SUBJECT: ACTIONS RELATED TO THE PURCHASE ORDER WITH MARTECH FOR
OVERHAUL AND REPAIR SERVICES FOR ROTATING EQUIPMENT AND
TRANSMISSION PUMP STATION, FLOWAY, AND OTHER PUMPS
RECOMMENDATION:
Adopt a resolution authorizing the City Manager to exercise up to four one-year options to extend the term of the purchase order with Mechanical Analysis/Repair, Inc. dba Martech (Lodi, CA) for overhaul and repair services for rotating equipment and transmission pump stations, Floway, and other pumps, with the last option ending on or about June 29, 2027, subject to the appropriation of funds.
Desired Outcome: Authorizing the City Manager to take this action provides the City with overhaul and repair services for rotating equipment and pumps at City facilities.
BASIS FOR RECOMMENDATION:
The Environmental Services Department requires overhaul and repair services for critical transmission pump stations. These overhaul and repair services ensure the reliable operation of a variety of pumps and rotating equipment at the Regional Wastewater and South Bay Water Recycling Facilities. Many of the City’s large vertical turbine and centrifugal pumps have been in service for over 35 years. Due to age, the pumps require the fabrication and manufacturing of parts for restoration to original factory specifications. Overhaul and repair services are critical for maintaining the reliable operation of plant transmission and remote recycling pump stations.
In April 2022, a competitive Request for Bids was released by the Finance Department to procure these services. One responsive bid was submitted, and no protests were received. The sole bidder did not apply for the local or small business preference. Staff awarded to Mechanical Analysis/Repair, Inc. dba Martech as the sole responsive and responsible bidder pursuant to the bidding procedures of the San José Municipal Code, Section 4.12.310B under the City Manager’s authority. A purchase order was executed in the amount of $112,500 for the period of June 30, 2022 to June 29, 2023. The option period for June 30, 2023 to June 29, 2024, will be in the amount of $225,000 and future options will be subject to appropriation. Approval of this recommendation will ensure the City continues to have overhaul and repair services for rotating equipment and pumps at City facilities.
Commission Recommendation/Input: The Treatment Plant Advisory Committee will consider this item on April 13, 2023. A supplemental memorandum with the committee’s recommendation will be included in the amended April 18, 2023, City Council meeting agenda.
