COUNCIL AGENDA: 11/29/2022ITEM: 8.3
TO: HONORABLE MAYOR AND CITYCOUNCIL
SUBJECT: CITY INITIATIVES ROADMAP –EMERGENCY HOUSING SYSTEMEXPANSION: QUICK-BUILD EMERGENCYINTERIM HOUSING FROM:Councilmember Matt Mahan
DATE:November 29, 2022
Approved Date: November 29, 2022

RECOMMENDATION
Accept Mayor Liccardo’s memorandum to maintain the quality of life in neighborhoods hostingcurrent and future interim housing communities.

DISCUSSIONThank you to City staff, colleagues, and members of the community who are stewarding efforts toscale solutions to the homelessness crisis in our city. As we collectively approach a key milestone offacilitating 1,000 quick-build interim housing units by year’s end, we must strive to incentivizecurrent and future EIH sites by providing host communities with a guarantee that theirneighborhoods will be better - not worse - off, for hosting them.

We can only achieve buy-in and support from potential host communities by making specificcommitments to residents that their neighborhoods will be cleaner, safer, and free from blight.Providing service enhancements, no-encampment zones, blight reduction, and employmentopportunities for the formerly unhoused will create support for these solutions and a strongerincentive for other neighborhoods to embrace them.
