BACKGROUND

San José Police Department has established a MCAT, which collaborates with the County of Santa Clara’s Behavioral Health Services to improve how police respond to individuals in mental health crisis. MCAT is part of the Department's overall efforts to reimagine safety across the community by providing alternative service and delivery models. Often, people experiencing mental health crises do not receive a mental health response. MCAT officers employ a cross- system approach, involving public and private programs to improve how police respond to individuals in a mental health crisis, moving them away from the justice system and connecting them to the appropriate care.

MCAT operates a co-response model that, for some deployments, includes the pairing of specially trained officers with licensed Santa Clara County mental health clinicians. The team responds to non-urgent follow up requests, and when appropriate and safe, to in-progress calls for community members experiencing a mental health crisis. This team was originally staffed with two sergeants and five police officers. For the first time, the 2022-2023 Adopted Operating Budget allocated ongoing resources for this program that includes the ongoing funding of four permanent officers, which will allow the Department to staff two teams (one sergeant and two officers per team) that are deployed on a ten-hour shift. Two teams allow for coverage seven days a week with one team covering the first half and the other the second half. While an important improvement, grant resources will provide additional operations on an overtime basis to expand the capacity of the program.

On April 11, 2022, the U.S. Department of Justice Bureau of Justice Assistance released an invitation to apply for the Byrne Discretionary Community Project Grants/ Byrne Discretionary Grants Program. San José Police Department submitted its application in May of 2022. On July 26, 2022, the application was accepted and approved in the amount of $1,000,000. The addition of these grants will supplement existing funding of the MCAT unit. This is a three-year reimbursable grant, and the Department will be responsible to ensure the expenditures are allowable as set forth under U.S. Department of Justice, Bureau of Justice Assistance guidelines.

ANALYSIS

The Department has been awarded $1,000,000 for the 2022 Byrne Discretionary Community Project Grant for the MCAT unit. The grant term is October 1, 2022 to September 30, 2025. The proposed spending plan is subject to reallocation, and/or changes over the course of the grant terms; however, the total grant amount to the City is expected to remain the same. For the Department to use these funds, approval of the proposed spending plan and related appropriation actions are required. Due to the timeline of the grant, funding will need to be appropriated over three fiscal years: 2022-2023, 2023-2024, and 2024-2025.

The following list provides information on the three-year spending plan for the 2022 Byrne Discretionary Community Project Grant.
