SUBJECT: CITY INITIATIVES ROADMAP – VISION ZERO TRAFFIC SAFETY:

CONSULTING SERVICES FOR KING ROAD COMPLETE STREETS PLAN

RECOMMENDATION:

Adopt a resolution authorizing the City Manager or designee to negotiate and execute a consulting services agreement with MIG, Inc. for the King Road Complete Streets Plan from the date of execution through June 30, 2024, for an amount not to exceed $451,000.

BASIS FOR RECOMMENDATION:

The Department of Transportation (DOT) has secured Caltrans’ FY 2021-22 Sustainable Transportation Planning Grant of $451,000 to conduct a complete street planning process for King Road between Berryessa Road and Capitol Expwy.

The King Road Complete Streets Plan aims to make King Road, one of San José’s highest bus ridership corridors and a Vision Zero Priority Safety Corridor, a safer and more inviting place to walk, bike, and take transit. This project focuses on improving transit access and reliability for historically under-resourced East San José neighborhoods and providing connections to key regional transportation hubs. A portion of the project area was also included in En Movimiento: East San José’s Multimodal Transportation Improvement
Plan which was adopted by City Council in February 2021.

On April 12, 2022, DOT posted a Request for Proposals (RFP) to an online bid solicitation website, Biddingo. The posting sought qualified firms to provide planning, outreach, and design services for the King Road Complete Streets Plan. The initial closing date for the RFP was May 1, 2022, but due to only receiving one application, the deadline was extended until June 6, 2022. In the end, a total of two firms responded to the bid, specifically, Kittelson and Associates and MIG, Inc. A group of DOT and Santa Clara Valley Transportation Authority (VTA) staff reviewed the proposals. Each reviewer was given a scoring rubric to provide their initial scores; after scores were collected it was decided that both firms would be asked to perform an oral interview. The following scoring criteria and weighting were used to calculate a final score for each firm:

• Firm Qualifications and Relevant Experience: 15%
• Key Staff Relevant Experience: 20%
• Work Plan and Technical Approach to the Project: 25%
• Early Ideas and Practical Innovations to Complete Work: 10% • Interview: 20%
• Fee Structure: 5%
• Local or Small Business: 5%

COUNCIL AGENDA: 10/25/22
FILE: 22-1564
ITEM: 2.14

Following the oral interviews, final scores were tallied. MIG, Inc. scored the highest with a 79.1 average total score, while Kittelson received a 75.8.

Staff recommends the contract be awarded to the highest ranked firm, MIG, Inc., for a total amount not to exceed $451,000. MIG, Inc. has a proven track record of providing high quality complete street plans with an emphasis on culturally competent community-based planning strategies. The project team had great enthusiasm for the project goals and demonstrated a deep understanding of the project scope of work and its emphasis on community outreach. MIG, Inc. showed during its interview that it had done extensive research regarding existing conditions on and around King Road. MIG, Inc. also understood the importance of King Road for East San José communities and went into detail regarding its outreach plan that centered around reaching historically underserved populations and meeting communities where they are. MIG, Inc. has worked on other similar local projects with great success, such as VTA’s Bascom Avenue Complete Streets Plan. MIG, Inc. is also familiar with the City’s Envision San José 2040 General Plan, Complete Street Design Guidelines, Vision Zero Action Plan, and other relevant City, State, and regional planning documents.

A 10-day protest period began on August 3, 2022 after a notice to award was sent to MIG, Inc. No protests were received.
