ANALYSIS

The Department of Parks, Recreation, and Neighborhood Services (PRNS) provides pre-school programs citywide that served 700 children prior to the COVID-19 pandemic. Currently, the City uses general classifications such as Recreation Specialist, Recreation Leader, and Class Instructor to support these programs. In March 2019, the City Council adopted Early Education Quality Standards to meet and demonstrate a higher standard of program operations, staff development, and benchmarks for all City funded and sponsored activities. As a result, PRNS initiated the development of an Early Childhood Education classification series to recruit and hire skilled and experienced staff and to comply with the Early Education Quality Standards.

Human Resources and PRNS worked with CPS HR Consulting to conduct a classification study for the creation of the Early Childhood Education classification series. CPS HR Consulting found that five out of 13 comparable agencies provided pre-school, Head Start, or similar early childhood education programs using in-house staff. After concluding the classification study, CPS HR Consulting recommended the City establish three specialized Early Childhood Education classifications: Early Childhood Education Aide, Early Childhood Education Instructor, and Early Childhood Education Specialist.

Early Childhood Education Aide is the entry level in the Early Childhood Education series and will act in a support capacity to the other staff performing preschool and early education activities. Minimum qualifications include an associate degree or two years of college (60 semester units/90 quarter units) which includes at least six units in early childhood education or child development coursework.

Early Childhood Education Instructor is the journey level in the Early Childhood Education series and is responsible for the hands-on, day-to-day activities related to recreation preschool and early education programs. Minimum qualifications include an associate degree or two years of college (60 semester units/90 quarter units) which includes at least 12 units in early childhood education or child development coursework and six-months experience assisting with early childhood education activities.

Early Childhood Education Specialist is the advanced level in the Early Childhood Education series and is responsible for performing specialized assignments in developing, promoting, and delivering programs and projects targeted to children ages five and younger. Minimum qualifications include a bachelor’s degree in Child Development, Early Childhood Education, Human Development, or related field, and one year of full-time experience performing early childhood education programming and/or related activities.

In addition, the three classifications will be required to maintain both a First Aid certificate and a CPR certificate.

CONCLUSION

The creation of the Early Childhood Education series will better support the functions of the pre- school program PRNS provides citywide. These three new classifications will ensure the department recruits staff with the appropriate education and professional experience needed to meet the Early Education Quality Standards.

EVALUATION AND FOLLOW-UP

No additional City Council action is expected following the adoption of the proposed resolution.

CLIMATE SMART SAN JOSE

The recommendation in this memorandum has no effect on Climate Smart San José energy, water, or mobility goals.

PUBLIC OUTREACH

This memorandum will be posted on the City's Council Agenda website for the October 18, 2022 City Council meeting.

COORDINATION

This memorandum was coordinated with the City Manager’s Budget Office, the City Attorney's Office, and PRNS.

COMMISSION RECOMMENDATION/INPUT

Revisions to the Pay Plan for classified positions are reported to the Civil Service Commission for filing at the first regularly scheduled meeting following City Council action.

COST SUMMARY/IMPLICATIONS

There are no cost implications pertaining to this resolution, as the creation of the new classifications will not create additional positions. Presently, PRNS is evaluating how these classifications will be used programmatically in the future and in conjunction with the State of California’s new universal transitional kindergarten mandate. Any future staffing changes and funding needs would be proposed to the City Council for consideration as part of a future budget development process.
