SUBJECT: APPROVAL OF 10212- MASTER AGREEMENTS WITH CALLANDER ASSOCIATES LANDSCAPE ARCHITECTURE, INC., RRM DESIGN GROUP, MOORE IACOFANO GOLTSMAN, INC., PGAdesign INC., AND SWA GROUP FOR LANDSCAPE
ARCHITECTURAL SERVICES FOR VARIOUS CITY FACILITY PROJECTS RECOMMENDATION:
Approve Master Agreements with Callander Associates Landscape Architecture, Inc., RRM Design Group, PGAdesign Inc., Moore Iacofano Goltsman, Inc., and SWA Group for landscape architectural services for various City projects from the date of execution through June 30, 2028, in an amount not to exceed $1,500,000 for each master agreement.
BASIS FOR RECOMMENDATION:
The Department of Public Works maintains master agreements with landscape architecture firms to perform comprehensive landscape architectural design and/or construction administration services for various City parks, trails, and municipal facilities. Having these agreements in place provides staff with an increased capacity to respond quickly to the Department of Parks, Neighborhood, and Recreation Services priority projects. Execution of these master agreements will support staff to advance the development of capital projects that are highlighted in the 2022-2023 Proposed Capital Budget, including but not limited to, Hanchett Park, Hacienda Park, Rocksprings Park, and Guadalupe River Trail (Branham to Chynoweth).
In November 2019, Public Works obtained four master agreements with landscape architectural firms for $750,000 each, and all four master agreements expired as of December 2022. Extensions have been approved for all four agreements to allow for the completion of current on-going projects only. Public Works anticipates a continued workload that will support the need for varying consultant services.
After evaluating the projected 2023-2027 Proposed Capital Improvements Program workload, staff concluded that $1,500,000 is the amount of consultant services needed from five firms. Staff therefore recommends entering into five agreements for five years in the amount of $1,500,000 each through June 30, 2028.
In October 2022, Public Works conducted a Request for Qualifications seeking qualified landscape architectural firms. Callander Associates Landscape Architecture, Inc., RRM Design Group, Moore Iacofano Goltsman, Inc., PGAdesign Inc., and SWA Group were the top five ranked firms of the 15 who submitted Statements of Qualifications. In the past, staff worked extensively with all five consultants and the consultants are familiar with City of San José landscape policies and standards.
Under the proposed master agreements, consultant services will be initiated by authorized service orders detailing the specific scope of services, schedule, and compensation along with the appropriate funding source(s) for the project. Sole selection of the consultant for the service orders will be based on the proposed consultant costs and proposed schedule of completion.
Commission Recommendation/Input: No commission recommendation or input is associated with this action.
