Subject: D10 Leer of Support Wendi Mahaney-Gurahoo

Some people who received this message don't often get email from Learn why this is important

Dear Mayor Mahan and Members of the San Jose City Council:

I am writing in support of Wendi Mahaney-Gurahoo’s candidacy for the vacancy in District 10.

Wendi is a community impact leader with over 30 years of experience in advocacy, policy development, communications, operations, in government, non-profit, and private sectors. She currently chairs the City’s Library and Education Commission. Dedicated to public service, Wendi also serves as the Vice President of the San Jose Unified School District Board of Trustees, representing much of the city council district.

I have been working in San Jose since 2000 and I have worked with Wendi on projects related to children and families. I support Wendi because she is passionate about everyone in our community, and she strives for inclusivity in all she does. I have seen Wendi manage delicate conversations and watched her create consensus from divergent views. Additionally, Wendi is detail-oriented and committed to the highest quality in her work, and I know she will bring these skills to the role of City Council.

Please appoint Wendi to the District 10 seat. She will be an asset to our city.

Sincerely,
Shawn Gerth

You don't often get email from Learn why this is important

Councilmembers and Mayor,
I am wring to urge you to reverse the decision to appoint San Jose Councilmembers for the open seats in districts 8 and10. The voters should decide who represents them. The remaining term is nearly two years; the period of me our district will be represented by an appointee is not brief; that is why it is important to let the voters decide through a special elecon.

We should maintain the historical precedent of holding an election to determine who represents our districts in the city council. By using appointments as planned, the individuals who would be appointed would not have been chosen by voters in the affected districts.

There has been almost no transparency to date regarding the vote by Councilmembers on applicants for the two city council seats currently open. V otes to identify finalists have been conducted in secret.

A special election would cost the city as much as $11 million. This expense represents 0.18% of the city’s $6 billion budget. It’s a small price to pay for advancing democracy.

I urge you to abandon the plan to appoint Councilmembers for districts 8 and 10 and vote for a special election to fill the district 8 and 10 seats.

Sincerely,

Elaine Jones
District 10 Resident

San Jose City Clerk Toni Taber,
I am writing in regard to the appointment process to fill San José Districts 8 and 10.

As a San José resident, it’s clear to me that our city is currently at a critical juncture, in dire need of resources and solutions for public safety, parks, and vital infrastructure. The people of San José are ready to work together with our neighbors and our communities to build a better city!
We need to fight the systemic issues that cause displacement and homelessness. COPA is designed to help community groups preserve our existing affordable housing from investors who drive the vicious cycle of escalating rents. Tenant Right to Counsel fights the trend of landlords bullying tenants who can't fight wrongful evictions, such as when a new owner wants to increase rents. This is how we stop people from falling into homelessness.

Criminalizing homeless people for trying to survive (vagrancy laws etc.) just makes it harder for them to get housed if they have a criminal record for sleeping outdoors, etc. San José needs safe, secure, and dignified housing for all residents. This includes people working at all income levels, as well as for retired grandparents in extended families, and Disabled people whose support networks are in San José.

As you decide who will represent District 8 and 10 on our city council, I urge you to consider leaders that truly represent our broad and vibrant democracy and can deliver good jobs, accessible housing for all, safer neighborhoods, and the prosperity that we all dream of for our families and communities.

I stand alongside a broad coalition of partners from labor, community, and multi-ethnic organizations in supporting a process that would lead to genuine representation for our communities.

Subject: Dennis Hawkins

I'd like to speak in behalf of Dennis Hawkins, candidate for the City Council.

As a teacher in the Oak Grove School District, I became acquainted with Dennis, who, as you may know, served as a Trustee for something like 24 years. Almost 1/4 of a century.

In that role, I knew who the school board members were, but they didn't necessarily attend Back to School Night or Open Houses when you would expect them to. Except Dennis. He was always there, interested in what the students were doing, talking with parents and teachers.

It seemed difficult to find a majority agreement with the staffs on a tough issue or the way an administrator is performing. However, I've only heard total praise from every teacher I've talked to (at many schools) about two people: Manny Barbara and Dennis Hawkins. There is great respect for each of them from those for whom they work - and with whom - for the same reason: they value others, get a lot done, and they listen extremely well. Whether or not you agree with their decisions, you always know you've been heard.

Dennis served on the school board during two very tough times in the district, first in about 2003 when San Anselmo and Blossom Valley Schools were closed, and then again a few years ago when Miner and Glider Schools had the same experience. Tensions ran high with parents at these times, and emotions sometimes trump reason. Dennis was involved in these decisions, and because I was teaching at San Anselmo and was directly affected, I watched how it played out. Yes, it was difficult, but I felt it went quite smoothly, all things considered, and parents and teachers accepted the outcome.

A few years ago, when it was evident a school or two would need to be shuttered, Dennis volunteered to chair the public meetings. A lot like putting yourself on the front lines of a heated

There were some very emotional times, and people who were extremely upset, but Dennis kept it on keel. It was evident to me that Dennis' cool persona helped people to be more calm and to accept the decision. Again, they felt they'd been heard, and that was the key.

During the time he was on the Oak Grove School Board, Dennis was known by many as the "voice of reason." I've never seen him upset or belittle anyone, no matter how they acted. He can "fly above the storm," and building consensus is one of his talents as a people-focused person.

Not only was I a teacher in the district and working on several district committees, but I have lived on the same street as the Hawkins family. I was curious to see if Dennis would be the same calm, steady person in real life as he was in public life. He was, and the entire neighborhood respects and appreciates him and his family.

Dennis not only served on the school board for almost two and one-half decades, but he has worked as manager in the city offices, so he has seen city operations in their entirety. He has a working knowledge of not just the area where he lives, but he knows the city, the departments, and how they all fit together. He can and will hit the ground running from the first day on the council, able to understand the complexity and breadth of the city and how his district can work well to achieve the goals. He won't have to learn it over a period of time.

As an HR manager, he knows how to work with people, how to build competent staffing, how to bring out the best in others. It's not just book knowledge. He has decades of experience with it, and what he does works because he treats people as being of value, is organized, and a great listener, focusing on people's eyes and what they are saying when they speak.

The last point is that having lived in the city and Blossom Valley, especially for a long time, I have not known us to have a city councilor from Blossom Valley, or even the Bernal area. Usually they are from Almaden Valley. It's time for a representative who is more from the middle or even eastern edge of the district.

Thank you for your considerations. Dennis has my wholehearted support to serve on the San Jose City Council, knowing he is responsible, organized, responds and listens to what people have to say before he says anything. He will make the best decisions for District 10 and the city!

Hello Councilmember Cohen,
I live in District 10 and I would like to see George Casey be appointed to the San Jose City Council. He is a long-time D-10 resident. His approach to the office seems the most transparent and is a long-term public servant of San Jose institutions.

Indications are that he would listen to us prior to any decisions or directions affecting our district being made.

Please vote for George Casey to occupy the District 10 Council seat.

Sincerely,
Steve Wing

Subject: Appoint Wendi Mahaney-Gurahoo to D10 Vacancy

Dear Mayor Mahan and Members of the San Jose City Council:

I am wring in support of Wendi Mahaney-Gurahoo’s candidacy for the vacancy in District 10. I am a D10 resident and have been engaged in the community for many years. The D10 council member must have strong knowledge of local needs, and understand how to approach geng the needs met. From maintaining green space, to community events, to safety and blight, to unhoused, Wendi understands these needs and I am confident as the D10 council member, she will hit the ground running, engaging many residents and stakeholders to reach success.

I have known Wendi directly eight years, and through her work much longer, and have experienced her to be the exact person D10 needs. Through her First 5 and school board work, Wendi has advocated and established polices supporng countless families, strengthening the community through her efforts. Her resume and experience speaks for itself, showing her skill and understanding of business, family, childcare, educaon, poverty, mental health, and government services, and the importance of solving issues through collaboraon, policy and advocacy. She is a natural engager, listener and communicator, and takes me to understand the needs of all stakeholders. Her deep understanding of issues, ability to join with different points of view, and come to soluon, puts her in a great posion to connue the district work of Mayor Mahan.

I whole-heartedly support Wendi and know she will provide strong immediate representaon if appointed to the City Council.

Sincerely,

Dear Councilmembers and Honorable Mayor:

Subject: Opposing Wendi Mahaney-Gurahoo for D10 Council Appointment Normally it is best to write letters of support for candidates versus letters opposing them.

However, due to the lack of time and no true public vetting of appointee candidates, I am writing a letter opposing the appointment of Wendi Mahaney-Gurahoo for the D10 Council position. My reasons are numerous, but the main ones are summarized below.

Some facts and thoughts:

1. Wendi has Never Been Fully Vetted by the Voters of D10 (or even Almaden Valley Voters)

Wendi ran unopposed for the SJUSD Board of Trustee position that she currently holds.

This means that she, her positions, and her affiliations have never been fully vetted. The fact that she holds this elected office is no indication of her appeal to the voters of D10.

2. Her political support does not align with the voters of D10

Her election to the SJUSD Board of Trustees was supported by a mayoral candidate who lost D10 by 22 points in the recent mayoral election.

Her current appointment is also endorsed by a County Supervisor who does not represent D10, and who voted to gerrymander and redistrict Almaden Valley (part of City Council D10) out of County District 1, a move widely opposed by Almaden Valley voters.

3. Wendi has a Track Record of Ignoring Constituents/Parents

She does not communicate with the parents in her district. She does not respond to emails.

Wendi does not produce a newsletter. Wendi has not attended Chats with the Principal at Graystone or other schools in her district.

During the Almaden Valley Community Association (AVCA) zoom meeting on Friday, January 20, 2023, she bragged about how well she communicates with parents. But when asked further, she deflected and indicated that the pandemic had caused issues with communication. The pandemic was the time that required even more effort on communication – newsletters, zoom meetings, emails. None of which she employed with her constituents.

I spoke with parents of students at Bret Harte, Leland, and Graystone schools. They said there has been no communication from her. Those that sent her emails about issues have never received a response.

4. Wendi Denigrated Grand Jury Members & Constituents with Whom She Disagreed

Wendi approved an official SJUSD response to a Grand Jury Report that denigrated both Grand Jury Members, who are volunteers, and her Almaden Valley constituents.

SJUSD stated in their response to an official Report that the Grand Jury “…was …searching for nonexistent evidence to support a pre-determined conclusion from a group of ‘not-in-my-back-yard’ individuals who knew Grand Jury members.” Wendi Mahaney-Gurahoo approved this response to the SSC Civil Grand Jury Report (https://www.scscourt.org/court divisions/civil/cgj/2020/Transparency%20in%20the%20SJU SD%20-%20Lessons%20to%20be%20Learned.pdf) that dismissed her own constituents with the pejorative term NIMBYs.

By ignoring and denigrating her own constituents, Wendi dismissed the legitimate concerns of 7,000 constituents that signed a petition opposing the razing of Leland High School and Bret Harte Middle School for SJUSD employee housing based on numerous concerns including:
• Adverse environmental impacts documented by the Sierra Club, Green Foothills, Santa Clara Valley Audubon Society and Santa Clara Valley Chapter of the California Native Plant Society in a letter to SJUSD (copy attached).
• Cost of a replacement school that was proposed to be built on property not owned by the SJUSD
• Infrastructure costs, in addition to school building costs, as the site proposed was on McKean Road which is a two-lane road with no sidewalks, no marked secure bike lanes, and no traffic lights.

On Tuesday, March 2, 2021, at a special meeting, the SJUSD Board of Trustees voted to approve the SJUSD staff draft response SCC Civil Grand Jury Report (For draft response approved see:
https://simbli.eboardsolutions.com/Meetings/Attachment.aspx?S=36030421&AID=104816& MID=6001 issued in December 2020.)
Wendi Mahaney-Gurahoo, who approved the response, demonstrated a lack of respect for her own constituents, their concerns, and Grand Jury members.

Furthermore, instead of working on improving transparency at SJUSD and Board oversight, she and the rest of the Board approved name calling and bullying to justify ignoring the issues raised in the Grand Jury report. This demonstrates a lack of respect for those with opposing views; the inability to accept criticism; and the lack of desire to improve processes.

This is not the type of Council representation that would be desired by residents in D10.

Councilmembers & Honorable Mayor
Letter Opposing Wendi Mahaney-Gurahoo
Dated 1/23/2023

5. Wendi Plans to Run for Re-election

This special appointment was intended to be a placeholder until the next election is scheduled. Wendi has already affirmed that she intends to use the power of incumbency—if she is now appointed—to run in the upcoming D10 election. 80+% of incumbents are re- elected. This advantage could mean that the council decision to appoint instead of allowing a special election could impact D10 representation not just for 2 years, but for 6 or more years. This makes the council decision and appointment even more far-reaching. Appointing someone that has never attracted community support in a contested election, and who draws the endorsement of politicians that do NOT enjoy the support of D10 voters, would be a direct insult and rebuke to the voters of D10.

Respectfully Submitted,
Sandra A. Delvin, PE
D10 Resident

Dear Mayor Mahan and Members of the San Jose City Council:

As a resident of D10 I am writing in support of Wendi Mahaney-Gurahoo’s candidacy for the vacancy at City Council.

I support Wendi because she is a dedicated and hardworking member of the community. I’ve known her for several years and her work ethic has always impressed me. She is very passionate about her work and I love that she supports accessible childcare for working parents. As a new mom myself, this is an issue that hits close to home. It is vital to my family that we have affordable childcare for my son so we can continue on our career paths. We need someone like Wendi to advocate on behalf of parents and their children when it comes to childcare and early childhood education. I believe Wendi is an excellent fit for the job.

Please appoint Wendi to the District 10 seat.

Sincerely,
Jessica Chukhlebov

Subject: District 10 Candidate support - Wendy Mahaney-Gurahoo

Dear Mayor Mahan and Members of the San Jose City Council:

I am writing in support of Wendi Mahaney-Gurahoo’s candidacy for the vacancy in District 10.

Wendi is a mom, a school board member, and active community volunteer. When she was a single mom navigating the world when her son was very young, she was grateful to have an employer who subsidized 70% of her child care costs so that she could return to work. As a school board member, she was dedicated to ensuring that teachers and students were supported during the COVID-19 pandemic. As a result of her leadership, we expanded food distribution to all students and family members, secured digital devices (hotspot and laptops) and distributed them to families in need, and repurposed the duties of bus drivers to do wellness checks on missing students. And finally, whenever a natural disaster strikes her neighborhood, she jumps in trying to connect her neighbors to services at every level of government. Wendi is a passionate advocate for our community and our district 10. She has a record of success in bringing services, funding, and a voice to those historically disenfranchised.

It is important for our government to reflect who we are. When women are represented at high levels in business, nonprofit organizations and the public sector, decisions are more collaborative, transparent and effective. In what used to be considered the Feminist capital of the world, the City of San Jose is one of the few localities that lost gender parity on its City Council after the November 2022 elections. We do not ask this Council to appoint Wendi because she is a woman. But we cannot ignore that the 10th largest city in America lacks the women’s equality it once was celebrated for. We ask this Council to appoint Wendi because she already represents a large swath of the district and is the most qualified, experienced person for the job.

Please appoint Wendi to the District 10 seat.

Sincerely,
Neela Chaudhari
Resident of District 10

Dear Mayor Mahan and Members of the San Jose City Council:

I am writing in support of Wendi Mahaney-Gurahoo’s candidacy for the vacancy in District 10.

It has been my distinct honor and privilege to serve alongside Wendi in our capacity as Commissioners for the Library and Education Commission, as well as Trustees for the San José Unified School District. We have spent the last 5 years serving and advocating to continue to make San José a beautiful city where everyone can safely raise their children and allow them to pursue their dreams. I have been blessed to have served on committees with Trustee Mahaney-Gurahoo and I wholeheartedly believe that she leads with her mind, heart, and values.

Through her service at SJUSD, and as a result of her leadership, we expanded food distribution to all students and family members, secured digital devices (hotspot and laptops) and distributed them to families in need, and repurposed the duties of bus drivers to do wellness checks on missing students. She not only cared for the education and basic needs of our students, but also worked to implement Ethnic Studies classes and our new policy on Grading for Equity. As Board President, I know that our district will be losing a fantastic Vice President, but the San José City Council, and residents of our city, will be gaining a valuable asset and leader.

Vice President/Chair Mahaney-Gurahoo will bring experience as a mother, educator, non-profit leader, and policy maker that will only make our city stronger.

She has been committed to service and has a proven record of success. I am confident Wendi will bring that same drive if appointed to the City Council. Please appoint Wendi to the District 10 vacancy.

Sincerely,
José Magaña
Board President, San José Unified School District
- Council District 6

Hi Ma ~

The Comanche Blossom Valley Neighborhood Association, with its 900+ households in South San Jose, was established in the summer of 2021. It was due to David Heindel’s leadership and guidance that we were able to smoothly form a neighborhood organization that promotes safety, responsibility, and civic duty among its residents. Without David’s help and encouragement, we would not have been able to do all the community projects that we have accomplished so far.

We endorse David Heindel to represent our district and we hope you will highly consider his nomination.

Thank you,

Roxanne Koopman

Dear Mayor Mahan and City Council Representaves,

It is with great honor that I write on behalf of Dennis Hawkins in support of his appointment as the City Council Representave for District 10. Not only am I a resident of District 10, I am also an employee of the Oak Grove School District where he played an integral part in my role and growth as an educator. As you know, Mr. Hawkins was an Oak Grove School District Board Member for 24 years. In his 24 year tenure, which is most of my 20 year career in the district, Mr. Hawkins truly represented what it means to be a leader. He built an excellent rapport with both the employees of the district and his constuents. As a teacher, I never once hesitated approaching him with my concerns and knew he would be empathec and responsive. During school closures, Mr. Hawkins navigated our district through a tough decision with integrity, open-mindedness, and equity. His calm voice of reason made those heightened with emoons see mulple perspecves and gain clarity. As a senior board member, Mr. Hawkins took many newer board members under his wing and supported them in their journey to reach their highest potenal. Mr. Hawkins embodies all the elements of a great leader and has helped shape who I am in my new role as school principal. I strongly feel he will be an asset for the city as his years of service and experience in the public sector will aest.

Thank you for your me and consideraon.
