COUNCIL DISTRICT: 3, 5, & 7

SUBJECT: REGIONAL ACTIVE TRANSPORTATION PROGRAM GRANT FROM

THE METROPOLITAN TRANSPORTATION COMMISSION FOR THE

STORY-KEYES COMPLETE STREETS PROJECT

RECOMMENDATION

Adopt a "Resolution of Local Support" to receive Regional Active Transportation Program grant funding from the Metropolitan Transportation Commission for the Story-Keyes Complete Streets project that indicates the City will:

(a) Follow all grant program requirements, delivery timelines, and provide the required local match;
(b) Complete the project as identified in the grant application(s); and (c) Authorize the City Manager or designee to negotiate and execute grant agreements and all documents necessary to effectuate the grant agreements with MTC and the California Department of Transportation in an amount not to exceed $3,656,000 for the Story-Keyes Complete Streets project.

SUMMARY AND OUTCOME

In January 2023, Metropolitan Transportation Commission (MTC) recommended the City be awarded $3,656,000 in the Active Transportation Program (ATP) grant funding for the Story- Keyes Complete Streets project. MTC requires adopting the above resolution and entering into a grant agreement as part of the grant acceptance process. This grant funding will help address key City goals of safety, multimodal mobility, and equity along the Story-Keyes corridor.

BACKGROUND

In 2015, the City of San José adopted a Vision Zero transportation safety initiative to eliminate fatalities and reduce severe injuries caused by traffic collisions. The City identified Story Road COUNCIL AGENDA: 4/25/23

as a Priority Safety Corridor, based on the number of crashes that result in fatalities and severe injuries.

On October 6, 2020, City adopted the Better Bike Plan 2025, which provides a roadmap to develop an "all ages and abilities" bicycle network. City Council directed staff to pursue more east-west bikeway connections across Highway 101 as part of adopting the Better Bike Plan.

The Story-Keyes Complete Streets project was developed in partnership with the Santa Clara Valley Transportation Authority, and significantly addresses City Council direction.

The Department of Transportation (DOT) actively pursues grant funds for projects that support the City and departmental goals. During the summer of 2022, DOT submitted the Story-Keyes Complete Streets project for consideration under the ATP program and MTC's Countywide One Bay Area Grant, Cycle 3 (OBAG3). MTC awarded $3,656,000 in ATP funds and OBAG3 funds to fully fund the Story-Keyes project. DOT will bring a separate request to City Council for consideration to accept and receive the OBAG3 funding.

As a condition of the ATP award, MTC requires the City to adopt a "Resolution of Local Support" by May 31, 2023, indicating compliance with MTC requirements.

ANALYSIS

The State established the ATP in September 2013. A portion of the ATP funding is distributed competitively at the State level, while another portion of ATP funding is distributed by population and managed by the 10 largest Metropolitan Planning Organizations. MTC serves as the Metropolitan Planning Organization for the San Francisco Bay Area. MTC is responsible for administering the San Francisco Bay Area ATP funds.

The ATP primarily aims to increase the share of walking and biking trips. In addition, the program aims to increase safety and mobility for non-motorized users, help regional agencies achieve greenhouse gas reduction goals, enhance public health, and ensure that disadvantaged communities fully share in program benefits.

Story-Keyes Complete Streets Project

The Story-Keyes Complete Streets project spans 2.3 miles from Third Street to King Road, serving as a regional commercial hub and multiple MTC Priority Development Areas. The proposed improvements in this project reflect the culmination of a two-year community-based planning study led by VTA to improve the safety and efficiency of public transit, walking, and bicycling along the corridor. (Information on VTA’s Story-Keyes Complete Streets Study can be found here: https://www.vta.org/projects/story-keyes-complete-streets-study). The project adds separated bikeways, protected intersections, transit boarding islands, wayfinding, micro-mobility

stations, pedestrian-scale lighting, and other improvements for bicyclists, pedestrians, and transit riders. Bus-only lanes are planned on Story Road's wider sections, offering exclusive right-of- way and transit performance improvements for one of the County of Santa Clara’s highest- ridership bus routes. As mentioned above, Story Road is one of 17 Vision Zero Priority Safety Corridors in the City of San José; on average, two pedestrians or bicyclists are killed or severely injured yearly. In this mixed-income, culturally diverse community, the project aims to improve safety for people walking, bicycling, taking transit, and driving.

Climate Smart San José Analysis

The recommendation in this memorandum aligns with one or more Climate Smart San José energy, water, or mobility goals by facilitating:
• Mobility choices other than single-occupancy, gas-powered vehicles • Reduces Vehicle Miles Traveled

EVALUATION AND FOLLOW-UP

Upon execution of grant agreements, staff anticipates bringing forward recommendations for City Council consideration to recognize and appropriate the grant funding needed for Fiscal Year (FY) 2023-2024 as part of the FY2022-2023 Annual Report.

As part of DOT’s goal to evaluate the effectiveness of implemented safety projects, before and after studies, and follow-up reports will be available for Transportation and Environment Committee to review.

COST SUMMARY/IMPLICATIONS

The Story-Keyes Complete Streets project construction cost of $45,042,174 will be funded via a combination of OBAG3 grant funding in the amount of $32,730,000, ATP funding in the amount of $3,656,000, and required local match. OBAG3 funding has a local match requirement of 20%, while the ATP funding has a local match requirement of 11.47%. The local match of $8.7 million will be recommended to be earmarked as part of the grants reserve in the FY2024-2028 Proposed Traffic Capital Improvement Program. After the acceptance and award of the grant funding by MTC, staff anticipates recommending to recognize and appropriate the grant funding and local match required for FY2023-2024 as part of the FY2022-2023 Annual Report, with the balance of funding programmed in the FY2025-2029 Proposed Traffic Capital Improvement Program.
