From: TIM ZADEL < >

To: The Office of Mayor Sam Liccardo <TheOffi[email protected]> Subject: Replacing Council Members for Fair Representaon

Mayor Liccardo,
Please work to change the city code regarding replacement of council members to prevent future problems such as what we have now--where council members are likely to appoint a representative in-line with personal and political interests rather than someone similar to the one who was elected in the district.

I propose something like this: A council member leaving office during their term can nominate up to three possible successors. The council as a whole can choose to appoint any of the nominees, or hold a special election.

Such a measure would increase the chances of a district having continuing representation that more closely matches the council member they elected. The council as a whole can choose to save money by not holding a special election if they appoint one of the nominees, or they can spend the money on an election.

12/13/22, 2:03 PM Mail - Rules and Open Government Committee Agendas - Outlook https://outlook.office365.com/mail/[email protected]/inbox/id/AAQkADhhYzk3NTk1LTBmZDAtNDc4Yi1hN2Q0LTZjNmZjNTk5MT… 2/2 This message is from outside the City email system. Do not open links or attachments from untrusted sources.

Additional details could be added, such as if a council member dies in office maybe the chief of staff nominates replacement candidates, or each council member can appoint one or two other members to make nominations for them in the case of their early demise.

Such a measure would address the problem of allegedly high costs of a special election without putting someone in office who does not actually represent their constituents.

Thank you,
Tim Zadel

Thank you Mayor Liccardo, Council Members Jones, Foley, and Mahan for supporting democracy in San Jose.  They say 90% of life’s success is just showing up.  Thanks for showing up for us, representing us and voting for a special election to fill the vacant D8 & 10 council seats!  At least some of you appreciate voters rights, but it appears labor backed CMs and labor unions who VOTE to unionize for representation are now opposed to VOTING for the rest of us. Maybe we in D10 can appoint a new executive director of the South Bay AFL-CIO Labor Council? We could write a memo on the process and start taking applications now, even though we have already decided who should serve in the position.

Dear Honorable Mayor and Councilmembers,Thank you for committing to include and value community input throughout the City Council Appointment process. The Appointment Application period has now closed with roughly one dozen applicants for each open seat. Community input is a vital guide for your consideration of each applicant. I write to express strong support for appointment of Sal Alvarez to represent District 8. Sal is a well known product of Evergreen/East San Jose and has tremendous breadth of professional and community service experience that will benefit District 8 and all of San Jose. Subject: RE: SUPPORT: Carmen Brammer D8 City Council Vacancy.

To Whom it may concern:

In today's City Council atmosphere, efficiency combined with kindness is somemes an uncommon mix. I have sincerely valued the community advocacy work candidate, Carmen Brammer's engagement and how she has professionally represented the Polical Strategist & Community Advocate that she has shown in the City of San Jose which has provided me with a sense of security of her being the next Council person to take on the open posion in district 8.

I believe that Candidate Brammer will be one of those future exceponal council members, and I truly hope that all of the future council leaders, who have the good fortune to council with her know her and, recognize her worth and why it’s right for her to advance to the vacancy of the City Council office in District 8. I would like to offer my profound gratude for the superb work she as a Polical Strategist & Community Advocate that she has done shown over the past years and months, as well as for the day-to- day tasks, for which she has demonstrated such a passion for her cra while volunteering with her on the Black leadership Kitchen Cabinet Commiee.

The joyful approach and energec personality of Carmen that we all on our commiee have witnessed, along with an incredibly exceponal work ethic, have earned the respect and admiraon of not only our

I also want to highlight how she’s flawlessly structured a strategic Polical & Community Advocate perspecve with us that I will promote for years to come.

We have all taken note of the long hours needed to complete the addional tasks that go along with the volunteer strategic decision-making abilies she has demonstrated in support of B.L.K.'s mission and value, and I want to once again express my gratude.

Please accept this tesmonial as a slightly more tangible expression of the esteem and again gratude with which I viewed Carmen’s Polical Strategist & Community Advocate work since our introducon and I hold heartedly support her candidacy for the open City council posion in District 8.

Carmen Brammer has a stellar background as a progressive polical strategist and community advocate when it comes to promong equity and serving minority communies and Black, Indigenous and People of Color (BIPOC). I have worked with her for years and can personally aest that she is smart, collaborave and works extremely well with others which is a prerequisite for any candidate to fill a City Council vacancy. As a leader in the African American community, she will bring a point of view and a voice that is currently lacking on the Council.

I cannot be more excited to have this opportunity to support Carmen Brammer! Please appoint her to fill the open District 8 seat on the San José City Council

Hello,

I would like to extend my support for Carmen Brammer for the District 8 Councilmember vacancy.

Carmen is a thoughtful, heartfelt leader and a pillar in her community.

I have had the pleasure of working with her as a member of the Sacred Heart Housing Action Committee--she has shown great leadership and compassion for our most marginalized voices. And I've seen her work with the REAL Coalition, and she is dedicated to serving the members of her community.

I know the residents of District 8 would be lucky to have her represent them on the dais.

Thank you for your time & consideration.

Sincerely
Andrew Siegler

Dear Mayor and City Council Members:

I have worked with Carmen Brammer for about a year as core members of the Sacred Heart Housing Acon Commiee. I strongly support her appointment to the City Council vacancy in District 8.

Ms. Brammer supports SHHAC as a polical strategist and community advocate. She has been aending many of the City's public meengs on issues such as COPA to represent our posion and gather informaon from City staff. She asks astute quesons about issues and policies in our strategy sessions and presents well-researched informaon to support her posions. She is very knowledgeable about both San Jose policies on community issues and comparable policies in other cies and would bring a wealth of informaon to her role as Councilmember.

Ms. Brammer is dedicated to making San Jose a beer place for its residents, especially District 8.

I have also noced that there are no Black women on our City Council who can inform the City's work for racial equity using their lived experience of misogynoir. Ms. Brammer can provide that perspecve, along with her extensive qualificaons that she has presented in her applicaon.

Please appoint Carmen Brammer as the new City Councilmember for District 8.

Kind regards,
Kathryn Hedges
Member, SHHAC

I would like to offer my support for Carmen Brammer for District 8 of the San Jose City Council. Carmen is passionate about improving the lives of neglected communities by exposing and breaking down social inequities and entrenched racist barriers. Through her lived experiences as caregiver for her mom, she has developed a deep commitment to bring visibility to the much needed changes required within the long-term care industry and health care overall, and giving a voice to senior care issues. She is a psychology major and a long-time resident of San Jose.

Over the past couple of years I have had the pleasure and opportunity to work with Carmen in a couple of community organizations, the South Bay Progressive Alliance and the Santa Clara County Single Payer Health Care Coalition. Her willingness to take on and carry out leadership roles has made her stand out.

In June 2022, the African American Community Services Agency (AACSA) honored her with their Advocate of the Year award as did the County of Santa Clara, Board of Supervisors.

Thank you for considering Carmen for District 8.

Sincerely,

Peggy Elwell

Dear Mayor Mahan:

I am wring as a 7-year resident of San Jose and I urge you to appoint Carmen Brammer to the vacancy in District 8.

Carmen has excellent experience and leadership skills in project and program management, communicaons, markeng, and much more. She has been a strong community advocate and served as the Senior Project Manager for Santa Clara County’s Covid-19 Black Project. In June 2022, the African American Community Services Agency (AACSA) honored her with their Advocate of the Year award, as did the County of Santa Clara, Board of Supervisors.

She understands the needs of both ordinary cizens as well as some of Silicon Valley's biggest companies that she previously worked with. She is also actively involved with local community-based organizations, non-profits, and grassroots community groups.

As a Black woman, she would help improve diversity on the Council and be a positive role model for both women and minorities that might someday wish to follow in her footsteps of civic engagement and public service.

I hope you'll appoint Carmen to the D8 vacancy. I know she would do a great job for all of San Jose!

Thank you for your consideration of Carmen Brammer as our next D8 Council Member.

Hello,
I am honored and privileged to write this letter in support of Carmen Brammer to serve in District 8's City Council. I have faithfully served with Carmen as a member of the Black Leadership Kitchen Cabinet of Silicon Valley for the last 4-5 years. Carmen's dedication, experience and love in serving her community are unparallelled. She has worked tirelessly to advocate for improved policies around equity and increased access to funding, housing and other critical resources for our most vulnerable populations (e.g., seniors, immigrant families, persons with disabilities, African/African Ancestry families). For example, she served as the Senior Project Manager for Santa Clara County’s Covid-19 Black Project, where she worked with a team to ensure that the African/African Ancestry Community received life-saving information on how to prevent the spread of COVID-19 and that they were connected to COVID-19 emergency response resources.

Carmen Brammer has been a long-time political strategist and community advocate , as well as a long-time San Jose resident. Through her lived experiences as a caregiver for her mother, she has developed a deep commitment to raise visibility to much needed changes required within the long-term care industry, and has given a voice to senior care issues.

Carmen has also led highly visibly global transformative initiatives in hardware and software development at many of Silicon Valley's Fortune 500 corporations. I am proud to know Carmen and fully endorse her for this role, as she is equipped and positioned to serve District 8 well!
Sincerely,
Ashley Robinson, Member

Dear City Councilmember,

As a resident and voter in San Jose, I am writing in support of the City Council appointing Carmen Brammer to fill the D8 vacancy. This past summer, Ms. Brammer was honored as Advocate of the Year by the Santa Clara County Board of Supervisors for her positive work in our community. She is passionate about improving the lives of neglected communities by exposing and breaking down social inequities and entrenched racist barriers. Through her lived experiences as caregiver for her mother, she has developed a deep commitment to bringing visibility to the much needed changes required within the long-term care industry and giving a voice to senior care issues. I believe Ms. Brammer would be an excellent City Councilmember.

Thank you for your consideration,

Dear Mayor Mahan,

Today I am wring to you in support of Carmen Brammer, candidate for San Jose District 8 City Council. As an educator serving schools in San Jose over the past 30 years, I see that representaon on the City Council should include a member with a strong commitment to addressing social jusce issues and experience from working in local industries to represent District 8.

Carmen is a polical strategist and advocate who works towards helping underserved, underrepresented, and marginalized communies. She is commied to reforming the health care industry, with one example of this evident in her OpEd in the March 5, 2022 San Jose SpotLight publicaon, where she describes problems she has seen in residenal care facilies for the elderly due to their for-profit policies that result in paent negligence.

Carmen has many community connecons with groups that support vulnerable populaons. She is acvely involved with the Black Leadership Kitchen Cabinet of Silicon Valley, a coalion that addresses the needs of the African/African Ancestry Community in the county, including parcipaon in local efforts for affordable housing while advocang for fair treatment of low-income and communies of color. I’ve known Carmen since 2018 through acvies we have both been involved in through Solidarity Sundays San Jose, which parcipates in polical acvism through educaon and leer-wring campaigns, and Stand Up for Racial Jusce, South County, which supports members of local vulnerable communies through ally acvies. Carmen is always a voice for change where it is needed and gives credit and support to those who are doing the work towards supporng people without a voice.

Carmen has experience and knowledge from working in the tech industry, as a former project and program manager for companies such as Sun Microsystems, Genentech/Roche, and Cisco. This business experience, combined with her advocacy work and ability to idenfy and support the needs of vulnerable members of our community make her a strong candidate to serve on San Jose’s City Council.

Please consider Carmen Brammer for the appointment of San Jose’s City Council for District 8. She will serve the community well in this role and bring a range of experiences and skills to this posion.

Sincerely,

Marji McMillan

Honorable Mayor, Vice Mayor and Council Members,

As you consider who to appoint to the open City Council Seats in District 8 and 10, I respectfully suggest that you recommend the appointment of people with a passion for problem solving and for working as a team With Federal funding for non-capital projects drying up and California's budget surplus swinging $100B from the positive into the negative, and a large portion of our workforce fighting a return to the office, it is pretty clear that 2023-2034 is going to be very rough.

Knowing we remain at least 300 police officers short with growing public safety demands, and that we continue to face a housing and homeless crises that has the potential to spiral out of control, and that as we will face the fiscal impact of an ongoing jobs/housing deficit with a workforce that remains reluctant to return to the office, San Jose desperately needs problem solvers in each of our Council districts. The issues we face demand leaders who are not territorial and who can communicate to their constituents a City/Region wide perspective and vision that resonates.

The good people of San Jose need thick skinned leaders who remain resolved to ensure we advance on the social and economic front no matter what fiscal issues come our way. We desperately need leadership that inspires all of its constituents. Let us never again leave anyone behind. Much as JFK did, let's call on our greatest asset (our people) to engage with leadership in the problem solving process. Let's call on the public and the private sector to forsake opportunism in exchange for an ethical pursuit of greatness.

Like all of you, I love my City and believe our best days are ahead of us if we will just keep our eyes fixed on what we can do together.

Thank you for your tireless leadership,

Mike Sodergren
