEE
October 5, 2022
Subject: Update to the August – December 2022 Transportation and Environment Committee Work Plan

Page 2 ends

Following an update at the June 6, 2022 Transportation and Environment Committee meeting, on June 14, 2022 City Council directed staff to return to the Transportation and Environment Committee by December 2022 with further evaluation and stakeholder engagement around 1) updating the City’s roof space design standards to minimize its carbon footprint and expand use of solar on rooftops and 2) mitigation of the embodied carbon in building materials.

On October 25, 2022, City Council will consider the re-adoption of San José’s reach code ordinance components in alignment with the state’s three-year building code update cycle, with the new California building codes being effective on January 1, 2023. The City is not able to adopt certain portions of its current (2019) reach code at this time as they must be supported by forthcoming cost-effectiveness studies provided by the California Statewide Codes and Standards Program. Pending the release of these statewide cost-effectiveness studies, staff may present those and Council-directed research and analysis in December 2022 to inform a future update. Staff will not be proposing a recommended change to the reach code during this meeting.

To accommodate City Council direction and align with timelines for adoption of additional reach code elements, the Environmental Services Department requests to add this item to the August – December Transportation and Environment Committee Work Plan for the December 5, 2022 meeting and refer this to the December 13, 2022 City Council meeting. /s/
