City Council District 8 Unanticipated Vacancy
Why are you interested in representing this district on the City Council? As a resident, wife, mother, community member, and current President of the Board of Trustees of the Evergreen School District, it is very important to me that District 8 be led by someone who is familiar with the area and understands the unique needs in the district.

District 8 encompasses varying degrees of
socio-economic wealth: from gated communities to neighborhoods that are home to multi-generation families living in tight quarters.

It is important that services and resources continue to be provided to the neighborhoods and ensure that the needs of the District are represented in the upcoming Budget cycle. I am eager to work towards finding solutions to our housing crisis and supporting our working families so that we may avoid adding to the numbers of our unhoused community.

The work that I will do as a
Councilmember for District 8 will also support residents throughout the City of San Jose.

The lack of
affordable housing, the plight of the unhoused community, and small business support are all issues that affect every resident of San Jose.

I will serve with every resident in mind.

Question applies to
City Council District 10 Unanticipated Vacancy,
City Council District 8 Unanticipated Vacancy
Why are you interested in representing this district on the City Council? I was born and raised in Evergreen, spending my time in the neighborhoods, schools and open space within District 8, by parents who actively served many communities by advocating for and diligently working to create equity, inclusion and social justice. I attended Evergreen and Katherine Smith Elementary Schools and graduated from Quimby Oak Junior High. My wife is a teacher in the Evergreen School District and we have been fortunate to purchase my grandparent’s home next door to my mom on the property I was born and raised in while Evergreen was still hayfields, vineyards and apricot and walnut orchards and considered “the boonies”. To raise my daughters next door to their grandmother like I was able to do is truly a dream come true.

But their experience has been very different from mine and I worry the city I call home will not be accessible to them if they wanted to choose to call it home. In many ways, Evergreen is still “the boonies” when compared to the rest of the city: we are the furthest from just about everything, to make up for the distance our roads are driven like freeways and yet we are still limited to add more needed housing or attract commercial development and services.

As a city employee, I worry
our local municipality may not be able to keep up with the fiscal challenges and demands to keep San Jose safe and affordable and operate efficiently.

I have spent my entire professional career in public
service in various areas giving me diverse, deep knowledge and experience in areas I believe can help our residents and businesses and the City of San Jose organization become more equitable in its service delivery and fiscally sustainable to continue to provide those services. I feel my life has prepared me for this challenge and I would like to serve my district and my city so that future generations can have access to a great education, jobs, housing and quality of life.

It is humbling and an honor to submit my application
for appointment to represent the district which has contributed so significantly to the lifelong formation of my personal and professional identity to be able to do more to help my community address our most pressing challenges.

Question applies to
City Council District 10 Unanticipated Vacancy,
City Council District 8 Unanticipated Vacancy
Please list your past community experience and other qualifications for the role.

Local and Regional Policy Work and Service Management.

As State Assembly District Coordinator for the
Honorable Elaine Alquist (1999-2002), I managed a large field office serving over 400,000 residents and businesses in the Heart of Silicon Valley, including all policy areas during a critical time for our state and with local impacts such as the 2000 VTA Measure A program that funded BART extension and East Valley Light Rail. I sat on the Silicon Valley Manufacturing (now Leadership) Group’s Housing Leadership Group as a member of La Raza Roundtable, advocating for affordable housing policy at the state and local level.

At this time I was appointed by then- Councilwoman Cindy Chavez to and chaired the planning process to the Five Wounds Brookwood Terrace Strong Neighborhood Initiative’s Neighborhood Advisory Board which developed its neighborhood plan.

I was also officially elected by residents to the Strong Neighborhoods Initiative Project Area Committee.

I have decades of experience among policy-making
bodies from neighborhood to state levels.

I understand the highly practical function of district offices in facilitating resident connection to department services and more, beyond the policy making work.

Service
of Senior and Vulnerable Populations.

I began my professional career (1993-1999) as a Mental Health Case Manager for Gardner Health Center’s Centro de Bienestar Older Adult Program.

I have extensive
professional experience working directly with and advocating for older adults, including the severely mentally ill and socially isolated.

I am the Founding Chair of the Santa Clara County Mental Health Coalition, in which I led the County’s Mental Health Planning Process, which is being implemented today.

District 8 is home to a large aging population, including a variety of senior living communities.

I have
relevant experience and demonstrated commitment to provision of critical services to vulnerable populations. Given the current mental health crisis facing our city residents (housed and unhoused) my commitment to advocate for the mentally ill will help raise this awareness and add to much needed resources.

Strong Community and Neighborhood Leadership Development.

From 2002-2010 I served as
Senior Development Officer for the San Jose Redevelopment Agency Strong Neighborhood Initiative.

I
managed a team that revitalized the East Side’s East Valley/680 Communities, Mayfair and Gateway East Strong Neighborhoods, managing a $20 million capital budget that leveraged CDBG and Bond funds and facilitated the development of neighborhood associations and community organizing.

During this time I
secured and co-led with the County District Attorney’s Office, the formation of the King Ocala Neighborhood Area Weed and Seed program, and was a member of the Mayor’s Gang Prevention Task Salvador Alvarez
Force Policy Committee and Tech Team in which my team created the Community Crisis Response Protocol after a double homicide in the Poco Way Apartments. My team organized and founded the massive National Night Out at the Emma Prusch Farm Park. During this time my team was awarded two Pride of San Jose awards for the Gateway East Sanitary Sewer Project which is a model for city service delivery. My team also was awarded the Pride of San Jose award for the Foreclosure Task Force, in which we sounded the early alarm of foreclosures that disproportionately impacted the East Side. I served as interim Strong Neighborhoods Manager twice for a total of a year and a half during staffing transitions.

The Strong Neighborhoods Initiative is the platinum standard for community development and engagement and my guiding star for how I view community engagement and group facilitation.

Small
Business Support, Business Association Capacity Building and Revenue Generation.

For the past 11
years I have been in the City Manager’s Office first staffing Public Safety, developing and implementing an automated application tracking program for the Division of Gaming and initial policy research for the development of the regulation of Medical and Recreational Marijuana.

I also worked directly with the City
Manager and council offices that reported home burglaries to create a log monitoring progress with police reporting and investigation.

The past nine years, I have been working in the Office of Economic Development and Cultural Affairs stewarding special projects and managing programs that facilitate Urban Activation and support small business and our neighborhood business districts.

I led the creation of
the Short-term Rental Policy in collaboration with our hotels, which provides additional funding for the Arts.

With Knight Foundation Funding I co-led the development of a Downtown Wayfinding Program with the Department of Transportation. I have grown the Storefronts Activation Grant program from $200,000 a year to $700,000 in needed financial assistance to businesses in our targeted zip codes for our City’s economic recovery.

I co-manage the city-wide streetlight banner program with the Department of Transportation and have implemented an automated asset management platform to modernize and grow the program.

I manage Business Improvement Districts for Downtown, Japantown and Hotels and am currently working to form a community business and improvement district on Alum Rock Avenue, which will be explored in the Eastridge/Tully Road business corridor.

I drafted the request for proposals for the
Eastridge/Tully Road business manager and have worked closely with the consultants leading that effort.

I
am assigned to the Emergency Operations Center as the council liaison.

I have also received Pride of San
Jose Awards as part of the technical team of Viva Calle San Jose and Homeless Encampment Response Team.

I served as the acting community services supervisor for the expansion of Project Hope, which includes Welch Park. I am a member of the Department of Transportation’s Vision Zero Task Force representing the Office of Economic Development and Cultural Affairs. For the past year and a half I have been a core team member providing direct outreach to our small businesses on Biz Walks citywide, as well as provide group facilitation support for the Diridon Station Area Plan and Flea Market Vendor Outreach.

Community Organizational, School and Professional Leadership.

For the past 5 years I have
served as a member of the governing board for Veggielution.

I have served as a parent volunteer for all
three of my daughters elementary classes, including being the Project Cornerstone Parent, and representing Chaboya Middle School on the Evergreen Elementary School District’s Suicide Prevention Task Force.

I volunteered to coach my daughter’s softball team for three years and served on the Evergreen Little League Board as a softball representative, enjoyed lending and using my tractor for Leyva Middle School field maintenance and helped rebuild softball fields at Dove Hill Park.

I am also
grateful to be a Senior Fellow of the American Leadership Forum Urban Innovation Class 40.

I received
my bachelor’s degree in Anthropology from the University of California at Santa Cruz and my master’s degree in Public Administration from National University.

Question applies to
City Council District 10 Unanticipated Vacancy,
City Council District 8 Unanticipated Vacancy
Do you plan to run for the full term of this seat?
I deeply believe in representative government and believe this appointment process as a function of the power of representative government to ensure District 8 residents and businesses not only have an ear but the ability to advocate for resources during the budget process and critical votes on issues impacting the district like land use and accountability for public projects like the paving of Tully Road scheduled for 2023.

While it is not ideal, this appointment process affords a once in a lifetime opportunity to someone like me, a lifelong public servant, to have access to a seat on the City Council to more directly serve my district. Our community deserves to engage its council representative and learn about them through partnership and trust in action not only campaign promises to win votes.

If appointed, my paramount focus
would be to immediately apply my skills, experience and knowledge as the strongest advocate for residents and businesses of the district to build bridges and vital trust through accountable representation at the ballot box, to which I plan to be a candidate. I will make the office accessible to residents and businesses through office hours and coffees and attend association meetings regularly for as long as I am in office.

Question applies to
City Council District 10 Unanticipated Vacancy,
City Council District 8 Unanticipated Vacancy
What do you think is the biggest challenge the City of San José faces? The Structural Deficit is the biggest challenge the City of San Jose faces - we do not collect enough revenue to cover the full cost of running a municipal government. While we are technically not in deficit, we cannot afford to fully staff city departments to respond to residents and businesses needs timely.

Combined with the high cost of living, and the state-wide housing crisis*, the structural deficit makes it incredibly challenging, if not impossible, to provide the level of service needed to facilitate development, to fully staff our public safety departments, or to build and maintain infrastructure to meet current needs – not to even speak of keeping pace with the growth needed to house current and future residents. In representing District 8, I would work tirelessly to advance, with council colleagues, innovative ways to generate revenue and shift service funding models while looking for ways to streamline services by prioritizing services appropriate to provide through high tech in order to enhance those that require high touch.

We are challenged as a city to be smarter with less, to be smarter in growing revenue to do more and do it all better – housing, transportation, and beyond. *Since the elimination of redevelopment
agencies across the state and litigation over Inclusionary zoning policies froze our ability to fund and build affordable housing, the construction of affordable housing was essentially stopped overnight and now our State and region are in a housing crisis.

While we have projects in the pipeline, many challenges remain to make future projects “pencil” to secure financing and those that might “pencil” need to ensure they are not a burden on city service delivery over time, if we are unable to find solutions for the structural deficit.

Salvador Alvarez
Question applies to City Council District 10 Unanticipated Vacancy,City Council District 8 Unanticipated Vacancy What is the biggest challenge specific to the council district you aspire to be appointed to represent?
Transportation is the biggest challenge to District 8 residents and businesses. Even though the City transitioned from a “level of service” transportation policy to “vehicle miles traveled,” it only highlighted that Evergreen residents have to wait longer in local traffic and travel farther than other residents to get to work, shop or secure services. In representing District 8, I would listen intently to and give voice to resident needs and be a strong advocate working with the Mayor and Council colleagues, as well as regional transportation bodies. I am committed to leading the advancement of infrastructure and strategies that mitigate transportation impacts, as well as incentivize clean transportation options, while supporting development of commercial and mixed-use construction so residents have closer options to shop or secure services. Additionally, declining enrollment in local elementary schools means residents have to travel outside of their neighborhoods closest to freeways to schools furthest from their commutes, adding to the vehicle miles traveled. Our current transportation infrastructure limits development in the district for additional housing, which is desperately needed. Compounding these challenges is Evergreen’s geography being pinned against the Diablo Mountain Range, which means limited population, which limits market viability to build commercial uses. While foothill residents tend to have higher incomes, there are not enough residents to drive demand to build or locate a Trader Joes, or professional offices, rather force those residents to drive 15 miles on freeways across town to secure those services. We need to figure out how to encourage the market to facilitate that development.

Please describe your experience in serving on a Commission or Board.

I have served on several boards and am currently a board member of Veggielution, which is part of the Si Se Puede Collective of non-profit organizations located in the Mayfair neighborhood in San Jose's East Side. I have served as co-chair in the past as well as the chair of the land-use committee and am currently chair of the board development committee. I am in the second of my three year term, which ends in October 2023. We approve agenda items via Robert's Rules of Order and we receive updates of the budget on a quarterly basis and approve it annually. I have been part of the current Strategic Plan which ends this year and will be part of the next strategic planning process.

I have chaired multiple community planning processes in the development of community guidance for public projects and programs. I have worked for the City of San Jose Redevelopment Agency and City Manager's Office for a combined 19 years with extensive contact with the Mayor, Council and their staff in coordination of policy and program development and administration.

What is your understanding of the purpose of the Commission? The city council represents the legislative branch of local government with its district representatives elected or appointed by voting-eligible residents to develop policy and/or ordinances (laws) through the deliberative process, which includes rules (Sunshine and Brown Act) that ensure access to the public.

The
council approves the budget presented by the Mayor and City Manager in March and June of each year.

The council may not direct staff in its administration of government, but rather communicate its direction through the city manager and/or her designees.

Please list three issues facing the City that you feel the Council should address.

I believe lack of affordable housing and homelessness are critical issues that effects all constituencies (community of interests).

The structural deficit affects all levels of service for city residents and businesses and our ability to hire and retain staff.

We need to explore more options to generate revenue to provide and expand current service levels. Finally, safe and affordable transportation infrastructure is critical for our residents and business to be productive and secure.

Auto-related deaths are at an all time high and
we need to figure out how to ensure travel is safer.

Anything else you would like us to know?
Thank you for the opportunity to apply to be appointed as a councilmember which would enable me to serve my district and the city I love at an even higher level. It will allow me to integrate my life's experiences in the greater service of others.

I look forward to sitting down with as many councilmembers as possible over the next few weeks and learning your motivation, guiding principles and priorities as I look to you for advice and support through the process.

Question applies to
City Council District 10 Unanticipated Vacancy,
City Council District 8 Unanticipated Vacancy
Why are you interested in representing this district on the City Council? District 8 has been my home ever since I immigrated here at the age of 11 with my parents. I worked hard as a neighborhood paperboy while my parents
worked minimum wages to make ends meet. After
graduating from neighborhood Schools and getting Engineering degrees, I got married, started working in the
Silicon Valley and have raised my family of two sons and two daughters educated in public Schools and Colleges. Life is good for which I am thankful to my parents for migrating here and I am indebted to this society that has given me so much. This is the time for me to pay back.

Quality of life to live, work,
and play has been deteriorating in the area. We need to address all issues in Council D8 community as
well as the City of San Jose as a whole. Homelessness is not only a problem of downtown streets, D8 neighbors are concerned about homeless people coming to our streets, local parks, and creeks in the area. Homelessness
is in crisis throughout City of San Jose.

Lack of affordable housing and general
inflation is causing increase in crime. We need to provide safe, secure, and clean neighborhoods in D8 by starting neighborhood watches, coordinating with police and fire, and running neighborhood clean up drives. We need to work with schools to make sure enough funding is available to have homework centers for low performing kids, by requesting funds from City and nonprofits.

We need to promote
fast
track permitting process for ADU and incentivize homeowners to add units for low income and or their friends and relatives. Find ways to develop vacant land in Evergreen for affordable housing and Industry to keep Jobs Housing Balance.

Question applies to City Council District 10 Unanticipated Vacancy,City Council District 8 Unanticipated Vacancy What is the biggest challenge specific to the council district you aspire to be appointed to represent?
Safety and Security of all residents. Infrastructure improvements of D8 and the greater city of San Jose.

Need road improvements, need better delineations for safety and better public transportation in D8 (i.e. completion of Eastridge to Bart). Appropriate land use decisions of approximately 700 acres of undeveloped parcels, if Reid Hillview airport is closed. There is no reason why the abandoned golf course (on white and Tully) and Eastridge property/Parking lot cannot become another Santana Row for the Eastside of San Jose. Insufficient funding for parks is causing delays in park improvements.

What is your understanding of the purpose of the Commission? Serve the residents of San Jose City Council District 8 and entire San Jose.

Please list three issues facing the City that you feel the Council should address.

Homelessness, Housing Affordability, and Safety of citizens.

All of the three issues are components of
one problem; "Shortage of affordable housing". Crime goes up when people are having difficulty to make ends meet. So, all components have to be addressed concurrently.

We have 700 acres of undeveloped
land in D8, which is a huge opportunity for Evergreen and entire San Jose to locate affordable housing near public transit systems. Create independent village type developments on abandoned Golf Course, Eastridge, and Reid Hillview airport land; thus reduce auto travel for shopping, eating out and recreation.

Question applies to
City Council District 10 Unanticipated Vacancy,
City Council District 8 Unanticipated Vacancy
Why are you interested in representing this district on the City Council? In search of the American Dream, my parents immigrated from Mexico to San José, where I was born and raised in Council District 8. I am a proud product of the Evergreen School District and San José State University where I earned a Master’s in Public Administration. I have had the privilege of serving the residents of San José while working as District Director for a California State Senator, then at Valley Water, and now as Director of Local Government Affairs for Stanford University.

For more than a decade,
I have served this community and have seen firsthand what it takes to be a successful representative. I value the importance of public service and know that whoever is appointed needs to be responsive to constituents and put the needs of the residents first.

My background, education, and professional
experience provide me with the tools to represent the residents of District 8 on day one and an opportunity to give back to a city that has given me and my family so much.

Domingo Candelas
Question applies to
City Council District 10 Unanticipated Vacancy,
City Council District 8 Unanticipated Vacancy
Please list your past community experience and other qualifications for the role.

I was the lead staff member for California State Senator Jim Beall for several years. There, I developed and implemented policy objectives, strategies, and operating plans for the Senator’s offices and generated support for legislation by building coalitions for his policy platform from elected officials, municipal agencies, and stakeholder groups. I got to interact and connect with the community, including Council District 8, on issues ranging from animal control to zoning policies. Notable accomplishments include the passage of Senate Bill 1, the Road Repair and Accountability Act of 2017, where billions of dollars are allocated annually to fix and repair roads and bridges across the state, including the City of San José. I also advocated for complex public transportation projects (like BART to San José) to receive state funding.

I also played an instrumental role in the passage of Senate Bill 3 (2017), which allocated a $4 billion Affordable Housing Bond to address California’s affordable-housing crisis. Additionally, I also worked on several public safety priorities in the State Legislature. Starting with working to end the school to prison pipeline that has disproportionately impacted black and latino youth, working together with law enforcement for crisis intervention training for better outcomes interacting with vulnerable populations.

Working for mental health parity in our health care system, as well as fire prevention programs to protect our communities from the growing risk associated with climate change and natural disasters.

At Valley
Water in the Office of Government Relations, I worked on various water and environment related issues.

I
collaborated with various elected officials, and different city staff throughout Santa Clara County to improve the quality of life for its residents. My work helped to expand the use of advanced purified water in the region, educate the community about flood protection programs, and complete a major creek beautification initiative with the City of San José as well as several nonprofit organizations.

I have also
volunteered on the board of several environmental advocacy organizations, including Save Our Trails, Friends of Five Wounds Trail, and the Santa Clara County League of Conservation Voters.

Question applies to
City Council District 10 Unanticipated Vacancy,
City Council District 8 Unanticipated Vacancy
Do you plan to run for the full term of this seat?
Yes.

Question applies to
City Council District 10 Unanticipated Vacancy,
City Council District 8 Unanticipated Vacancy
What do you think is the biggest challenge the City of San José faces? Families are still reeling from the social, emotional, and economic effects of COVID, as such housing affordability challenges because of the high cost of living, coupled with lack of adequate mental health and substance abuse services for those in need, are just some of the major challenges that need to be tackled.

Homelessness can be seen in every Council district from District 1 to District 10, although it is more evident and apparent in certain places. District 8 is no exception; throughout my career, I have worked with every Council district in the City of San José. I collaborated with several Councilmembers to help address issues associated with the unhoused living along or adjacent to freeways and state-owned property. I led a cross-functional working group consisting of local and state representatives and their respective agencies, to communicate our needs in an organized and systematic way. This working group ensured that the most pressing issues were addressed efficiently and effectively and ultimately communicated to our respective constituencies with the peace of mind that we were all working collaboratively to find solutions to complex problems that the public perceived to be simple.

Affordability
challenges and homelessness due to lack of affordable housing for people is not just a San Jose problem but a Bay Area and California problem. Middle class families and seniors with fixed incomes are struggling with the high cost of rent, food, and the essentials, and this is something that also needs attention. I intend to bring my experience of bringing many voices to the table and bridging the collaboration gap to ensure cohesion and get things done with accountability and performance standards.

Domingo Candelas
Question applies to City Council District 10 Unanticipated Vacancy,City Council District 8 Unanticipated Vacancy What is the biggest challenge specific to the council district you aspire to be appointed to represent?
There are several pressing issues in District 8, but the biggest challenge affecting its residents is housing affordability. The downstream challenges associated with those who are unhoused also need to be addressed, including mental health and substance abuse services, public safety, and the overall quality of life for residents. I will also look to prioritize properly maintained parks, clean streets and an enjoyable community that is walkable and safe for all. Our region continues to recover, while still leaving our most vulnerable behind. We need to invest in childcare and after-school programs so families are free to focus on work and ultimately move our economy forward. Collaboration with the County, school districts, and nonprofits will help do this economically and efficiently. Studies clearly show that this kind of childcare investment has a multiplier effect on our economy and the "winners" are women and historically disadvantaged communities. The district also lacks adequate public transportation infrastructure, it takes hours for working moms and dads to get to work without a car, that is why having someone who understands the complexities of public transportation funding to advocate and bring projects to fruition is important. I am ready to represent District 8 and tackle these challenges as well as promote and support economic development while also empowering neighborhoods. In addition to working with my fellow council members, there needs to be vigorous community outreach. My goal is to be responsive and accountable to the residents of District 8 by building a diverse staff that’s representative of the district, as well as a robust community engagement program to understand and respond to concerns of the public.

Doing regular coffee chats, community events like forums, clean-ups and resource fairs are going to be a key facet of the office. Given the timing of the vacancy and the coinciding timeline of the city budgetary process, I am equipped with the background and experience necessary to get to work immediately. I am for better accountability and budget performance to ensure that the taxpayers are getting the most from the investments that their elected representatives are making on their behalf.

Question applies to
City Council District 10 Unanticipated Vacancy,
City Council District 8 Unanticipated Vacancy
Why are you interested in representing this district on the City Council? District 8 is my home. It’s the neighborhood I was raised in – the same neighborhood my wife and I are raising our two young children in – and I want them to grow up in an even better neighborhood than the one I had when I was growing up here. When I immigrated here as a teenager, I went to Chaboya Middle School and graduated from Silver Creek High School when I was 17. I’ve seen first-hand how this community has changed in so many ways for the countless neighbors I’ve connected with over the decades, be it through my profession or personal experiences. I want to address the things we are all concerned about – traffic safety, crime, homelessness – because it affects everyone. It’s simple to me – I have seen the highs and lows of this community, its strengths and weaknesses, and I know what the community needs right now. We have no time to waste, I’m ready to hit the ground running and provide District 8 the leadership it deserves.

Question applies to City Council District 10 Unanticipated Vacancy,City Council District 8 Unanticipated Vacancy Please list your past community experience and other qualifications for the role.

Having been a public servant my entire career, I’ve built relationships with countless individuals, families, community groups, business owners, and government offices. I have a unique understanding of how all these entities are connected, and can leverage my experience to quickly and effectively bring about change to District 8. During my previous role as the community and government liaison for the Office of the Chief at San Jose Police Department, I served as a resource to the entire city and its networks, making myself accessible to all who were looking to solve complicated issues, including safety, community and business relations, infrastructure matters, and more. I was able to effect change at the Chief’s office level of oversight, and often coordinated inter-departmentally to address city-wide concerns.

I engaged with the community every day, listened to people’s needs, attended neighborhood meetings and press conferences, and met with other government officials within the Bay Area to find ways to improve relationships within the community. I am currently a police Sergeant, and have previously served as a Detective, Field Training Officer, and patrol Officer for the police department. In all these roles, I interfaced with many sides of the community and have a deep understanding of the needs of my community members.

Question applies to City Council District 10 Unanticipated Vacancy,City Council District 8 Unanticipated Vacancy Do you plan to run for the full term of this seat?
Yes, I think it’s in District 8’s best interest to have a continuous, committed representative. I am committed to serve the community I’m raising my family in and where I myself was raised.

Question applies to City Council District 10 Unanticipated Vacancy,City Council District 8 Unanticipated Vacancy What do you think is the biggest challenge the City of San José faces? Housing is the biggest challenge, as it directly links to the safety of all our residents and their wellbeing.

We need to address the dangers of being unhoused and provide wraparound services. The most vulnerable people in our community often need more than just employment or a roof over their head, they also need mental health services and support in ways that have been previously dismissed and are now crucial to quality of life. Ending homelessness is critical to the safety and health of all our residents, whether they are housed or unhoused. As a part of the police force, I know that part of addressing these issues can begin with us – being better trained to respond to complex issues that affect our people, and in a timely manner.

Question applies to City Council District 10 Unanticipated Vacancy,City Council District 8 Unanticipated Vacancy What is the biggest challenge specific to the council district you aspire to be appointed to represent?
District 8 has experienced traffic-related fatalities and will require adequate infrastructure improvements.

The other issue challenging our quality of life in District 8 is the lost potential of many business centers – we have many commercial areas that can be reimagined and brought to life again via strategic development and eager businesspeople. Our economic development of District 8 needs to be lifted up through better infrastructure and communication – where people speak more languages of the residents, where city resources are more accessible to all.

I received congressional recognition from the Office of Congressman Ro Khanna in December 2021 for contributions I made to the AAPI community in Hate Crime Prevention. I created and maintained safety initiatives for our Little Saigon business district by setting up community meetings and outreach and working with local businesses and the police department to implement safety through environmental design, to deter purse snatching from the elderly and general Asian community, to prevent business/establishment crimes and robbery, and other hateful acts toward the AAPI community. Our solutions included creation of designated presence of police officers and strengthening the Vietnamese business association.

In December 2018, I received the William Poelle Lifesaving Award by the San Jose Police Department. While on patrol, I answered to a report of attempted suicide. When I arrived at the scene, I took measures to bring the individual to safety and provide emergency CPR, saving their life.

Please state why you want to become a member of this Board or Commission including specific objectives which you would work toward as a member.

I love San Jose and care deeply about our community. I wish to make sure everyone is being represented, and provide resources available to them. I believe every family deserves safe neighborhoods and a roof over their heads, and I want to ensure our city does not leave anybody behind.

I
want to focus on outreach efforts and ensure equitable access to neighborhood services and economic prosperity, whether it be through public policy, economic development initiatives, or public-private partnerships. I want to ensure our jobs in San Jose remain attractive, and all employees are paid competitively and are well taken care of, including mentally and emotionally.

And as a parent, I know we
need to make sure our youth have proper curricular and extracurricular programs, including access to libraries and community centers. Their interests and health need to be fostered well.

Please state any other information which you feel would be useful in reviewing your application
I bring to the city hall team my experience working with many diverse agencies and a deep understanding of our citizens and labor force. I want to help people – to serve my community in even more effective ways than I have been. My mom sacrificed everything to bring me to this country and I feel that this role will be a part of my giving back to the community that raised me. I want to serve my community professionally, and as a nearly lifelong member of Evergreen/District 8.

Please describe your experience in serving on a Commission or Board.

It’s valuable to have a liaison anywhere – to know whom to call when you need it most. As community and government liaison for the Chief’s office, I’ve come to understand that the best solutions are developed by thinking outside the box, and working with different people and entities. It’s one of the best ways to bring resources to where it’s needed, in combination with the knowledge one has about local government.

Considering your experience and activities in business, labor, School, professional, social,
Commissions, Boards, or other organizations, indicate the experience, training, knowledge and/or skills which qualify you for appointment.

In addition to the professional and personal experiences I’ve discussed above, I have been an active part of my children’s schools and the community, often organizing partnerships between the police department and schools to educate and develop and nurture good relations between our youth and the police force.

I
have the advantage of being a parent, a public servant, a nearly lifelong resident, an immigrant, a teacher (Field Training Officer) and a student, and a connector of many people and resources. I believe this position to represent and serve District 8 demands a complex combination of these roles, and I am lucky enough to leverage my experience and understanding for my neighbors to serve them.

What is your understanding of the purpose of the Commission? I understand the purpose of the City Council is to hear our community’s voices and serve them in ways that will uplift the quality of life for all. The Council has tremendous potential to enhance the quality of life for our residents, foster a thriving economy, and tackle our region’s most pressing issues through innovative public policy and equitable neighborhood and constituent services.

Please list three issues facing the City that you feel the Council should address.

Housing, homelessness, and public safety.

I am motivated to create change for my neighbors, my family and kids, and the community that surrounds us. I know what it takes to effect change, and am willing to do the hard work in order to best serve my community, because I have the same expectations for my neighbors that I have for my own loved ones.
