TO: CITY COUNCIL FROM: Mayor Sam Liccardo

SUBJECT: REQUEST TO TRAVEL

DATE: October 5, 2022

Approved: Date:
10/5/22

Recommendation: Approve travel for Mayor Sam Liccardo to attend the 2022 United Nations Climate Change Conference (COP 27) in Egypt, from November 4 – November 12, 2022.

Location: Sharm El Sheikh, Egypt

Meeting Dates: November 6 – 11, 2022

Source of Funds: Mayor’s personal funds, which may be reimbursed by a 501(c)(3) nonprofit organization scholarship. No City funds will be used for this trip.

Purpose: To share best practices with other cities globally, gather new ideas, and represent the City of San José at the 2022 United Nations 27th Conference of the Parties Climate Change Conference (COP 27).

Specifically, I have been invited by Local Governments for Sustainability (ICLEI, www.iclei.org), a nongovernmental organization, to speak on several panels for this global convening, to discuss San Jose’s accomplishments as a model for other cities. Among other issues, I expect to discuss San Jose’s successful efforts to decarbonize the grid (San Jose Clean Energy now provides 95% GhG- free electricity), electrify buildings and transportation (e.g. San Jose became the nation’s largest city to mandate electric-only construction), and protect open space and hillsides. I will be speaking at the ICLEI Multilevel Action Pavilion, the “America Is All In” Pavilion, and the U.S State Department Pavilion. There will be additional meetings with U.S. federal agencies and philanthropic organizations as well. ICLEI will be preparing a full agenda. More information about COP27 can be found at https://unfccc.int/cop27.
