A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN
JOSE AUTHORIZING THE CITY MANAGER TO ACCEPT
BUILDING FORWARD LIBRARY INFRASTRUCTURE
GRANTS AND NEGOTIATE AND EXECUTE A GRANT
AGREEMENT WITH THE CALIFORNIA STATE LIBRARY,
FOR A TOTAL AWARD OF $8,668,887 TO FUND
REPAIRS AT NINE SAN JOSE PUBLIC LIBRARY
BRANCHES
WHEREAS, the San José Public Library is comprised of one main library and 24 library branches throughout San José, of varying ages and sizes; and
WHEREAS, the Budget Act of 2021 (SB 129) allocated $439 million in one-time funds to the California State Library Building Forward Library Infrastructure Program to address life-safety and critical maintenance needs of public library facilities throughout California, prioritized for high poverty areas of the state; and
WHEREAS, the City of San José (“City”) submitted nine library branch projects as part of the first round of applications, requesting a total grant amount of $23,078,124; and
WHEREAS, on September 13, 2022, the California State Library awarded all nine applications a portion of the requested funding, totaling $8,668,887; and
WHEREAS, to comply with the grant regulations, the City will be required to dedicate capital funding of 50% of project costs, up to the total amount of grant funding awarded by location, and grant funds must be fully expended by June 30, 2026; and
WHEREAS, the City desires to authorize the City Manager to accept the grant awards and to negotiate and execute a grant agreement with the California State Library, for a total award of $8,668,887, to allow the City to advance critical infrastructure projects NVF:EAO:KML

that will ensure the San José Public Library branches continue to provide safe, well- maintained environments for the public’s exploration, learning, and discovery;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF SAN JOSE THAT:
The City Manager is hereby authorized to accept the following Building Forward Library Infrastructure grants and negotiate and execute a grant agreement with the California State Library, for a total award of $8,668,887 to fund repairs at nine San José Public Library branches:
