SUBJECT: SECOND AMENDMENT TO THE FUNDING AGREEMENT WITH THE PENINSULA
CORRIDOR JOINT POWERS BOARD FOR THE DIRIDON INTEGRATED STATION
CONCEPT PLAN
RECOMMENDATION:
Adopt a resolution authorizing the City Manager or designee to negotiate and execute the second amendment to the Funding Agreement between the City of San José and the Peninsula Corridor Joint Powers Board to increase the City’s contribution by $1,000,000, from $718,734 to $1,718,734.
BASIS FOR RECOMMENDATION:
On July 18, 2021, the City of San José executed the Funding Agreement with Peninsula Corridor Joint Powers Board to fund the development and delivery of the Diridon Integrated Station Concept Plan. In June 2022, the First Amendment to the Funding Agreement extended the contract term to June 30, 2025.
The project scope is outlined in Section 2 of the Second Amended and Restated Cooperative Agreement between the City of San José, Peninsula Corridor Joint Powers Board, Santa Clara Valley Transportation Authority, Metropolitan Transportation Commission, and California High-Speed Rail Authority.
Approval of this Second Amendment will allow the City to contribute additional funding to advance the planning efforts and support the following:
1. The preparation of a business case and roadmap for the future Diridon Station. A “business case” is a common tool used internationally to help governments prioritize finite public dollars to support the development of initiatives that provide the strongest benefits to society.
2. Technical studies relating to:
(a) an interrelated “program of projects,” physical elements that must be addressed for the vision for the future station to be realized. This includes further study of the Historic Depot, the potential future relocation of the Caltrain Maintenance yard, as well as reconfiguring and upgrading PG&E’s Substation A. Substation A is adjacent to the current station and sits within the path of future rail expansion.
(b) The future station’s relationship with “interface projects.” Interface projects include both public transportation infrastructure projects such as the BART to Silicon Valley Project and private development projects such as Downtown West.
With these technical studies and subsequent design work, the entire Diridon Integrated Station Concept Plan effort will be readied for environmental review.
3. Continued thoughtful, equity-centered community engagement.
Climate Smart San José: The recommendation in this memorandum aligns with one or more Climate Smart San José energy, water, or mobility goals.
