Mayor Liccardo and Councilmembers,
Overhauling arbitrary and outdated parking policies in San Jose has been an effort decades in the making. Affirming your vote to eliminate minimum off-street parking requirements in new developments five months ago, I strongly urge you to take the next step and approve city staff’s recommendation before you today – Item 8.4. I support your decision to vote ‘Yes’ for a more robust Transit Demand Management (TDM) plan that replaces excessive parking mandates for the following reasons:

1. Such a vote simply follows the one you took a few months ago, which has been years in the making and is more important than ever.

2. These changes will encourage less driving. More driving causes more traffic congestion, air pollution, & worsens climate change.

3. This reform will incentivize developers to provide more tangible benefits to San Joseans like VTA transit passes, street improvements, and/or designated rideshare areas.

4. Fewer parking spaces don’t just mean more community benefits; it will also remove obstacles in building more homes.

Our worsening climate & housing crisis require urgent responses, and so I am following this vote closely and urge you to adopt the staff recommendation to adopt a robust Transportation Demand Management plan in place of parking mandates.

Let’s continue to focus on the future, not the past.

I strongly urge you to vote Yes on Item 8.4.

Thank you — Eulalio Mendez

Mayor Liccardo and Councilmembers,
I am a resident, registered voter, and small business owner in San Jose. I am also a member of Catalyze SV.

Overhauling arbitrary and outdated parking policies in San Jose has been an effort decades in the making.

That's why I strongly urge you to take the next step and approve city staff’s recommendation before you today – Item 8.4.

In doing so, you'll affirm your vote 5 months ago to eliminate parking mandates in new developments.

I also support your voting for a more robust Transit Demand Management (TDM) plan that replaces these mandates.

A 'Yes' vote is right for the following reasons:

1. Such a vote simply enshrines the one you took a few months ago, which is more important than ever.

Dear San Jose City Councilmembers:

The Monterey Corridor Business Associaon (MCBA) is in support of council item 8.4, specifically the conversion of parking to other outdoor uses as this will be of service to our food establishments in our district.

MCBA is proud to support the 1,500 businesses and property owners and believes current and future uses of sites within the district could benefit from this ordinance. We are aware of current al fresco uses, such as Just Breakfast, that have been acvated amid COVID and we would like to ensure we retain our small business by virtue of this policy. We appreciate the suspension of enforcement unl July 2023 to provide adequate me for proper design and implementaon of al fresco.

Moreover, we understand the City is seeking to eliminate parking minimums to maximize development as well.

We are cauously opmisc about this as this may be the flexibility needed to allow developers to pencil out their projects.

We greatly appreciate the leadership from city staff and council to allow the al fresco private parking program connue in perpetuity.

Best regards,

Jill Rodby
Board Chair, MCBA

Mayor Liccardo and Councilmembers,
Developers have been wanting to reduce parking policies in San Jose for decades in order to increase their profits.

I strongly urge you to leave parking requirements in place until we have a viable alternative to cars.

A 'Yes' vote will not suddenly eliminate the need for cars, it will only increase congestion on our streets while developers make more profit.  The only viable solution to reducing congestion is by overhauling our public transportation system.  That does not mean relying on rideshare services, that will only increase the number of residents who work for low wages and will not be able to afford housing.  We need real workable public transportation.

Thank you,
Bob Burres
District 9
