Pi Alpha, Alpha National Honors Society in Public Administration Please state why you want to become a member of this Board or Commission including specific objectives which you would work toward as a member.
Fair and equitable elections are the hallmark of our society. I have witnessed the local political process from within political campaigns, from the perspective of advocacy organizations such as the League of Women Voters, and as a committed voter. I am concerned about societal trends which have eroded trust in elections and governmental operations from the national to local and want to contribute by skills and perspectives to the Committee. Specifically, I am interested in broadening the community's knowledge and access to the Commission as a venue by which questions of campaign and ethical transparency can be addressed.
Please state any other information which you feel would be useful in reviewing your application
I have in depth knowledge of local government laws and operations having served over 30 municipalities in the state of California as a management consultant working exclusively with local governments, Specifically, I worked closely with the City of San Jose in 2008-2009 as a consultant to the City Manager's office on fiscal sustainability.

Board of Fair Campaign and Political Practices
If you are applying for the Board of Fair Campaign and Political Practices, please indicate any familiarity or experience you may have with campaign laws.
I have held two positons (voluntary and compensated) in City of San Jose elections. As a Campaign Manager, I was the campaign liaison to legal and financial consults to ensure campaign laws were followed.

Please describe your experience in serving on a Commission or Board.
I currently serve on the League of Women's Voters Housing and Homelessness Committee. Our current focus on the City outreach, drafting, and eventual adoption of the City's Housing Element. Working directly with the Committee Chair, we have provided the City feedback on the preliminary Housing Element documents and are currently preparing an in-depth response to the second draft. The League functions in a very collaborative way members have equal say in comments, and we ensure all members have opportunity to be involved as they want/are able to do so. I previously served as a Board Member for Elevate Tutoring. During my time with the organization, we expanded services and funding transforming an all-volunteer organization to professional staff. I had the pleasure of stepping in to manage most operations for the small organization while providing strategic guidance which contributed to the development and expansion of the organization. I choose to leave the Board when my family relocated abroad for several years.
Considering your experience and activities in business, labor, School, professional, social,
Commissions, Boards, or other organizations, indicate the experience, training, knowledge and/or skills which qualify you for appointment to the selected commission(s).
For over seven years, I have had the honor to serve local governments across the state of California as a management consultant. In that role I have provided research, analysis, and recommendations on a wide variety of government operations from fiscal sustainability, organizational development, process improvement, and executive search. I have in-depth knowledge of the operations, laws, and norms in local governments.
I have also served in voluntary and compensated positions in two local elections-one for a candidate and another for bond measures. With firsthand knowledge of day to day operations of a campaign, responsibility to liaise with legal and financial consultants, and leadership roles in the development and approval of campaign materials, I can provide the Commission with a perspective from campaign employees and volunteers.
My contributions as an overall member and Committee Member with the League of Women Voters, has provided an opportunity to develop my skills in censuses building and collaboration. The League's central tenant in member relations and taking positions on policies is through consensus. Finally, I hold a Master’s Degree in Public Administration from our local institution of San Jose State University and have a certificate in Diversity, Equity, and Inclusion for the Workplace from the University of South Florida.
Jennifer Tonnis
What is your understanding of the purpose of the Commission? The overarching purpose of the organization is provide independent citizens' oversight and perspectives on our local elections. Working with the guidelines of established campaign laws and ethical requirements, the Commission reviews complaints filed regarding local elections and the ethical conduct of City employees. In addition, the Committee provides counsel to the City Council regarding campaign laws and polices.
Please list three issues facing the City that you feel the Commission should address.
1. The Commission has a work history dominated with complaints filed around election season and about specific campaigns. The recent lawsuit filed by San Jose Spotlight has taken the Committee work in a modified, and important, direction of evaluating transparency of elected officials outside of election season. Both because of local journalism and societal mistrust of government operations, I feel the Commission has the opportunity and responsibility to play a role in similar issues of transparency. 2. I feel there is a role of the Commission to increase outreach and education in the community. Education would include both the role and purpose of the Commission, but also to encourage the community to utilize the monitoring and oversight responsibilities of the Commission both in and out of the campaign season. 3. I feel the Commission could be more responsive to complaints filed using an election season by examining the opportunities to increase the frequency of meetings or other points of workflow. Electors deserve to have transparent evaluations of campaign laws in a timely manner.
