TO: HONORABLE MAYOR AND FROM: Vice Mayor Chappie Jones

CITY COUNCIL

SUBJECT: 1065 S Winchester DATE: October 22, 2022

Approved Date 10/25/22

RECOMMENDATION
Approve Staff and Planning Commission’s recommendation to approve the project with the following conditions as offered and agreed to by the Developer:

1.The Developer will work with History San Jose and the Preservation Action Council of San Jose (PAC*SJ) to relocate the historic farmhouse, barn and other historic buildings on the project site for relocation to a receiver site (or sites) acceptable to San Jose’s Historic Preservation Officer.

2.The developer will contribute funding that would have been spent on demolition, conveyance, disposal to the relocation of the historic buildings. The Developer shall provide two estimates of these costs to the entity that takes the building(s) to assist in determining the Developer’s funding contribution to relocate the building(s).

BACKGROUND
Thank you to our community members, the developer, and the historic preservation advocates for their efforts on this project. I am disappointed that the developer was unwilling to accommodate onsite affordable units, however, this project does produce 70 new market-rate units in the district, along with over 20,000 square feet of neighborhood-serving retail.

I would like to formalize the offer that the developer made to contribute funds to the relocation and preservation of the historic buildings, that would otherwise be used to demolish the site. I appreciate the good-faith efforts from both the Preservation Action Council of San Jose and the Developer to see this historic home preserved for generations to come.
