Mayor Liccardo,
Please work to change the city code regarding replacement of council members to prevent future problems such as what we have now--where council members are likely to appoint a representative in-line with personal and political interests rather than someone similar to the one who was elected in the district.

I propose something like this: A council member leaving office during their term can nominate up to three possible successors. The council as a whole can choose to appoint any of the nominees, or hold a special election.

Such a measure would increase the chances of a district having continuing representation that more closely matches the council member they elected. The council as a whole can choose to save money by not holding a special election if they appoint one of the nominees, or they can spend the money on an election.

Additional details could be added, such as if a council member dies in office maybe the chief of staff nominates replacement candidates, or each council member can appoint one or two other members to make nominations for them in the case of their early demise.

Such a measure would address the problem of allegedly high costs of a special election without putting someone in office who does not actually represent their constituents.

Thank you Mayor Liccardo, Council Members Jones, Foley, and Mahan for supporting democracy in San Jose. They say 90% of life’s success is just showing up. Thanks for showing up for us, representing us and voting for a special election to fill the vacant D8 & 10 council seats! At least some of you appreciate voters rights, but it appears labor backed CMs and labor unions who VOTE to unionize for representation are now opposed to VOTING for the rest of us. Maybe we in D10 can appoint a new executive director of the South Bay AFL-CIO Labor Council? We could write a memo on the process and start taking applications now, even though we have already decided who should serve in the position.

As you consider who to appoint to the open City Council Seats in District 8 and 10, I respectfully suggest that you recommend the appointment of people with a passion for problem solving and for working as a team With Federal funding for non-capital projects drying up and California's budget surplus swinging $100B from the positive into the negative, and a large portion of our workforce fighting a return to the office, it is pretty clear that 2023-2034 is going to be very rough.

Knowing we remain at least 300 police officers short with growing public safety demands, and that we continue to face a housing and homeless crises that has the potential to spiral out of control, and that as we will face the fiscal impact of an ongoing jobs/housing deficit with a workforce that remains reluctant to return to the office, San Jose desperately needs problem solvers in each of our Council districts. The issues we face demand leaders who are not territorial and who can communicate to their constituents a City/Region wide perspective and vision that resonates.

The good people of San Jose need thick skinned leaders who remain resolved to ensure we advance on the social and economic front no matter what fiscal issues come our way. We desperately need leadership that inspires all of its constituents. Let us never again leave anyone behind. Much as JFK did, let's call on our greatest asset (our people) to engage with leadership in the problem solving process. Let's call on the public and the private sector to forsake opportunism in exchange for an ethical pursuit of greatness.

Like all of you, I love my City and believe our best days are ahead of us if we will just keep our eyes fixed on what we can do together.

Our children aended school together since Kindergarten in Oak Grove School District (OGSD) where he was elected as an outstanding Board of Trustees member for over 24 years. He listened to the community and staﬀ and was always the voice of reason on our board.

I found him to be fair and honest when it came to making the toughest decisions, especially when it came to closing schools in our district. He was the leader that helped make this process less painful for all of us.

Dennis' extensive experience in public management will help him be producve on the Council because he knows the city operaons and has common sense ideas on how to improve the City of San Jose. As a mother-in-law of a SJPD Public Safety Oﬃcer, I know Dennis is commied to improving public safety, starng with hiring more police oﬃcers, strengthening community policing, and promong more crime prevenon programs, which will help homeowners (like myself) and residents protect themselves, their family, and their neighborhoods.

As an employee of OGSD for 22 years, I know he also cares deeply about the safety of the children and staﬀ in our schools as proven over and over again as an OGSD Board Member. He has the support of many staﬀ and parents in our community who have worked closely with him over the years. He was a huge presence while honorably serving Oak Grove School District.

As the wife of a City of San Jose Building Inspector Supervisor, I know Dennis has great ideas on how to increase the staﬃng levels so the City can deliver the services which the people have a right to expect and ﬁnd new approaches to reducing homelessness and the blight it creates throughout our community.

Please appoint Dennis Hawkins as Council Member for District 10. He is fair, honest, responsive, responsible, and accountable to all; not just a select few. More importantly, Dennis is always listening and taking care of business.

I watched the interviews of the candidates for District 10. If I had the opportunity to vote, Dennis Hawkins has earned my vote hands down. Not only is he well informed with the City’s policies, procedures and history. Dennis' ability to be a team player, headed towards a diligent thoughtful solution to the issue is what this City needs.

Dennis seems to be driven by the good of the community and not any personal agenda.

Dennis' humility is admirable and refreshing.

Dear Honorable Mayor Mahan and Councilmembers:

: WANT DAVID HEINDEL Appointed as DISTRICT 10 COUNCILMAN

We want DAVID HEINDEL to be appointed as District 10’s representative replacing Mayor Matt Mahan. David Heindel clearly stated he does not intend to run for the 2024 Council member position for District 10. He has given freely of his time and talent to benefit District 10.

We oppose the appointment of Wendi Mahaney-Gurahoo for the D10 Council position because she has not been fully vetted by the voters of Almaden Valley (District 10). A few concerns follow:
· Wendi's election to the SJUSD Board of Trustees was supported by a mayoral candidate who lost D10 by 22 points in the recent mayoral election. Her current appointment is endorsed by a County Supervisor who does not represent D10, and who voted to gerrymander and redistrict Almaden Valley (part of City Council D10) out of County District 1, which is a move widely opposed to by Almaden Valley voters including us.
· During the Almaden Valley Community Association zoom meeting on 1/20/23, Wendi stated she communicates with parents; however, she then indicated the pandemic caused communication issues. Very limp excuse. She does not demonstrate real involvement, good communication and listening skills with her

With her poor performance communicating as an SJUSD Board Member, Wendi is clearly not up for the job of representing D-10 residents as our council member.
· She approved an official SJUSD response to a Grand Jury Report which spoke poorly about the Grand Jury Members and her Almaden Valley constituents. Is this her approach when she disagrees with people?

PLEASE appoint David HEINDEL as our District 10
