RECOMMENDATION

Approve staff’s recommended appointments to the Community Stabilization and Opportunity Pathways Fund Commission, in accordance with Section 2.08 of the San José Municipal Code.

OUTCOME

Approval of staff’s recommendation would enable the appointment of the initial voting members and alternate to the Community Stabilization and Opportunity Pathways Fund Commission (Commission). The Commission will guide the Community Stabilization and Opportunity Pathways Fund (Fund) – the largest community benefit of the Downtown West project.

Following the appointment, staff will onboard the members and begin meetings. The first major task of the Commission will be to assist the City with selecting a third-party Fund Manager. The second task will be to work with the City and Fund Manager to prepare the first Five-Year Strategic Plan (Strategic Plan) for the Fund. Google has agreed to make a $15 million contribution to the Fund within 120 days of beginning construction on the first Downtown West office building. Distribution of grant funding can occur after receiving the first funds and after City Council’s approval of the Strategic Plan. Appointing the initial members at this time will help ensure the timely distribution of grant funding.

BACKGROUND

On May 25, 2021, the City Council approved Google’s Downtown West Mixed-Use Plan, including a Development Agreement. The Development Agreement outlines how Google will deliver up to $200 million in community benefits (investments that go beyond the City’s baseline requirements to address the community’s top priorities). The largest community benefit is the contribution of up to $154.8 million into a new community-driven Fund. displacement from rising costs and maximize access to job opportunities for youth and adults – focusing on communities that have historically been affected by structural racism and where the risk of displacement is the highest. Google would contribute $21.20 per gross square foot of office space to the Fund as office buildings are completed (up to $154,760,000 if the commercial office capacity of 7.3 million gross square feet is built out). Google has voluntarily agreed to make the first payment to the Fund in advance of this trigger. Specifically, it will make a $15 million payment to the Fund within 120 days of starting construction on the first Downtown West office building, as described in the February 25, 2022, Supplemental Memorandum regarding the allocation of community benefit payment from Google.

The governance structure for the Fund features a third-party Fund Manager and Commission, with City oversight and support. The Fund Manager will coordinate with the Commission to prepare a Strategic Plan to guide the Fund, with updates to the plan every five years. As contributions to the Fund are made, the Fund Manager would administer the grant-making process and recommend qualified grant recipients to the Commission for approval, consistent with the Strategic Plan. The Fund Manager and the Commission will provide annual reports to City Council on the prior year’s activities.

On August 16, 2022, the City Council adopted the ordinance establishing the Commission in San José Municipal Code (Chapter 2.08). As described in the staff memorandum for the August 16, 2022 City Council meeting (Item 8.1), the next steps are as follows:

• City undergoes a selection process to appoint members (subject of this memorandum) • City onboards Commission members and begins meetings in early 2023 • City works with Commission to prepare a Request for Proposals and undertake a selection process for a third-party Fund Manager
• City onboards the Fund Manager
• Fund Manager works with the Commission to prepare the initial Strategic Plan, with community engagement
• City Council approves the Strategic Plans and receives annual reports • Fund Manager works with the Commission to prepare for and administer the grant application/evaluation process1

The previous staff memorandum set a target of the end of 2022 for the selection of the initial Commission members. Staff committed to pursuing ways to make the member selection process as accessible, inclusive, and equitable as possible.

Commission Details

The Commission will have 13 voting members that together represent a balanced mix of perspectives. This includes local residents bringing their lived experience perspective to ensure that local needs are understood and met, local community leaders with experience working with target populations to provide specific insights and solutions, and other experts in the program areas to help guide the use of the Fund towards meaningful outcomes and systemic change.

Specifically, the Commission must include at least five members with “lived experiences” with the issues that the Fund is intended to address, such as housing insecurity, neighborhood instability, and unemployment. To qualify for the Lived Experience seats, these members must live or operate a small business in a census tract at risk for displacement. Of the minimum five Lived Experience members, there must be at least two from East San José and one from the Greater Downtown Area.

At least eight Commission members must have professional experience and subject matter expertise in one or more relevant fields, such as affordable housing preservation, homeless supportive services, education, workforce development, small business, philanthropy, nonprofit management, or community development. Commission members may qualify for both seat types (Lived Experience and Work Experience).

In addition, all members must either live in San José, have a meaningful connection to San José, or have a history of working in San José in the relevant subject areas of the Fund. They must also demonstrate a commitment to furthering the City’s goals for anti-displacement, economic mobility, education and workforce development, and racial equity. It is the intent of the Commission to collectively reflect the racial, ethnic, economic, generational, and other diversity of the City of San José. Please refer to the membership criteria listed in Section 2.08.5020 of the San José Municipal Code for details.

The standard term of service for voting members and the alternate will be four years, although to achieve staggering, six of the initial voting members and the alternate will have two-year terms.

Members may be reappointed, but for no more than two consecutive terms.

Per the current San José Municipal Code that established this Commission, each member who qualifies under the Lived Experience criteria (at least five Commission members) is eligible to receive a $200 monthly stipend, contingent upon attendance at a Commission meeting that month. In addition, the Work Experience members may apply for the City’s new needs-based stipend if they qualify (see Section 2.08.120.A of Title 2 of the San José Municipal Code) which was approved by the City Council last month. The alternate would participate in Commission meetings as a voting member if one of the members is unavailable. The alternate will be expected to attend all Commission meetings and trainings and is currently eligible for the stipend if qualifying under the Lived Experience criteria. It should be noted that because the current stipend criteria that is contained in the San José Municipal Code for this Commission was established before the new recently approved needs-based stipend, staff is obligated to provide

the stipends as outlined in this memorandum. For Commission consistency, staff will explore transitioning this Commission’s current stipend criteria to the new needs-based stipend this winter.

The Commission will also have non-voting members, including three City staff, one Google representative, and potentially additional representatives of other funders in the future.

In accordance with Section 2.08.5040, voting and alternate members shall be appointed to the Commission upon the City Manager's recommendation to the City Council and the City Council's approval of such recommendation. Non-voting ex-officio members shall be appointed to the Commission by the City Manager.

ANALYSIS

Following the adoption of the ordinance, staff from the Office of Economic Development and Cultural Affairs worked with the City Clerk’s Office, the City Attorney’s Office, and the Office of Racial Equity to develop and implement an application and evaluation process resulting in a recommended slate of initial Commission members, for City Council consideration.

Overview of the Member Selection Process

Staff first began work on the application itself, considering community feedback heard during the outreach process for the Development Agreement and Commission ordinance. Staff used the PrimeGov platform to receive applications. The intent was to create an intuitive and user-friendly application that met legal requirements and the needs of the evaluation panel and Clerk’s Office.

To this end, staff modified some questions and added explanations to each section to help applicants provide complete and accurate responses.

Staff then created a webpage to share information and conducted outreach to spread awareness of the application, explain the process, and answer questions. First, staff hosted a virtual meeting on October 6, 2022, to provide an overview of the process and answer questions, and posted the recording on the website for future reference. Staff then hosted four technical assistance events at libraries to help potential applicants with accessing the application and the overall process. The events were held at different times of the day and days of the week in libraries located in central and east San José, to target potential applicants for the Lived Experience seats. Eight community members attended the live virtual meeting, and five people attended the library events. Staff was also available by phone and email to answer questions about the process.

To spread awareness of the application and associated outreach events, staff created event flyers for electronic distribution and posting at libraries and community centers. Staff posted several rounds of announcements on Twitter, LinkedIn, and Facebook. Staff also sent several rounds of emails to the Diridon Station area distribution list, City Council Offices, City staff, and over 150 community leaders. The list of community leaders included past and present representatives of

the Diridon Station Area Advisory Group, leaders of local community-based organizations, and representatives from other public agencies such as the County of Santa Clara. Staff asked these leaders, City Council Offices, and City staff to share the information about the Commission with their networks.Throughout the outreach process, special attention was paid to language access.

First, the PrimeGov portal allowed applicants to view auto-translated versions of the application.

Staff also had the application professionally translated into Spanish and Vietnamese, and posted these versions to the website for reference. Staff tried to make all information linked to the application available in other languages through the City website’s auto-translate function or through professional translation. Staff offered live interpretation in Spanish and Vietnamese at the virtual meeting, and posted recordings on the website as a resource. Bilingual staff attended the technical assistance events at libraries. Staff translated the event flyers, social media posts, and text for newsletters into Spanish and Vietnamese.

Staff accepted applications for approximately four weeks. The original application period was from October 3 through October 24, but staff decided to extend the deadline to October 30 to give more time for applicants. Staff received 27 applications through the PrimeGov portal prior to the final deadline. Staff received one application in Spanish and none in Vietnamese.

As applications were received, the City Clerk’s office helped with reviewing the applications for compliance with the minimum criteria and pass through the qualified applicants to the next round of the process. Staff determined that one of the 27 applications was incomplete and was not passed through to the evaluation panel. Of the 26 applicants, 10 applied for a Work Experience seat, 10 applied for a Lived Experience seat, five applied for a Lived Experience and/or Work Experience seat, and one applied for all three seat types (Lived Experience, Work Experience, and Academic/Research). All complete applications, with certain personal information redacted, are available to the City Council and the public as part of this staff report (Attachment A).

During the next round of the process, the City Attorney’s Office reviewed the applicants for potential conflicts of interest (Attachment B). The analysis concluded that none of the applications reviewed disclosed significant conflicts of interest or bias, and none of the applicants exhibited an incompatibility that would substantially impair the functioning of the Commission.

Lastly, a panel of City staff representing the Office of Economic Development and Cultural Affairs, the Housing Department, and the Office of Racial Equity evaluated the complete applications against the membership criteria in the ordinance. Based on this evaluation, the panel developed a recommended slate of nominees, as shown in the following section. It includes recommendations on the initial term length for each of the nominees.

The recommended slate meets the membership criteria set forth in Section 2.08.5020 of the San José Municipal Code, including the intent to have a balance of backgrounds, viewpoints, and expertise. Specifically, it includes eight Work Experience members and six members that meet the Lived Experience criteria (one member qualifies for both seat types). The recommended alternate also meets the Lived Experience criteria.

The nominees for the Work Experience seats together have professional experience and subject matter expertise in all of the fields listed in the membership criteria, with at least two nominees in all but two of the fields. The two fields with the least representation on the slate include:
“Minority-owned, disadvantaged, small, or micro business retention and growth” and “Academic and/or research expertise in relevant fields.” This in part reflects the low share of applicants with this experience in the overall applicant pool. While the recommended alternative applied for a Lived Experience seat, she has relevant work experience in the field of small business, helping to add that perspective to the Commission.

The nominees for the Lived Experience also collectively bring a range of perspectives and expertise, such as being low-income, being unhoused and unemployed, having to drop out of high school, being a mobile home resident/tenant, having limited opportunities growing up in East San José, experiencing housing insecurity as a renter with a large family, and seeing neighbors at risk of displacement.

The slate of nominees is demographically diverse, representing a range of age groups, income levels, race/ethnic identities, and housing situations. All of them have demonstrated a strong commitment to the goals of the Fund as community leaders in San José.

Evaluation of Process

After the application window closed, staff collected feedback on the application process by sending out a survey. Of the 27 applicants, 17 (62.96%) responded to the survey. Key findings include:
• All but one of the 17 respondents had not applied for another City of San José board or commission before.
• When asked if they had enough time to complete the application, 10 respondents said “yes,” five said “somewhat,” and two said “no.”
• When asked if the application was easy to complete, one respondent said, “very easy,” six said “somewhat easy,” seven said “neutral,” and three said “somewhat difficult.” • To get answers to questions or help with the process, most respondents (12) read the website, none attended the virtual meeting but four watched the recording, one attended a technical assistance event at a library, two called or emailed City staff, and three got help from an external organization.
• When asked how applicants heard about the opportunity to apply for the Commission, seven heard about it through an external organization, four heard about it through a friend or family member, three from Office of Economic Development and Cultural Affairs’ emails, two from social media posts by the City, and one each from a City Council member and a flyer at a library or community center.

Staff also received direct feedback from applicants. Based on the survey data and direct feedback, people generally had a positive experience. There was an appreciation for the attention paid to the application format and questions. The process succeeded in encouraging community members that had not served on a board or commission before to apply for this one.

The two most challenging parts of the application were the requirement to provide statements from two references and the need to complete it during one sitting (no ability to save and return to it). A prospective applicant shared that it was hard to complete the application using a cell phone, and not having access to a laptop or desktop computer with the internet was a barrier to completing the application. Another person experienced technical difficulties submitting the application. He also expressed frustration that the application for the new Lived Experience seat on the Housing and Community Development Commission and the Commission application period overlapped and that he could not use the same application for both commissions.

Lessons learned are to improve coordination with other commissions and their recruitments for members, consider offering a longer application period, work with the platform providers to offer the ability to save progress on the application, and continue to use a mix of methods in distributing information about public involvement opportunities and in offering resources. The process demonstrated that word of mouth through personal networks (particularly local organizations) is a top way of getting information, but that websites, videos, emails, social media, paper flyers, and City Council outreach are all methods that are effective at reaching at least a portion of the community.

CONCLUSION

Staff conducted an application and evaluation process to develop the recommended slate of the initial voting members and alternate for the Commission. The slate includes a balanced mix of perspectives that together meet the criteria for the Commission and will help advance the goals of the Fund. Approval of staff’s recommendation and appointment of the initial members to the Commission will enable staff to onboard the members and begin meetings in the first quarter of 2023.

EVALUATION AND FOLLOW-UP

There will be many other checkpoints with City Council throughout the duration of the Fund and Commission. In accordance with Exhibit H of the Downtown West Development Agreement and the adopted ordinance for the Commission, City Council will:

• Approve the contract with the Fund Manager
• Provide high-level direction on fundamental policy decisions for the Fund through review and approval of the initial Strategic Plan and subsequent updates (as part of City Council meetings)
• Approve the budget appropriation for the Fund, consistent with the Strategic Plan • Receive and review Annual Performance Reports (as part of City Council meetings) • Initiate financial and performance audits for the Fund • Address material disputes raised by Fund Manager or Commission and unresolved by City Administration

The recommendation in this memorandum has no effect on Climate Smart San José energy, water, or mobility goals.

PUBLIC OUTREACH

This memorandum will be posted on the City’s Council agenda website for the December 13, 2022 City Council meeting.

The framework for the Fund and Commission outlined in Exhibit H of the Downtown West Development Agreement was based on an extensive community engagement process for the project from 2018-2021 (see https://www.diridonsj.org/archive for details). In March and June 2022, the City held two virtual community meetings to involve the public in drafting the proposed ordinance for the Commission, which City Council adopted in August 2022.

The outreach and engagement for the member selection process are described above in the Analysis section. To summarize, the staff:

• Created the webpage www.sanjoseca.gov/FundCommission to share information; • Hosted a virtual meeting on October 6, 2022, to provide an overview of the process and answer questions;
• Hosted four technical assistance events at libraries to help potential applicants with accessing the application and the overall process;
• Was available by phone and email to answer questions about the process;

To spread awareness of the application and associated outreach events, staff created event flyers, posted them on social media and at libraries and community centers, and sent emails to community leaders, City Council Offices, and City staff (so other departments could help spread the word).

Throughout the outreach process, special attention was paid to language access, through translation, interpretation, and bilingual staff support offered in Spanish and Vietnamese.

Staff conducted a survey of applicants about the process to understand what worked well and what could be improved for future processes.

This memorandum has been coordinated with the City Manager’s Budget Office, City Manager’s Office of Racial Equity, City Clerk’s Office, and City Attorney's Office.

associated Commission. No other commission recommendation or input is associated with this action.

COST SUMMARY/IMPLICATIONS

Google has contributed $7.5 million in community benefit payments to the City in accordance with the Downtown West Development Agreement. In August 2021, City Council approved the allocation of the first $3 million (see this staff memorandum for details). In March 2022, City Council approved the allocation of the other $4.5 million, which went to the Google Community Benefits – Economic Development appropriation in the General Fund (see this staff memorandum for details). Of the $4.5 million, $250,000 was allocated to staff for use in setting up the Fund and associated Commission. Staff used a portion of this funding to conduct the application process and associated outreach and engagement. This mainly included costs associated with translation and interpretation, in addition to the use of the PrimeGov platform for the application. The balance of this allocation will be used to implement the next steps for the Fund and associated Commission.

In 2002 I received the Women in Business Empowerment Award jointly presented by Senator Jack Scott and Assembly members Dario Frommer and Carol Liu. I was also one of the first recipients of the Ana Maria Arias Memorial Award, presented to ten women in a national competition of Latina entrepreneurs sponsored by Wells Fargo, Aetna and Latina Style Magazine for excellence in business leadership.

The pur
pose of this commission is to work collaboratively with other commissioners to oversee the equitable distribution of funds generated from the community benefit agreement negotiated with Google.

Why do you want to serve on this Commission?

As an executive with the South Bay Community Land Trust and experienced urban planner, I believe I bring unique talents and perspectives to the table. I also have been an entrepreneur, operating a small business focused on providing culture, music, art and books in a coffeehouse setting that provided a setting for community-building and served a diverse customer base. My career of over 35 years has always been focused in affordable housing preservation and development, engaging and respecting community members, but most of all, my work is rooted in my love for people who make up the cultural fabric of established neighborhoods with a sense of "place" and history. I have always enjoyed working in teams and am a devoted and principled public servant. I would be honored to serve on this commission.

My work has a always focused on implementing government policies and programs affecting the affordability and stability of housing preservation, development and stabilization in various communities. I ran programs that punctuated the importance of ethical implementation of federal, state and local laws regarding racial equity and social justice in marginalized communities, especially with families of lower or subsidized incomes. My current work with the South Bay Community Land Trust in San Jose is committed to preventing displacement of the most vulnerable: women, people of color, low-income residents by guaranteeing no displacement in the buildings we acquire. Furthermore, the community land trust is the best alternative for families of low income to become owners of their own housing and build community wealth not usually accessible to them. Our mission to provide housing security is the foundation to the stability needed to secure jobs, education and economic mobility.

I became a widow and I had to use credit cards to be able to pay my rent. 4 of my young children depended on me.

I have been receiving performance recognitions at work for 10 years, and also in the church for being a catechist for more than 10 years.

In the 4 years that she has been a leader volunteer on the committee of Personas Activas Sobresalientes Organizando por Soluciones (PASOS) at the Sacred Heart Community Center, she has developed a connection and understanding with her community.

Juana urged the Council Members to carry out a more in-depth study to both develop affordable housing and avoid closing small businesses. Juana constantly repeated at her meetings with the Council Members: "We want a change on Willow Street, but a change that would benefit the community most in need so that this community can enjoy the positive change."

Juana has demonstrated her desire to continue developing her leadership for the good of her community, a community in which she has lived for decades and in which she is fully involved.

What is your understanding of the purpose of this Commission?

The C
ommission will steward the resources from the Downtown West Development Agreement toward the goals of ensuring community stability and creating economic opportunity for low income communities of color facing displacement in the City of San Jose. The commission will aim to support community-based approaches to help prevent evictions, to increase the availability of affordable housing, to improve access to quality, affordable early childhood education and create access to family supporting jobs through partnerships with nonprofits, educational institutions and local governments. The goal of the fund is to ensure every resident in San Jose, regardless of the color of their skin, where they sleep at night or what's in their pocket, can benefit from the impacts of developments like Downtown West, and to offset potential negative externalities such development can have on certain communities, especially renters and communities of color.

Why do you want to serve on this Commission?

I want to hel
p ensure that this fund can be a catalyst for change in San Jose and that we meet the expectations of the thousand of residents I had the pleasure of engaging with through Silicon Valley Rising's efforts to ask San Jose residents what they wanted to see result from what would later become Google's Downtown West project. I worked for five years with community leaders, City staff, union members, and Google toward the creation of this fund, a body of work I am extremely proud of.

For this reason, I am dedicated to ensuring this fund is a success, and can help bring innovative ideas to addressing the challenges of preventing displacement, piloting new strategies for community ownership and helping families in neighborhoods most at risk of displacement get the tools they need to remain in San Jose, whether that be affordable housing, quality childcare or training and apprenticeships towards a family-supporting job. I'd like to work to ensure we set a high bar for community engagement, transparency and setting and achieving our goals in order to create a model for future development deals.

A) I served on the group that helped to develop the City of San Jose's Anti-Displacement Plan together with the Department of Housing and Department of Planning, Building and Code Enforcement and and firmly believe in it's goals. I have been active in efforts to improve tenant rights, to ensure equitable development, and to increase the availability of affordable housing in San Jose, Santa Clara County, 37 the Bay Area and statewide.

B) In my professional role I've worked to advance economic mobility and workforce development here in San Jose and across the country. After the BP Oil Spill, I wrote a series of reports and helped craft sections of legislation and administrative policy to ensure environmental restoration efforts also addressed economic equity issues through promoting local hiring in impacted communities and make funding available for workforce development and apprenticeships, including in the mulit-billion dollar RESTORE Act. In San Jose, I've worked to support efforts to improve wages, to provide workers with paid sick days, to address wage theft, and promote access and utilization of apprenticeships in construction efforts. As an elected official on the Luther Burbank School District Board, I've worked to support improving wages and working conditions and to expand to universal access to Pre-K and Transitional Kindergarten ahead of state mandates.

C) Throughout my career I've worked with leaders in communities of color to help them develop strategies to address their priorities-- in San Jose, in Gulf Coast communities impacted by Hurricane Katrina and the BP Oil Spill, and working with human rights advocates internationally. I will continue to work intentionally building multi-racial coalitions and uplift BIPOC leadership.

What is your understanding of the purpose of this Commission?

I will be happy to contribute and use my experience to develop viable and executable strategic plan based on commission mission and vision.

The Commission will then work with City staff to oversee the selection process and recommend a third-party Fund Manager to the City Council. Once onboarded, the Fund Manager will coordinate with the Commission to prepare a Plan for the Fund (“Strategic Plan”) and to update the Strategic Plan every five years. The Strategic Plan and updates will be presented to the City Council for approval. 43 Following approval of the Strategic Plan and receipt of the initial contribution to the Fund from Google, the Fund Manager will administer the first grant process in coordination with the Commission. The Fund Manager will recommend grant recipients to the Commission, for review and approval. The grants must be consistent with the Strategic Plan.

Moving forward, the Fund Manager will prepare Annual Performance Reports, for the Commission’s review and then for the City Council to receive at a public meeting. The Fund Manager shall be responsible for ongoing community engagement and public communication, in coordination with the Commission and City staff.

The Commission will make its recommendations and decisions at public meetings. The Commission may also participate in fundraising activities consistent with applicable laws and City requirements.

The alternate may serve in place of any of voting member in the event of an absence at a given meeting and would be expected to attend all Commission meetings and trainings.

ncerely believe in giving back to community, developing better future for San Jose as a thriving city and regaining San Jose status of CAPITAL OF SILICON VALLEY. It's being tarnished and we need to gain it back.

Anti-displacement and community stability.
- There are a lot of issues which create and affect community stability and homelessness, displacements, job opportunities are items where i can use my leadership skills, industry knowledge at full force for contibution to actionable results that can create a change, build opportunities for building foundations for stability by giving people skills to new job opportunities, understanding how to create solutions for homelessness ( my participation in Arena Hotel project) and much more. I have full belief and commitment to impact such change.

- As I already mentioned education and ability to create new opportunities can allow mobility of the work force and creating large diversity, connecting people, bringing industry experts to community and creating new jobs will be my goals in this new strategic plan. My daughter could have died on the streets. She biracial and paints her face white to fit in. She had a baby while walking down the streets of Palo Alto. My boyfriend takes food to hundreds of people weekly. I feel the inhumanity to man that currently exists and want to be part of the solution.

What is your understanding of the purpose of this Commission? The C

unity Stabilization and Opportunity Pathways Fund Commission monitors and supports the Downtown West community. Its twin emphases, stabilization and opportunity creation, improves the status quo and furthers the neighborhood’s potential. These are achieved primarily through grants, job training, and a variety of educational programming. The goal is less unhoused individuals and more economically mobile individuals. That means more affordable housing and more access to programs and services that uplift our community.

more, the Commission will determine the best support and will evaluate the impact by ensuring that measurable goals are being met. It is vital to have oversight and to ensure that adequate resources are accessible.

Why do you want to serve on this Commission?
As

exican-American woman in Silicon Valley, I’ve centered my professional life around community engagement, social impact, and closing the opportunity gap for our underrepresented communities.

I have cultivated relationships at every level in my work, both in the public and private sectors. I routinely hear from students, parents, teachers, principals, school boards, supervisors, legislators, corporate representatives, and other nonprofit leaders. We only succeed by listening to the people and working together.

The C
ommission will be vital to the growth and sustainability of the community, ensuring that funds are allocated directly to serve low-income individuals. My desire to serve on the Commission is thus threefold: (1) to ensure that individuals are being served, (2) to amplify the voice of the community, and (3) to be part of a public process for equitable solutions.

1. By understanding the needs in our community, identify key partners that can support anti- displacement and community stability.

2. Provide insight into educational pathways and workforce development through vocational programs or college access. e of the Commission is to work with the City, City Council and City Manager to provide oversight, transparency and accountability to the general public to ensure that the purpose of the Fund (advancing racial equity, addressing root causes of displacement, measurable outcomes) are appropriately represented.

Why do you want to serve on this Commission?

As a lifelong San Jose resident and 25+ year downtown resident, the key priorities of the Downtown West Development Agreement (housing, anti-displacement, economic/educational opportunities, transportation, etc) are also my concerns. I have experience working with young adults who come from communities that are historically impacted or de-prioritized by city planning projects. I also have nearly 20 years of high tech experience. Together, these experiences give me a unique perspective and appreciation for the project and the general public.

My commitment to furthering the City's goals comes from both professional and lived experience. Born and raised in San Jose's eastide community during it's transition from orchards/wineries to Silicon 63 Valley; I know many family and friends that have been displaced or priced out by the increased cost of living. My history at Year Up has taught me the value and impact that economic opportunity can have on underserved individuals and families. As a downtown resident I'm familiar with the diversity of opinion related to the Downtown West project and recognize the importance of balanced representation.

One of the core leaders of the St. John Vianney Fil-Am Community since 2003. As one of the core leaders, I'm part of the decision making group with regards to service projects that we undertake to support our community.

My family has been a resident of East San Jose since 2003. There used to be a thriving business complex in the area of McKee and White. Right now, more than half of the building has been boarded.

Businesses moved somewhere else. It is not uncommon to meet families in a multi-family household.

Homeless encampment have grown into bigger scale. Our church has food distribution every Wednesdays and the line has always been long since pandemic. I don't remember having food 67 distribution in our church parking lot before that. My wife teaches at James Lick High School. My daughter graduated from James Lick in 2021 and my son is a freshman there right now.

Eastside is a home for me and my family.

tanding of the purpose of the purpose of this commission is to create a group who will put first the needs of the community by providing resources and opportunities to create a safe and progressive neighborhood. I understand that there are funds involved and the commission needs to spend the money for community development and create opportunities for the people to improve or learn new skills.

Why do you want to serve on this Commission?

I want
to serve on this commission on behalf of the underserved population in East San Jose. I've lived here for almost two decades and had been through the ups and downs of the economy. As a father, my greatest worry is not to be able to provide for my family and my children not being safe in our community. I am not the only one who shares this concern. I have worked with different ethnic groups in our parish community and we all agree - we need to do more now so our future generation has a place to live and thrive with dignity.

Regardless of where we are right now, access to those opportunities will make a difference.

I was fortunate that homelessness was never a problem, however I worked to support my family (husband and young son) for many years as the primary wage earner when my husband was in the Navy and resigned to attend college, so we were definitely in the low-income wage category (1965 - 1975, which limited our ability to improve our income until my husband graduated from college and received a BS, which began our journey to Silicon Valley to better paying jobs for my husband and 74 myself. We moved many times while he was in the Navy and not deployed to Viet Nam. There were many months that I was a single-mom managing all household issues as well as our toddler son, but I felt we were in a much better position than many other young families in the service because we had hopes for a better life through education and a plan to take action that we were implementing. Moving to Silicon Valley in 1974 as Semiconductor manufacturing was in its infancy and growing quickly was our first opportunity to make choices that would improve our life and lifestyle.

I have
had the opportunity to own and manage a 16-unit apartment building with low income tenants in an inner city environment in Phoenix, AZ. Since I lived here in San Jose, at the time, I managed our onsite building manager and our real estate broker in Phoenix. I eventually sold that property and purchased 2 SF homes in working-class neighborhoods and eventually converted one home to a Section 8 tenant and her 4 children. In addition to the 501c3 company, I have owned several small businesses. While I've never been involved in neighborhood development, and my dream is to create a community of housing which supports single women and their children in a comprehensive supportive environment which includes housing, personal develoopment and leadership training as well as entrepreneurship and small business development. Aside from the experience that have had personally, I was able to assist my mortgage loan clients on several aspects of their personal finance. I also created a workshop to educate women (or men) about many aspects of money management and finance by partnering with experts in those fields to speak at my workshops.

What is your understanding of the purpose of this Commission? 75 Because of the breadth of the stated purpose "uplife under-resourced communities by preventing involuntary displacement of residents, communities and small businesses and increasing economic security/educational attainment thru training/support programs and services, I believe that much data has already been gathered and the members of the Commission are tasked to view those areas through the lens of each of their own experiences, education and perspectives.

Why do you want to serve on this Commission?

Of c
ourse, I have heard about the "Google" involvement in development of housing and I've been encouraged and excited about the manner in which this will come together and I'm excited to see the outcomes. This Commission is an opportunity for me to learn about many areas of a project of this type and size and I'm hoping that I will learn so much that I can possibly use in my future dream projects. I'm very excited to think that I could actually receive this kind of exposure to so many facets of this project and I'm looking forward to being a part of the Commission to help as much as I can and contribute positively to the project in any way I can.

These areas are all important to eliminating poverty and giving people dignity and encouraging everyone to give their best for their own benefit as well as their communities. I'm happy to be considered to share my experience and knowledge and work with others whose expertise can help create solutions for all concerned!

I graduated as valedictorian at the San Jose conservation corps and charter school in 2019. I am currently attended mission college as a sociology major I plan to apply to transfer this semester.

Hoping to earn my BA in sociology at UC Berkeley.

I have been a VISTA with Americorp as their Leadership and Support services Administrator. I also earned my certificate with the YWCA and volunteered as a sexual assault/domestic violence and human trafficking counselor in 2020 completing 100 hours of service. I sat as a Senator with mission college associated student government and I was the president of Toastmasters public speaking club at mission college in 2020. I now sit as a senior leader with the youth liberation movement in San Jose!

I have lived in east San Jose all my life. Since I was thirteen years old I had to worry about money and housing due to my parents being absent in my life. I became pregnant at the age of 16 with my partner who was 16 as well. We began renting rooms at that age and it caused me to drop out of school in 79 order to work to support my family. It was hard to find employment at that age I ended up working at McDonald’s for four years working my way up as a manager. Growing up in the east side I felt like it was hard to find opportunities, I never knew about the resources out there until I was around 19 years old. I feel like my school could have connected me more but did not.

To pr
ovide expertise, management, and stewardship of the Downtown West Community Fund. The Community Fund was established as part of an agreement with Google to support programs and investments that will prevent housing displacement, support community stabilization, and develop 91 pathways to improved education and career opportunities. The purpose of this commission. is to ensure that those goals are met.

Why do you want to serve on this Commission?

I have been involved in the planning and organizing process for the Downtown West development since its announcement in 2017. My work included research, advocacy, and community engagement including supporting the development of a framework for the Community Fund prior to the final agreement with Google. I believe that I have the experience and background necessary to be key contributor to this commission.

a. From 2018 to 202, I was part of the San Jose Anti-Displacement Committee. In 2020, I was selected to be the Partnership for the Bay's Future Fellow for the City of San Jose, working on a suite of anti-displacement policy.
b. Working directly for a labor union and supporting workforce development programs at my previous roles, I have always supported pathways to good careers and family-supporting jobs. c. As a black man and an immigrant, I have a deep personal commitment to racial and economic equity in San Jose. I hope to help ensure that the Community Fund commission will lead with equity.

en the fact that I was an immigrant who came to the US as a teenager without my family, I was part of the foster program until I was 18yo. I received financial aid while I was in college. Due to the economic hardship in Vietnam, I had to quit school when I was 10yo to sell fruit on the street to support my family and I did not know English when I came to the U.S.. However, it was through the support of the different programs for low income population that I was able to get where I am today.

Thus, I do believe with the proper support, upward mobility is possible. I addition, as a psychologist and an executive director for non-profit agency, I see the changes in the lives of our clients. I would like to have a chance to make an impact to the community that have been supporting me.

-I feel that many of us have benefitted from the tech sector; however, there are many people are being forced to leave the community they grew up in and loved due to affordability issues. Thus, it is important that family values and lives of the people are not being disrupted by the Google project such that children do not have to move schools, parents do not have long commute to work which will take away family time, and grandparents can see their grandchildren more often. -I fully believe that upward mobility is for everyone and I feel that with the proper support, we can achieve that goal together by understanding the different aspects of their needs which include mental health, physical health, education, jobs, housing.
-As an immigrant woman of color myself, I understand how difficult it is to be able to compete for growth opportunities in all areas including academia, workforce, religious institution, or non-profit sector. Thus, it is important that the community work together to create a platform for growth opportunities for disadvantaged groups.

Began advocating on behalf of the unhoused and for affordable and permanent supportive housing in 2020. Beginning in March 2020 I helped found the Unhoused Response Group which went to encampments to educate unhoused about Covid 19. The group provideded backpacks with written literature in several languages, hand sanitizer, and masks to unhoused individuals to educate and protect them from the virus. We were the only group consistently going to encampments in the dark days of the pandemic. We continued to do so through the end of 2021.This experience led me to form an outreach services team comprised of individuals with lived experience to provide food and supplies to the growing number of unhoused in San Jose. Today my outreach services team provides over 700 meals, basic. supplies, and clothing to the unhoused.

mission will oversee, administer and award funds set aside by Google for those individuals, groups, businesses, nonprofits, etc. who have suffered displacement, among other things, due to the Google Project.

Why do you want to serve on this Commission?

I am the rare individual with a legal background and lived, corporate and nonprofit experience. I am uniquely suited with the proper temperament to objectively and fairly evaluate all fund requests while treating each applicant with dignity and respect. This is a once in lifetime opportunity to effect positive change on a a large, large scale.

It is undisputable that I share the same goals and more by serving with groups championing these causes. The unhoused crisis in San Jose like many other Bay Area cities involves all the goals stated abiove. In reducing the number of unhoused and/or addressing the fund applicants we must address and remedy these areas with a broad coalition from the public and private sectors.

I became unhoused in 2008 due to a hotly contested 2-year divorce proeeding, a predatory mortgage loan, a job "down sizing" following burst of Silicon Valley start ups, and onset of a mental illness. After regaining housing in the first PSH in Santa Clara County I decided to become an unhoused advocate and immerse myself in the local community. I possess natural networking skills and can find common ground for consensus building. I fully support the Google Project as well as the foresight to set aside these funds to aid those displaced. This presents a complete win win for San Jose. I previously submitted my professional resume detailing my education and legal career the imperfect storm struck me.

My lived experience includes experiencing housing insecurity, unemployment, and the disability system. For example, as a single parent of 2, I struggled with managing finances, making ends meet, and understanding what housing programs were best for me. I lived in a shelter for about 3 months when my children in elementary school. My experience as a homeless parent made me realize the importance of managing city government housing programs for all persons. The program under the Housing Consortium for SCC really helped me because I had a job/car they assisted with transitioning into transitional housing. I am the Assistant Athletic Director for Football Operations at San Jose State University. I manage over 75 employees and student workers across 7 departments (operations, recruitment, filming, creative, social, community outreach, academic development). I have served in leadership roles on several boards at San Jose State including Campus Planning Board (2018-2020) and planning committees for the 35,000 student population (homecoming 2017-Current, Weeks of Welcome 2018- Current, and our COVID protocol planning committee)

I moved to San Jose in January of 2017, first moving into Fountain Plaza apartments on Coleman. I was married in July of 2017 and moved into 360 Apartments on January of 2018. As my two children were born in 2018 and 2020, we moved from a studio, to a 1 bedroom to the 2 bedroom we have 119
currently. As an employee of San Jose State University, a walk and bike commuter, I have daily "boots on the ground" interactions with all the elements of downtown. My children and I (even the 2 year old) pick up trash at least 1x a week. I regularly interact with greenworx and the 311 app. I attend the SJ Downtown Association events, street fairs, concerts etc with my wife and children. I see the plights of the homeless, as I see and interact with them everyday. I eat at the downtown restaurants and see the potential of what Downtown could become. I am an active voting participant in local elections. I am valued for this roll because I live it everyday. As culture bearer of Eastside bicyclist, the city approached RideESSJ for guidance on a planned bike network although their side street vision didnt fit what the culture needed. We successfully campaigned for the city to adopt another more direct approach of creating bike lanes on the main throughfares of the region. As organizer of SJ Roll Call, we used our platform of rollerskates to address a need in our city of lack of free public space dedicated to roller rink skating. Our Safe Skate Space movement has blossomed into a citywide movement with weekly rallies and stewardship at SJ's City Hall called Rotunda Roller Rink to bring attention to our lack of amenity. As a member of the Community Working Group of Bart Silicon Valley for several years now, I’ve experienced the endurance necessary to stay engaged in a long term project. We relayed information to our communities as well as negotiating and keeping BART and VTA accountable to the community. I was on the Bicycle and Pedestrian Advisory Committee but left shortly after as I recognized that it had no real impact or influence. The Community Working Group of DOT's El Movimiento has been an example of good leadership engagement.

Currently I'm an unemployment artist trying to start a couple side businesses because it’s been difficult to thrive without multiple streams of income. I’ve picked up work on several app based jobs only to survive but we need opportunities to thrive. I grew up on the Eastside of San Jose, where my father was absent and my mother was an addict. My grandma worked three jobs to provide for us which gave her no opportunity to raise us but this is where I found community to be important. I lost my license at a young age and through financial troubles I ended up learning how to survive without a car for 10 years. I have comorbid Mental Illnesses of Major Depression and ADHD. Finding therapy, medication and supportive communities have been difficult and oftentimes misunderstood as irresponsible or lazy. After I have “episodes” or dissociation, I have to work twice as hard to catch up for the time I was unavailable. This keeps me from reaching a full potential and participating in the Silicon Valley development.

e been recognized by national funders like Artplace America and the Knight Foundations for my unique approach to city change. Ive received funding from Valley Water to explore art as a solution for trail and creek issues and the documented initiatives we collaborated with City of San Jose for implementing public art along bike paths. Ive paid artist to beautiful neighborhoods and express underrepresented stories. All my work has been fiscally sponsor and I know the struggles of going through those processes. We continue to document strategies for interaction with transportation agencies like Caltrans and SJParks as well as demonstrate and teach strategies for community stewardship of spaces and resource. We've provided platfrom and leadership development for groups such as SJ Makers, a small business marketplace, Corazon del Barrio, a graffiti program to allow for safe space to paint and find community. We have written grants to uplift artist and craft such Fuzzy Lollipop, a pinata maker and have helped launch businesses like Aloha Roller Rink through community support and vision.

They funded my travel throughout the United Stated to connect and learn with many projects and leaders that were addressing social issues. but needed to put focus on my families recent and consecutive tragedies and unable to complete. I won a Fellowship from K880 and learned how to look at cities from a people first all inclusive approach in 2016 and I was awarded the Eastside Leadership Award from Council Member Carrasco for my youth development and land stewardship in 2017.

I hav
e a unique and creative view of San Jose that has won me many awards and recognition that Id like to provide to the group. I'm honest, vocal, and progressive and want to keep the integrity of the platform. I want to encourage innovative thinking and not fall into regular patterns of circular funding and siloed efforts. I will find projects, people, pathways that will allow communities to grow and lead themselves. I will reach out and connect with the people, listen to their needs and ideas, propose projects and solutions, as well as critique and build on other peoples proposals. We will hold each other accountable that the money is going to a lasting impactful effort.

I want to show that innovation can be more than tech. There are opportunity here to fund projects that help change infrastructure and build movements that reflective sound policy. I want to help create multiple thriving industries, harbor beautiful and happy people. and create free recreational public space for community gatherings that support each other. Also, there is a saying that you can't hate something unless you love it. I see San Jose and I really love it. I want to help solve its issues and shortcomings. I want to be proud to say where I’m from and in order to do that we need to cultivate a great world renowned city from the ground up. Not import it. This is me being the person I needed from the city when I was growing up.

This has been my home since birth and my commitment is reflected in the 15 year longevity of public space programming as well as my intention to build programs without my direct ownership. Many of my efforts are backstage and uplift leadership in front of me. We build traditions that pave the way for culture and thus support well used infrastructure. More specifically, our program with Valley Water has a proximity priority to funding the artists. We are more interested in providing platforms to direct residents of the neighborhoods we work in rather than hire a perceived elite skill from around the world. We rather have long term social impact than short term project success. Our approach is to build relationships with spaces and invest into people.

I've led my many dynamic platforms through advocacy efforts that had many challengers and NIMBY type support to protect the right to housing, alternative transportation and racial equity and accountability. I use these platforms to educated and uplifted those unheard voices and ask our city and citizens for participation and accountability.

Although, I wasn't able to capitalize on the Knight Foundations support of a Post Street Night Market in 2016, I have stayed committed to my promise and vision by supporting the next leadership of Qmunity District by More Project and now am currently providing them with a queer vendors program through Monarch Market that curates and develops queer led small businesses for the iconic street and district.

I have lots of lived experience in San Jose from houselesness to securing a tech job although even with a tech job. I needed to sublease my apartment to Airbnb, run Doordash, visit Wag, bicycle Pedicabs, and begin to start a Mobile Coffee Shop to keep in the race for position in the Silicon Valley.

Every community or project I am involved with comes from genuine love. My passion, compassion, and creativity is making this place worth living. I displayed innovative approaches and developed platforms for my community and many others.

Rotunda Roller Rink gave space and community during the pandemic. It gave inspiration for the city to hold larger events like LowRider Ban Party and El Grito Our outreach is dynamic as we've platform anti-racist work with Black Outreach, highlighted Stop Asian Hate with Adam J the Laywer, uplifted queer voices with Nate from More Project and Sera with SVPride, assisted immigration groups as a part of the May Day Coaltion as well as working closely with Chava and Mayra from LUNA.

I have a long history with San Jose both with extravagant success and disappointing failures. I am proud of the work Ive done as well as Ive learned from my faults and continue toe acknowledge and improve on them. I have many supporters and followers that will support our efforts.

The business tourism has created a high turn over rate and if we keep only investing for tech workers our roots will be fickle and loose. We want to build unique and dynamic communities that Silicon Valley imports will want to stay and build roots with. We want to produce our own world class heroes that get imported to other developing cities as well as anti-gentrifying models for the world to replicate for their societial illnesses.

For the last decade, Justin has worked constantly to create programming within the city to engage locals, build community, and advocate for our most vulnerable. All of these qualities represent what makes San Jose great. From engaging community in playful events like water balloon and pillow fights, to spearheading alternative transportation movements like SJ Bike Party and SJ Roll Call’s rollerskating advocacy, to giving our residents a voice during social justice movement, Justin knows this city and every facet of its potential.

I have a BS degree from the University of Minnesota Carlson School of Management in Business with an emphasis in Marketing, graduated in December 1991, and a MS Degree from the University of Massachusetts Amherst in Sports Management, graduated in September 1993. I grew up in Minnesota completing my K-12 education in the Columbia Heights School District. I played basketball, softball, and cross country running in high school and was the team captain for basketball and MVP of the softball team. I also received the Athena Award for most athletic and academic female at Columbia Heights High School. At the University of Minnesota, I served as the student representative on the Rec Sports Commission and provided input and the student position on a multi-million-dollar Rec Sports facility project. I also served as the facilities commissioner at my dorm, worked for the Sport Club Office, the Women’s Athletic Department, and Volume Services, the food services company at the Metrodome where the Minnesota Twins played. In grad school, I had a graduate assistantship in the Athletic Department in the Development Office and planned events around the grand opening of the Mullins Center.

I completed Council on Foundation’s Career Pathways Program in 2021. I’m on the Think Together Board, a nonprofit serving 200,000 CA students with extended learning time and systems change work. Serving for 17 years, I initially joined the Board of Bay Area After-School All-Stars and continued when BAASAS merged with Think. Recently my committee work is focused on building a diverse board. I am also on the Corporate Council for Kiva, a global microlending organization. In my role at PayPal, I helped Kiva launch a dedicated effort in San Jose. I also served on Village Capital’s FinTech US Advisory Board, a program that helps accelerate non-traditional founders’ innovative businesses 133
that advance financial equity. As a corporate philanthropist, I took the opportunity to help lead ACCP’s engagement with Silicon Valley companies by serving as Co-Chair of the Regional Committee.

My 25+ y
ears of experience in philanthropy, community relations, and fundraising is a good match for the Commission. Throughout my career I have created local and global programs from scratch and worked across organizations on innovative projects for good.

At eBay and PayPal, I managed multi-million-dollar strategic grants budgets focused on economic opportunity and financial health as well as volunteer and grantmaking opportunities for 30,000 employees. I was on a core team that designed an initiative in response to COVID-19 and the Black Lives Matter movement. I led the selection of 20 organizations across the U.S. to receive funding to support Black-owned small businesses. I have also worked closely with organizations in San Jose to increase lending and support to small businesses including Opportunity Fund, Kiva, and Grameen. I also created a hometown grant program that supported career pathways for youth, working closely with YearUp, Pivotal, Code Nation, and Work2Future. Additionally, I led community relations efforts at the Sharks and Clash (now Earthquakes). For the Sharks, I managed all educational programs and engaged with schools across the county.

I received the Corporate Engagement Program of the Year Award from Benevity, the largest third- party vendor for matching gifts and employee engagement programs. I am a recent graduate of the 134

What is your understanding of the purpose of this Commission?

I beli
eve the purpose of the Commission is to oversee the strategy and grantmaking for the fund, to ensure the intentions of the fund are met, to have a diverse representation of the community involved in the decision-making process for how funds are allocated, and to provide checks and balances to how the City of San Jose uses the funds that Google provided. Additionally, Google’s San Jose West Campus is going to drastically change the landscape of downtown San Jose and will have major impacts on the surrounding areas and neighborhoods. The Commission has the opportunity to allocate the funds that Google has provided in a way that addresses any negative impacts to the community as well as improve upon the current challenges of homelessness and access to careers that support people’s livelihoods.

Having the Commission shifts power to, and empowers, local residents and leaders to decide how best to find the right organizations and solutions to distribute the funds to. It’s critical to include diverse stakeholders, including those with lived experiences, in the formation and execution of a strategy that will address long-standing, systemic inequities. I was very happy to hear that Google is cognizant of the impact of their project and is taking a responsible, caring approach in partnering with the City to mitigate negative impacts and to provide benefits and opportunities to people in San Jose. I like the approach the City is taking to manage the Fund and that they are including a diverse group of residents in the leadership of the Fund and process for administering it.

Why do you want to serve on this Commission?

I have been a San Jose resident for 25 years and worked for San Jose based companies for most of that time, with community impact as a key responsibility. For most of that time I have lived in the neighborhood (Shasta Hanchett & Garden Alameda) adjacent to San Jose West and I have been following the Google development closely for years. From the beginning, I have had an interest and desire to be more involved, and this specific opportunity aligns perfectly with my experience and expertise. Google has been thoughtful in working with the City and residents and their large financial commitment for this fund is admirable and meaningful.

I have a desire to do more locally and get more involved in local efforts. While I have done that through my Board Service and other volunteer positions, and through my professional roles, I’m especially interested and excited about this opportunity to work more directly with city government and neighborhood and community leaders on an initiative. I appreciate the opportunity to learn from and connect with new people in my community.

I have long believed and feel deeply that people should have equal access to opportunity, opportunities to be successful in life and thrive. This Commission will provide that for so many in my own community and I would bring my passion and hard work ethic to bare in working with the team to do so. I strive to take a trust-based approach to grantmaking and have a desire to do Participatory 135
Grantmaking, more fully equitable giving. The structure of this fund and the Commission seem like an excellent example of Participatory Grantmaking and I’m excited to have the opportunity to be directly involved.

Personally the things I am most passionate about are related to equality, including racial equality, women’s equality, equal opportunity for children, and narrowing the wealth divide. I strive to be anti- racist. I strive to advocate for those who are marginalized. I am inspired to advocate for programs that work to reduce inequities even when they are not popular. A colleague once wrote, “Julie is never afraid to push those around her to do the right thing.” I believe it’s our responsibility to learn, care about, and take action on the inequities that exist and understand how our history, culture, and systems have allowed it to grow.

I have worked my entire career, and in my personal time, at advancing the very things this Fund is setting out to do – workforce development, education, housing, and economic and income equality.

With a philanthropic fund such as this, the Commission can take more risks to find and fund solutions than city government might be able to do directly, or even what a corporation can do. Having more leeway can be a benefit when addressing challenging and complicated issues.

I would take my role on the Commission very seriously and work hard to understand and learn as necessary, to actively engage with all stakeholders, to connect and collaborate with other commissioners, and to show up as needed. I would also look for ways to measure our impact and assess our efforts so that we can continuously improve upon them and ensure the success of the Fund.

I would love to connect with the other leaders and residents who are going to serve on the Commission. It would be a wonderful opportunity to learn from them, collaborate with fellow San Jose citizens on something meaningful, and be a part of the team of individuals that could have a long-term positive impact on our community. Issues like homelessness, economic mobility, and racial inequality are incredibly hard to address, understand, and improve, and the more we can bring additional people, voices, and ideas to the table the better we are going to be at making progress in these areas. What is your understanding of the purpose of this Commission?

I understand that to serve on this commission I would be one the 13 commissioners who would oversee the allocation of these funds. I would have the opportunity to work alongside the third party manager and my fellow commissioners to develop a plan to disperse these funds to best support community needs. Additionally, we would be focused on matters of anti displacement, workforce development, and overall community support as opportunities for this fund.

Why do you want to serve on this Commission?

I am pas
sionate about being able to provide resources for the communities that are most in need. I see the need in the mobile home park where she lives and she thinks it’s important to be able to provide to the elders, who wouldn’t be able to pay rent a means to have secure housing. It’s also important to provide tenants the opportunity to have resources that will ensure housing security for them. I take care of the elder, the children and the disabled, especially for mobile home tenants like myself.

a. Thinking about where people will go, how they will survive. The idea/ possibility of buying local land/ areas where mobile homes owners can have their space, but have ownership, prevent displacement.

Community will have ownership and prevent displacement. Ownership will lead to community dictating 141

b. It’s important to support small businesses and vendors especially the ones that have limited resources. In her community she supports the vendors who sell food from their homes, I think it’s important for supporting self support/ economic development of community members who aren’t able to have a job that demands physical labor.

c. We all have the same problems and same sufferings, independently of their race and ethnicity. “ el ambre no perdona”. Seeing the needs of every individual will be important to be able to support them.

the Executive Director of SV@Home, I lead an organization that works to create policies that increase the preservation of affordable housing and protect low-income tenants from displacement. In this role, I have also had the pleasure of working closely with a community-led coalition and the City of San Jose on policies that support community ownership, specifically the adoption of a Community Opportunity to Purchase Act that would increase the staying power of San Jose residents most a risk of displacement.

In the past, I have worked directly with tenants that are exercising their right to purchase their buildings, and I have trained other nonprofit and government professionals on affordable housing finance. I have 15 years of experience in housing and community development finance with expertise in securing government funding and utilizing various tax credit programs.

Currently, I lead a nonprofit in Silicon Valley, including navigating the legal and fundraising needs of the organization.

What is your understanding of the purpose of this Commission?

This commission will influence the investment of funds from community benefits agreements with large corporations with the intent of creating shared prosperity in the City of San Jose. It will center residents who are vulnerable to displacement and look to strengthen their staying power. This commission needs to be creative and bold in implementing and supporting programs that will stabilize people in their homes, their neighborhoods, and their communities. It also should explore ways to restore the 146
health and wealth that was taken from Black, Indigenous, Latinx, and Asian racial and ethnic groups through colonialism, slavery, and persistent racism.

Why do you want to serve on this Commission?

ving on this Commission would allow me to participate in this critical process along with other civic- minded individuals to challenge the status quo of economic prosperity for only a select few. I want the opportunity to shift power from the white and wealthy to the people of color middle- and low-income households that are the majority but that are continuously harmed by our systems in this country. I believe that it is essential that we focus on distributing the wealth generating in this economy to all who are in the community, living in this city, ensuring that everyone has equal access despite the barriers and systemic racism that exists, and I am hopeful that by serving on this Commission I can operationalize equity and access.

a. I am extremely committed to furthering anti-displacement and community stability work because our city can only be successful when everyone has safe, healthy, and stable housing and equitable access to all the resources that the area offers. Prioritizing the health and stability of current residents is the highest principle as a city continues to grow and change.

b. Economic mobility is necessary because of the past and present injustices endured by Black, Indigenous, Latinx, and Asian racial and ethnic groups in this country. Because your zip code determines the life expectancy for many of us, I am deeply committed to the strengthening and education of all, as we as a society owe so much to economic success to an extractive economy. It is imperative that we take a posture of restoring and repair, making sure that those not benefitting from the thriving economy that is Silicon Valley can better plug in.

c. I am completely committed to furthering racial equity and its intersections with other identities, which is imperative because I actively seek to identify and root out and form of racism and discrimination because I only look for justice in my professional and service career.

What is your understanding of the purpose of this Commission? The purpos
e of this commission is to steward the Community Stabilization and Opportunity Pathways Fund. This work should be done both in partnership with and in the best interest of the underserved communities this fund is meant to benefit. Previously identified priorities include affordable housing and anti displacement measures, economic and educational opportunities, parks and open space, transportation, and environmental sustainability.

Why do you want to serve on this Commission?
I want to serve on this Commission because this is my way of sharing my expertise with my hometown in my personal capacity. I am privileged to have a career in public service ranging from roles in philanthropy, legal and grassroots advocacy, and the environment. The underlying connection point between those positions is the desire to make systemic change so that it best serves our communities in a way that is equitable and inclusive.

I have spent much of my career focused on anti-displacement and affordable housing issues because of the wide-ranging impact that a home, or lack of one, has on the quality of our lives. Where we live directly reflects and affects our physical and mental health outcomes, and educational and economic opportunities. When we take positions on housing, we are inherently making statements about who we believe belongs, who is valued, and who gets to succeed. It is unconscionable to accept unstable and uninhabitable living conditions as viable options for our neighbors, especially when we can all play a part in taking care of each other.

For many of our neighbors, COVID-19 exacerbated longstanding struggles to access essential services like housing and healthcare. Lower-income families of color continue to disproportionately bear the brunt of the impact, highlighting the disparities in our economic and justice systems. If anything, COVID-19 has taught us how intricately connected we are, and that we are all at risk when we fail to take care of one another. My hope is that we take advantage of these lessons learned, help our communities heal, and move forward with greater solidarity.

By s
upporting community-led coalitions, multisector partnerships, and advocacy efforts, we will help dismantle exclusionary land-use policies that segregate our communities and perpetuate the racial disparities reflected in the wealth and homeownership gaps. In partnership with others, we can help 155
catalyze affordable housing production in high opportunity areas, permanently preserve them, and protect lower-income tenants’ rights to stable and safe homes.

I am
a fourth-generation Bay Area resident, and along with my husband, am raising two daughters: (4 years and 4 months old). My family began its 120-year history in this region, as sharecroppers and farmers in the “Valley of the Heart’s Delight.” They experienced overt discrimination, were exploited to work the land and yet prohibited from owning it. During WWII, the federal government forced 100,000 people of Japanese ancestry, including my
grandparents and their children who were all U.S. citizens, into internment camps. This intentional mass displacement dispossessed them of not just their homes and property, but of their sense of security and identity. The effects of this injustice affected subsequent generations and catalyzed my pursuit of racial and social justice in our community.

BACKGROUND

The Office of Economic Development and Cultural Affairs routinely reviews applications to City Boards and Commissions. The application for the Community Stabilization and Opportunity Pathways Fund Commission (Fund Commission) has a Conflicts of Interest section that asks for some basic information that enables a high-level analysis of potential conflicts or incompatible offices, based on the duties of the Fund Commission.

The purpose of this memorandum is to highlight major areas of potential conflict for each of the eligible applicants. The evaluation panel and City Council may utilize this information as part of the appointment process.

This review is limited to the information provided on the applications and is not intended to be a comprehensive investigation of potential conflicts involving the applicants. The individuals appointed to the Fund Commission will be required to complete a detailed Statement of Economic Interest (Form 700) consistent with state and local regulations for such a commission.

Commission Duties

The City established the Fund Commission to provide financial support to community stabilization (anti-displacement) efforts, and education and employment opportunity pathways within the City (the Fund). The Fund will concentrate on communities in San José that have historically been affected by structural racism and where the risk of displacement is the highest.

The purpose of the Fund is to minimize displacement and other potential negative impacts on people and places from rising costs of living (community stabilization) and to maximize economic opportunities for local youth and adults through training, education, and support (opportunity pathways). The Fund shall be used to support grantees and program activities serving low-income people living in underserved San José neighborhoods who are experiencing or at high risk of displacement in areas such as Greater Downtown, East San José, and other
