SUBJECT: AMENDMENT TO THE MASTER CONSULTANT AGREEMENT WITH LPA, INC.

FOR ARCHITECTURAL, LANDSCAPE ARCHITECTURAL, ENVIRONMENTAL,

PLANNING, AND ENGINEERING SERVICES

RECOMMENDATION:

Adopt a resolution authorizing the City Manager or designee to negotiate and execute an amendment to the Master Consultant Agreement with LPA, Inc. entered into on April 10, 2018 for architectural, landscape architectural, environmental, planning, and engineering services, to complete active and future projects and extend the agreement from April 30, 2023 to April 30, 2024.

BASIS FOR RECOMMENDATION:

On October 2, 2017, the Parks, Recreation, and Neighborhood Services Department released a Request For Qualifications for Comprehensive Capital Improvement Program Consultant Services with the intent to hire multiple firms to support future project delivery from planning through construction. The process supported the hiring of one or more firms, with a maximum compensation of $3,750,000. On April 10, 2018, the City Council approved the authorization for the City Manager to negotiate and execute Master Consultant Agreements with five consultants for Capital Improvement Program services for $750,000 each.

The City Manager negotiated five Master Consultant Agreements with the selected firms, including LPA, Inc. Each agreement was for a five-year term, at a maximum compensation of $750,000. For LPA, Inc., the five-year contract term started April 10, 2018 and will end April 30, 2023.

Approval of the amendment for the consultant services will allow the City to continue to use LPA, Inc. for the development of the Meadowfair Park Master Plan. Extending the Master Consultant Agreement with LPA, Inc., from April 30, 2023 to April 30, 2024, allows the community outreach process and master plan to be completed.

Climate Smart San José: The recommendation in this memorandum has no effect on Climate Smart San José energy, water, or mobility goals.

Commission Recommendation/Input: No commission recommendation or input is associated with this action.
