TO: HONORABLE MAYOR FROM: Councilmember Bien Doan
AND CITY COUNCIL
SUBJECT: SEE BELOW DATE: 1/26/2023
Approved Date 1/26/2023
SUBJECT: INTERIM APPOINTMENT TO COUNCIL DISTRICT 10
RECOMMENDATION
Proceed with the same process as was used for District 8 with the following modifications:
1. Applicants will be monitored in hallway by a member of security or city staff.
2. No electronic devices will be permitted for any reason.
3. No relevant outside communication will be permitted during the process, especially pertaining to the questions asked of candidates.
4. Anyone seen by security or staff using an electronic device, receiving relevant outside communication, or violating the interim appointment process will be immediately disqualified for appointment to the City Council.
BACKGROUND
The council appointment process has been contentious from the beginning and the events of the District 8 appointment made things worse. The District 10 representative needs to be appointed in the same manner as the District 8 representative. We need to keep as much uniformity throughout this process as possible and ask questions of the applicants on an individual basis, especially if we want original answers to our questions.
We have all been in a part of many candidate forums and we all know that occasionally a question is asked that is answered in a certain manner and the following candidates answer with essentially repeated answers because now that answer has become a safe zone.
Additionally, we must have clearly defined procedures in place to ensure there are predetermined consequences for those who break the rules.
The signer(s) of this memorandum have not had, and will not have, any private conversation with any other member of the City Council, or that member’s staff, concerning any action discussed in the memorandum, and that each signer’s staff members have not had, and have been instructed not to have, any such conversation with any other member of the City Council or that member's staff.
