SUBJECT: GP19-010, PDC20-023, PD20-013 & ER20-236 - GENERAL PLAN

AMENDMENT, PLANNED DEVELOPMENT ZONING AND A PLANNED

DEVELOPMENT PERMIT ON CERTAIN REAL PROPERTY LOCATED
AT 120 GRANITE ROCK WAY.

RECOMMENDATION

1. Accept the April 3, 2023 Planning Commission Memorandum on 120 Granite Rock Way

BACKGROUND
We have a unique opportunity to improve both the impact on our environment and modernize service output at one of the last truly industrial sites in San Jose.

A new railcar offloading system and nine 122-foot-high silos will enable product to be offloaded, handled, and stored in a fully enclosed environment, with air handling systems, recycled water washers, and a fully paved site to reduce the amount of dust produced during the offloading and storage operations. This creates a significant reduction in mass air particles released into the air and surround neighborhoods, which is a huge health improvement for our D7 neighbors.

Additionally, this will be an economic boom for our District and City. There is the potential to nearly triple the number of working jobs available to local residents. There is an anticipated 870% increase in facility distribution meaning our city will collect more tax revenue without raising tax rates. Additionally, this increase in distribution will shorten supply chain times and allow for faster construction rates for local housing and construction projects.

Thank you to the Graniterock Company, planning commissioners, city staff, and all who have been involved with this project. I support this project and encourage my colleagues to do the same.
