Dear San Jose City Council
I am writing to you regarding an environmental equity issue. Do not shift funding that would allow the city to take a step toward improved water quality at Lake Cunningham. Further delaying any action would be a continued injustice. maintaining existing water quality and infrastructure is more important than expanding opportunities and tax revenue. Economic expansion is the job of private industry.

I ask that you not shift the $3.2 million in funding previously designated for water quality improvement that would allow the City to begin a path to improved water quality at Lake Cunningham. This 50-acre open space is a vital resource for all San Jose residents and especially those in East San Jose. After years of deteriorating water quality and major fish die- offs, the lake was closed down, taking away open space and unmatched recreational activities for families in East San José and residents of all ages. Our families deserve more access to open space, not less. Our families deserve investments in water quality improvements. Our families deserve nearby access to recreational activities. Now is the time to begin working toward improved water quality, not time to shift these funds to potential construction projects or other potential uses.

RE: Item 3.5. Report on Measure T Disaster Preparedness, Public Safety, and Infrastructure General Obligation Bond Proceeds and Allocations
Dear Honorable Mayor and Councilmembers,
I am writing to express my individual support in maintaining the identified $3.2 million dollars in savings from the purchase of Coyote Valley in the Environmental Protection Fund to remedy the issues of water contamination at Lake Cunningham Park. Please know that this letter does not represent support or interest of Valley Water as an agency or the Board of Directors as a whole.

Located in the northeast corner of District 8, Lake Cunningham Park is home to a 50-acre lake, stunning meadows, and a range of amenities including picnic areas, playgrounds, a marina, Raging Waters, and the Action Sports Park.

Commitment to environmental water quality projects, as was promised to voters when Measure T was on the ballot, is of utmost importance to help remedy the water contamination issues at Lake Cunningham Park. Since the mid-1990s, the water quality at Lake Cunningham has experienced a detrimental decline, which has compromised access to the lake, threatened the environment, and jeopardized the safety of park meadows and amenities during algae blooms and natural flooding on this historical floodplain. For over 30 years, the lake has been off-limits for recreational use. Park visitors often reference a foul odor in the summer and point out stagnant water. Unfortunately, deferred maintenance and lack of significant investment will only worsen the conditions present at the park— which is also one of the few park areas serving my East San Jose constituents.

It is critical to note that the quality of life for East San Jose residents has been detrimentally affected by airborne contaminants produced by the Reid-Hillview Airport and several high-speed corridors and highways that bisect these communities. Lake Cunningham Park is uniquely positioned to serve as a tool for achieving environmental and social equity goals since we know that parks encourage active lifestyles, provide access to open space, strengthen local economies, increase community engagement, and reduce crime. For these reasons, I ask you maintain the identified $3.2 million dollars in the Environmental Protection Fund to remedy the issues of water contamination at Lake Cunningham Park.

RE: Item 3.5. Report on Measure T Disaster Preparedness, Public Safety, and Infrastructure General Obligation Bond Proceeds and Allocations

Page 2 ends

March 14, 2023
I strongly urge the San Jose City Council to support the recommendation from Councilmembers Candelas and Ortiz, and make certain that Lake Cunningham Park is put on a pathway towards restoration, for the benefit of our East San Jose residents.

Sincerely,
Tony Estremera
Director, District 2

This lake has been a staple hangout place in my family for decades; I remember when my younger sister was growing up and she would look out at the lake and ask if it was the ocean because it was so beautiful to her.

Unfortunately now it is simply too dirty. Please improve the quality.

I ask that you not shift the $3.2 million in funding previously designated for water quality improvement that would allow the City to begin a path to improved water quality at Lake Cunningham. We need a place in the East side/Evergreen area that encourages people to walk and get exercise and it's hard to do when the water smells bad. Especially after the pandemic (and if another one comes our way), we need a place to walk, bike and spend family time.

Subject: Russ Van Dyne 95127 - Agenda Item 3.5, 3/14/23, Measure T's water quality funding: Lake Cunningham

Dear San Jose City Council
I am writing to you regarding an environmental equity issue. Do not shift funding that would allow the city to take a step toward improved water quality at Lake Cunningham. Further delaying any action would be a continued injustice.

I ask that you not shift the $3.2 million in funding previously designated for water quality improvement that would allow the City to begin a path to improved water quality at Lake Cunningham. This 50-acre open space is a vital resource for all San Jose residents. After years of deteriorating water quality and major fish die-offs, the lake was closed down, taking away open space and unmatched recreational activities for families and residents of all ages. Our families deserve more access to open space, not less. Our families deserve investments in water quality improvements. Our families deserve nearby access to recreational activities. Now is the time to begin working toward improved water quality, not time to shift these funds to potential construction projects or other potential uses.

Dear San Jose City Council
I am writing to you regarding an environmental equity issue. Do not shift funding that would allow the city to take a step toward improved water quality at Lake Cunningham. Further delaying any action would be a continued injustice.

The Rotary Club of San Jose East/Evergreen has been prevented from hosting Fishing in the City events for 3rd grade students from local schools as we had done for many years in the past. In addition to learning water ecology, students were paired with high school members of the 7 Interact (Rotary for teens) clubs to receive individual attention and support.

We would like to be able to host Fishing in the City events again in East San Jose! I ask that you not shift the $3.2 million in funding previously designated for water quality improvement that would allow the City to begin a path to improved water quality at Lake Cunningham.

Please don’t take away our open spaces. San Jose residents deserve recreational areas for their enjoyment. Let’s beautify San Jose, not destroy the natural beauty of Lake Cunningham and similar open spaces.

Please clean Lake Cunningham water!!! I have spent many weekends here as a child. With its current filthiness, I cannot take my 3 year old niece to this local lake. Please consider today’s and future generations… popularity can raise interest and funds for Lake Cunningham!!!

March #, 2023

200 East Santa Clara Street
Honorable Mayor & City Council, 18th Floor
San José, CA 95112
RE: Annual Report on Measure T Disaster Preparedness, Public Safety, and Infrastructure General Obligation Bond Program Proceeds and Allocations

Honorable Mayor and Councilmembers,
I am writing to express my support in maintaining the identified 3.2 million dollars in savings from the purchase of Coyote Valley in the Environmental Protection Fund to remedy the issues of water contamination at Lake Cunningham Park.

We need to fulfill our commitment to environmental water quality projects as was promised to voters when Measure T was on the ballot. Raiding the environmental fund for personal bookkeeping is not an action in good faith of the voters or taxpayers.

Located in the northeast corner of District 8, Lake Cunningham Park is home to a 50-acre lake, stunning meadows, and range of amenities including picnic areas, playground, marina, Raging Waters and the Action Sports Park.

Since the mid-1990s, the water quality at Lake Cunningham has experienced a detrimental decline, which has compromised access to the lake, threatened the environment, and jeopardized the safety of park meadows and amenities during algae blooms or natural flooding on this historical floodplain. For 30+ years, the lake has been off- limits for recreational use.

Park visitors often reference a foul odor in the summer and point out stagnant water. Unfortunately, deferred maintenance and lack of significant investment will only worsen the conditions present at the park. For this reason, I ask you to maintain the identified 3.2 million dollars in the Environmental Protection Fund to remedy the issues of water contamination at Lake Cunningham Park.

It is critical to note that the quality of life for East San José residents has been detrimentally affected by airborne contaminants produced by the Reid-Hillview Airport and impacts from high-speed corridors/highways bisecting communities. Lake Cunningham Park is uniquely positioned to serve as a tool for achieving environmental and social equity goals since we know that parks encourage active lifestyles, provide access to open space, strengthen local economies, increase community engagement and reduce crime.

Please support the recommendation from Councilmember Candelas and Ortiz and make certain that Lake Cunningham Park is put on a pathway towards restoration.

Sincerely,

It doesn't seem quite fair to do this in our neighborhood. We have so little open space available within walking distance and depend on this park for our physical and mental well-being. Please don't take our funds to restore Lake Cunningham.

Subject: Sandra Guevara 95148 - Agenda Item 3.5, 3/14/23, Measure T's water quality funding: Lake Cunningham

Dear San Jose City Council
I am writing to you regarding an environmental equity issue. Do not shift funding that would allow the city to take a step toward improved water quality at Lake Cunningham. Further delaying any action would be a continued injustice.

The Eastside seems to always get left out. Please don’t let that happen again. My husband and I use Lake Cunningham almost daily in the summer and spring time. I’ve lived in the community for 50 years and see how the Eastside gets the short end of the stick.

Lake Cunningham is an accessible recreation area in a high population density low income area. This should be a safe healthy environment for our families. People shouldn't have to drive many miles for access to a safe recreational space. I'm pretty sure that if this was Willow Glenn or Almaden Valley it would already be fixed.

I ask that you not shift the $3.2 million in funding previously designated for water quality improvement that would allow the City to begin a path to improved water quality at Lake Cunningham. Dear San Jose City Council
I am writing to you regarding an environmental equity issue. Do not shift funding that would allow the city to take a step toward improved water quality at Lake Cunningham. Further delaying any action would be a continued injustice.

I’ve lived in East San José my whole life and as an active runner, Lake Cunningham is my go to place for a run. I miss seeing people in pedal boats enjoying their day. Please give the East side community a safe lake and space to enjoy by doing what’s right.

Dear Agenda Desk Dear Mayor and Councilmembers,
Please do not take away the $3.2M in Measure T funds that was previously committed to improving water quality at a park located in a low-income community of color. The water in Lake Cunningham is so degraded that swimming and even boating are prohibited. Residents of the East Side deserve to have this inequity addressed, and this funding will help begin the path towards improved water quality.

This $3.2M is the last remnant of the $50M in Measure T funds dedicated to environmental protection. Please do not abandon your commitment to the voters by taking away this funding and using it for other projects.

Thank you for your consideration.

Sincerely,
Mariko Conner
