SUBJECT: FOURTH AMENDMENT TO MASTER CONSULTANT SERVICES AGREEMENT WITH ABADJIS SYSTEMS, LTD. FOR AIRPORT ON-CALL PROFESSIONAL
CONSULTING SERVICES
RECOMMENDATION:
Approve a Fourth Amendment to the Master Consultant Services Agreement with Abadjis Systems, Ltd. for project management services, extending the term from December 31, 2022 to December 31, 2023 and increasing maximum compensation from $285,000 to $485,000.
BASIS FOR RECOMMENDATION:
In September 2018, City Council approved a Master Consultant Services Agreement with the project management consulting firm of Abadjis Systems, Ltd. (ASLPM) to provide professional consulting services for Norman Y. Mineta San José
International Airport (Airport). The type of professional consulting services provided were planning, construction management, closeout, and support consultant services for Airport tenant improvement projects.
ASLPM has been the Airport Construction Project Manager for various tenant improvement projects at the Airport since City Council approval in September 2018. ASLPM has completed several tenant improvement projects in the airport terminal, with several more projects in progress to be completed by end of 2023. The Covid-19 pandemic put a pause on construction and caused many tenants to completely re-design their projects to meet the challenges posed by the resulting fluctuation in passenger counts, further extending the original construction schedule.
The recommended extension to ASLPM’s current Master Agreement is needed to bridge the gap between the tenant improvement projects that are currently underway at the Airport and those that will be constructed by end of 2023. The Airport has a Request for Qualifications (RFQ) process underway for project management support services which will include the services that are currently being provided in ASLPM’s Master Agreement. The extension and additional budget will assist the Airport in making a smooth transition from ASLPM to the Project Management Support Services team that is currently being selected through a RFQ process.
