Updated San José Building Reach Code
Item 6.3 and 8.4
City Council Meeting
October 18, 2022
Presented by:

Julie Benabente, Deputy Director, Environmental Services Department Climate Smart San José
Context
• City’s current reach code must be aligned with the updated 2022 CA Energy Standards and 2022 CALGreen and readopted to remain in effect
• Staff is not proposing any additional provisions beyond the existing reach code requirements, as this is an administrative update • City must use cost effectiveness studies to support amendments to the CA Energy Standards requiring increased energy efficiency for any mixed fuel new construction
• Statewide cost effectiveness studies have not been completed • Staff proposing continuation of electric vehicle charging infrastructure requirements at this time since cost effectiveness studies are not required to adopt amendments to CALGreen 2 Climate Smart San José
Next Steps
• Staff is bringing the remainder of the Title 24
amendments to the 2022 Building and Fire Codes to City
Council (item 8.4) in parallel with this reach code update, so all codes and amendments become effective on
January 1, 2023.
• ESD staff will return by December 2022 with an update regarding multifamily EV charging infrastructure changes to the reach code.
• Staff will also return to City Council with additional proposed reach code updates (to align with current
requirements) once cost-effectiveness studies are
available.
