Dear Omar,
Your constant comment that " the Bernal sites are back up sites, not the primary choices for the State Small Homes iniave." does not help our community feel we are being treated fairly in regards to evenly distributed EIH's in San Jose. We in South San Jose see it as simple as this, find potenal EIH sites, whether primary or backups that are not near the current EIH's. From what I read from CM Sergio Jimenez memo, he feels the same. I am sure you can understand our thoughts and again request you look harder so the Bernal site does not come up in the city managers office radar.

Thank you,
Issa

As noted, the slide will be updated. Although the encampment predated the EIH, the topography of the raised railroad track and the distance across the street did not make that locaon as visible as when you cross the street and walk up the embankment. Fortunately, the gentlemen from the other locaon accepted my explanaon as reasonable.

As a reminder, the Bernal sites are back up sites, not the primary choices for the State Small Homes iniave. We will connue to work with the owners of VTA Cerone in District 4 and Cherry Avenue in District 9 as the primary opons.

The tracks as a visual barrier do not end the public nuisance which consist of fires, disturbances, dumped vehicles, crime, accumulaon of trash, generators and hazardous material.

The EIH in our area is taking public service away because where they were built there was nothing before. Now the police and EMS are on site daily, somemes twice a day to address issues in the EIH community. Where are the "enhanced services" we were promised?

You admied the encampment predated the Eih which reflects the fact that the city is lacking a plan for public nuisance in the known hot spots and instead leng a public nuisance perpetuate.

The combinaon of ongoing encampments and lack of public services surrounding the EIHs is clearly not improving the area as we only see the opposite happening. Therefore you need to abate the public nuisances in the area, create a plan to fix the problem and provide us with enhanced services as promised.

Aached are addional pics of the surrounding area to show everyone that the condions around the Eih are not what is being presented or promised. This includes pics of the large encampment that eventually caught fire this last summer.

Dear City Council Members,

I am wring this email to express my strong opposion to the proposed construcon of an RV safe parking site for the homeless near my house. The safety and security of my family are of utmost concern, and I believe that this project may jeopardize their well-being. I urge you to reconsider this decision for the following reasons.

The close proximity of the proposed RV safe parking site to my residence raises significant concerns regarding the safety of my family members. Introducing a high concentraon of unfamiliar individuals in the vicinity may lead to an increase in crime rates and potenal threats to our personal security. As a responsible parent and homeowner, I cannot disregard the potenal risks this may pose to the well-being of my loved ones.

While I empathize with the challenges faced by the homeless community, it is vital to find alternave locaons that strike a balance between addressing their needs and ensuring the safety of surrounding neighborhoods. I kindly request that you consider more suitable locaons, which are away from residenal areas and can provide the necessary support without compromising the security of families like mine.

As residents, we have invested our me, efforts, and resources into creang a safe and nurturing environment for our families. The presence of an RV safe parking site nearby may significantly impact property values and disrupt the harmony of the community. I implore you to consider the potenal negave consequences on property prices and the stability of our neighborhood.

I understand the importance of addressing homelessness and providing support to those in need. However, it is crucial to priorize the safety and well-being of residents while determining the locaon of such facilies. I respecully urge the City Council to reconsider this decision and engage in a comprehensive dialogue with the community to find a more suitable soluon that upholds both compassion and the safety of our families.

Thank you for your aenon to this maer. I trust that you will carefully consider the concerns raised by residents, and I eagerly await your response and any updates on alternave plans or developments regarding the proposed RV safe parking site.

Sincerely,
Jennifer Cao

Dear Mayor, Councilmembers etal,

I am wring to let you know that I support council member Jimenez's memo 8.4 item with regards to the over-concentraon of EIH sites in the D2 and D10 area.

South San Jose has already provided and connues to offer mulple soluons to assist and now it is me for the rest of the council districts to do their part.

According to the city website there are a total of 6 Bhc/EIH communies:

hps://csj.maps.arcgis.com/apps/webappviewer/index.html? id=cb10d45d2cb4418ba1ea46e8bc86bcaf&extent=-13592646.816%2C4468586.074%2C-13534554.6745%2C4505505.1587%2C102100

1. BHC #1 D3 40 Beds

2. BHC #2 D7 40 Beds

3. Eih #1 D2 78 Beds

4. Eih #2 D2 124 Beds + 100 Beds expansion = 224 total

5. Eih #3 D6 121 Beds

6. Eih #4 D3 96 Beds
Total 598 beds of which 51% are in D2

In addion we will have Rv Safe Parking at Santa Teresa Vta. We also have had an overnight warming center and safe parking at Southside Community Center.

The community does NOT approve the sites suggested by the City Manager Omar Passons (Cole Vta, Via Del Oro and Bernal). Instead we are asking that you find alternate sites in council districts that are not bearing their weight (D1, D5, D8 and D9).

I would like to see the council recommend new and back up sites in districts that currently do not offer Eih or Bhc, in other words NO more sites (new or backup) in South San Jose period unl all districts do their part. Our first responders (Firehouse #27) and the Beaufy crew are already overwhelmed.

The city needs to focus on creang equitable distribuon throughout the ENTIRE city.

Good morning,
No one wants homeless in their neighborhoods.  However, why should some neighbors have more interim housing than others?
All districts should have a fair any equitable distribution of homeless projects.  We all know that neighborhoods with money will get out and speak against homeless housing in their areas, but the East Side will stay silent and more homeless projects will be voted  on.

Spread the wealth, let every district get their fair share of interim housing.

I have lived on Bernal Rd. for 29 years. I am a Senior Citizen. Here in this District, there are already 500 alternative housing units. Namely, the one at Bernal Road and Monterey Rd.

Now, you are proposing possibly housing people at ON_RAMPS TO FREEWAYS? This is #1. concentrating too many unhoused people all in my District. Spread the population out. What about other Districts? This is unacceptable. #2. Unsafe: especially at the south bound 101 proposed site. Cars come zooming onto Bernal Rd. (from Monterey Rd. North), and would be speeding right where your proposed site is. Housing at an on ramp? There are also no crossing lights for pedestrians, as it is NOT a pedestrian area!!! I am vehemently opposed. Pick another site.

It is ridiculous and unacceptable to me, a TAX PAYING voter, to have all of these housing alternatives concentrated here near Bernal Road, SJ. Look at your maps.

Find an alternative.

Thank you.

While I understand the need and urgency in the effort to reduce homelessness in San Jose, I believe those sites should be equally distributed throughout the city.

South San Jose currently already has a total of 500 units of emergency interim housing already built, planned, or under construction in District 2 and District 10. I am not opposed to the Safe Parking site slated to open in District 10.

I firmly oppose over-concentrating emergency housing in South San Jose. I believe our unhoused residents would be better served by EIHC’s across the City, particularly in neighborhoods that currently do not provide any shelter for the unhoused. I urge City staff to prioritize emergency interim housing in the many locations that have been evaluated outside of South San Jose and District 2 and District 10.

In a City of over 150 square miles, I am certain that we can find more hospitable locations for these units than freeway on-ramps.

My family lives in south Dan Jose. I agree with our councilman that district 2 has already done enough to help with low income housing for the homeless. Now it’s time for other city districts to share in helping with housing needs by accepting emergency housing in their districts. Mayor Mahan and city council members:

I strongly agree with Councilman Sergio Jimenez:

I firmly oppose over-concentrating emergency housing in South San Jose. I believe our unhoused residents would be better served by EIHC’s across the City, particularly in neighborhoods that currently do not provide any shelter for the unhoused. Every district needs to be responsible to take on this crisis. I would like to see each district in San Jose provide a map of where they have currently participated in this effort before any more units being build in District 2. Each District needs to accept at least the 500 that District 2 already have.

My husband and I have lived in District 2 since 1974 and feel that by making these decisions without holding a meeting in our district where people can come out and voice our concerns is treating us with disregard and disrespect.

Hello all,
Please note that we already have 500 units in Bernal south San Jose area. It does not make sense to add more units in to the same area. As a resident of this area, I strongly oppose this project coming to this area. Instead please identify other areas.

Along with me most of residents in south San Jose oppose this new site development.

Thank you for your understanding and kind consideration.

Subject: Agenda 8.4 - Wrien public comments - City Iniaves Roadmap: Recreaonal Vehicles Communies Support Parking and Emergency Interim Housing

To San Jose City Counsel,
My name is Nguyet Tran and I am a resident of District 2. I am writing to express my support to Council Member Jimenez of District 2 on his memorandum in opposing the pursuit of the Bernal Road South at 101 on-ramp and/or the Bernal Road North between 101 and 85 sites as part of the Governor's State Small Home Initiative. One of my primary concerns is the disproportionate concentration of affordable housing in District 2, as this district has already made significant contributions to the initiative. I urge you to reconsider these sites and strive for a fair distribution of affordable housing across the region.

Here are the reasons for my opposition to concentrating housing in District 2:

1. Disproportionate Burden: District 2 has already played its part in addressing the affordable housing crisis. By further concentrating on affordable housing developments in this district, we risk overburdening the area and perpetuating an inequitable distribution of resources. It is crucial to distribute the responsibilities and benefits of affordable housing more fairly across the entire region

2. Community Balance: A diverse and well-balanced community requires the equitable distribution of affordable housing opportunities. Concentrating these developments solely in District 2 undermines the goal of creating inclusive and integrated neighborhoods. By dispersing affordable housing throughout the region, we can foster greater social cohesion and ensure that every community shares the responsibility and benefits of affordable housing

3. Infrastructure Strain: Concentrating housing developments in one area puts excessive strain on the local infrastructure, including transportation, schools, and public services. District 2 may already be experiencing challenges in managing the existing demands on infrastructure, and adding more housing without a corresponding investment in infrastructure development could lead to an inadequate and overburdened system

4. Neighborhood Character: District 2 has its unique neighborhood character, which could be negatively impacted by an excessive concentration of affordable housing. It is essential to preserve the distinct identities and architectural styles that contribute to the charm and heritage of different areas. Encouraging a more balanced distribution of affordable housing allows for the preservation of neighborhood character and diverse community identities In light of these concerns, I kindly request that you reconsider the pursuit of the Bernal Road sites for the Governor's State Small Home Initiative. Instead, I urge you to explore alternative locations in different districts that have not yet

I urge City staff to prioritize emergency interim housing in the many locations that have been evaluated outside of South San Jose and District 2.

Dear San Jose City Council members,
Agenda item 8.4 of the June 6 City Council meeting.

Let's be fair.  Every city district must do its part to allot property and resources to interim housing.

I know you know it’s important to share.   Well, District 2 already has 3 emergency interim housing communities planned or in use.  In total this will add up to 500 units..

It’s time to start sharing the load.   Open EIHCs in districts that DO NOT have any emergency interim housing communities.

Please do not vote to place another EIHC in District 2.

Dear City Council Members,

I am wring this email to voice my objecon to the proposed construcon of an RV site at 1300 Berryessa Road. While I understand that homelessness is an issue that should be addressed in our city, I urge the Council to reconsider this decision due to the following reasons:

1) The RV site is within close proximity to residenal areas and schools, which can pose a safety concern for families in the area. There will be a lot of new individuals within the vicinity with unknown backgrounds. 2) There is already an emergency housing site at Mabury. Since the introducon of this site, crime in the area has been on the rise. This RV park is a short distance away and may further escalate the issue.

I understand the importance of addressing homelessness and helping those in need; however, it is also important to take the safety and well-being of residents into consideraon when determining where an RV site should be built. I implore the City Council to reconsider and evaluate other locaons or alternave soluons to reduce the homelessness issue, while also ensuring the safety of the residents.

Dear Members of the San Jose City Council,

I am wring to express my concerns regarding the cost associated with the proposed RV site at 1300 Berryessa Road. According to the Memorandum of item 8.4, "the total cost to lease, operate and maintain the site over a five-year period exceeds $24 million." With 85 RV lots planned on site, the cost per RV lot is esmated to be over $56,000 per year, or over $4,600 per month. With that monthly budget, you can rent a luxury 2B+ apartment in San Jose. I strongly doubt that is an efficient way to use the tax money. If invesng in this RV site, why wouldn't the city just rent real apartments for the homeless individuals living in RVs, for they are looking for long term housings? Not even to menon the potenal negave impact this site RV could bring to the nearby community.

I kindly request that you take my concerns into consideraon during your deliberaons on this maer. As community members, it is important for us to ensure the responsible and efficient use of our tax dollars while addressing the needs of the homeless populaon in a manner that offers long-term stability.

Re: Item 8.4 re: addional proposed Eihc sites in D2

Hi,

I am writing to provide public comment at the meeting tomorrow at 11AM regarding the two additional proposed EIHC sites in D2.

I support Sergio Jimenez's recent memorandum to eliminate additional EIHC sites because D2 residents deserve to have certainty that NO additional emergency interim housing will be developed in our neighborhoods.

We currently already have a total of 500 units of emergency interim housing already built, planned, or under construction in District 2. I stand with Sergio Jimenez to firmly oppose over-concentrating emergency housing in South San Jose. I also believe this housing should be located equitably among all the districts that make up San Jose, particularly in neighborhoods that currently do not provide any shelter for the unhoused and in areas that are safer than freeway on ramps. I also urge City staff, the mayor and other leaders to prioritize emergency interim housing in the many locations that have already been evaluated outside of South San Jose and District 2.

In a City of over 150 square miles, I am certain that we can find more hospitable locations for these units than freeway on-ramps.

Please also consider reusing rezoned vacant office buildings and any city/county owned buildings as safe, economical alternatives that already have plumbing and electricity Consider those sites as places that can also provide the much needed resources to help the unhoused acquire skills to be self reliant that can be provided by charitable organizations and allow community members to get involved to help assimilate those recovering from various reasons for being unhoused. Consider how the money saved from using existing buildings can also provide additional job opportunities and programs to help prevent homelessness. Consider options that will use city resources and tax dollars prudently. Thank you for your time.

Sincerely,
Andrea Auduong

Dear city leaders,

I am wring today as a community leader, neighborhood associaon board, and part of the D2 NA leadership group. I wanted to express 100% of my support for CM Jimenez's memo about the over- concentraon of EIH sites in South Jose and the difficules. As menoned by CM Jimenez, D2 has hosted mulple temporary soluons already.

We need more equity in distribung temporary sites/ soluons because it is a public service. People should be able to ulize the EIH in their communies and not have to go to a different area or city to access these services.

We also need more quick-build communies that are permanent soluons since we lack public vacant land for these projects and convenonal affordable housing takes years to be built.

Ausn developed quick-build permanent housing communies and we can do it. Shelters do not solve homelessness but permanent housing opons do. hps://www.greenmaers.com/p/3d-printed-ny-home-homeless “Each 3D-printed tiny house costs an estimated 20 to 30 percent less than a tiny house made with traditional construction” “3D-printed homes are printed in less than 48 hours of print time” “His new 400-square-foot home costs him $300 monthly, and the Community First! Village provides support programs to help residents ” And “enhanced services” should be included in the operaonal cost for each community. The residents should be allowed to stay unl they find permanent housing soluons based on their needs. (51% housed, 39% uncertainty).

Priority should be given to seniors who should not end up on the streets and rental assistance should be available. No senior should be le in the streets.

As stated by mulple community leaders, the lack of the promised “enhanced services” and “neighborhood preference” is causing issues in the South San Jose Area. Our area is considered a “low priority area” by BeaufySJ. The concept of equity in public services may be unclear in our area due to “low priority”.

Thank you,

Hello all,
As a resident of district 10 I’m very concerned about additional EIH sites being proposed in south San Jose. We already have quite a few of these sites around us and it’s not fair to add more in this area. There should be more equitable distribution of sites across the city. Good evening,

As the former President of the Board of Directors for the Basking Ridge Maintenance Association, I am completely against the idea of more interim housing being considered in our neighborhood. I understand that homelessness is complex problem that must be dealt with. However, creating more mini homes to house more homeless people in our area is simply not equitable. We have already accommodated more than our fair share of this type of housing which has no end in sight.

Please do not force any more of this type of housing on our community. We have done enough. It's time for other districts to step up and take responsibility for implementing the Governor's plan on addressing homelessness in our city.

Thank you for your consideration in saving our community in District 2.

Honorable Mayor and City Council,

I am writing to personally support the proposed Cherry Ave Emergency Interim Housing site with Water Resources Protection Zone. I serve as President of Erikson Neighborhood Association, whose boundaries are adjacent to the proposed site, and include much of the WRPZ.

I'd like to thank Councilmember Pam Foley and Omar Passons from the City Manager's office for providing excellent outreach to the adjacent neighborhoods and businesses, and seeking to provide the best possible fit with the community.

I'd also like to thank Valley Water, especially Watershed Operations Manager Jennifer Codianne, for working closely with neighborhood associations to address encampment issues to the maximum extent possible within established policies and limited resources. Sadly the problems far outstrip available resources, and continue to grow. To this end, Jennifer's offer of hosting an EIH with Water Resources Protection Zone in this location is an ingenious practical solution which I hope you'll support.

Naturally, neighbors are not unanimous in supporting an EIH in this location. However I think it is safe to say that the majority of neighbors who have taken the time to understand the complex issues and the proposed solution are encouraged by this opportunity to address the humanitarian and environmental crisis literally in our backyards. They are generally supportive of the EIH, but only if the proposed Water Resources Protection Zone (including the Guadalupe River and all percolation pond areas from Blossom Hill to Branham) is included and continually enforced, and if the site has responsive and effective 24-hour management.

We have an organized neighborhood association and look forward to actively participating in an ongoing Community Advisory Committee with the site management and city staff to ensure the EIH is a good neighbor and the best it can be.

We look forward to being able to enjoy the natural beauty of the Guadalupe River and percolation pond areas again, feeling safe walking and jogging there again, and elimination of the constant and ever-increasing wildland fires, explosions, violent screaming, crime, graffiti and environmental destruction that have been continually eroding our safety and quality of life.

I realize the Water Resources Protection Zone represents a major change in policy and sets a new precedent. I hope you'll embrace it as a common-sense way to get neighborhoods throughout the city to participate in solutions to our city's homelessness crisis.

Regards,

David Noel, President

Subject: ITEM 8.4

District 2 has already been asked to provide housing for a large number of the unhoused people and it is extremely unfair and very unreasonable to burden this neighborhood by adding even more Emergency Interim Housing. I live around the corner from the Branham and Monterey Road site that is currently under construction to house over 200 unhoused persons. In addition to the neighborhood being impacted by the ongoing construction we are also seeing an increase of homeless people setting up unsightly encampments in the residential neighborhoods, shoplifting from the local stores, stealing groceries and the grocery carts, panhandling on the street corners, harassing the school children on their way to and from school and the increase of crimes (per SpotCrime report). The amount of garbage dumping has increased, even with the city's code enforcement being used. Our neighborhood has become a place where security is on drastic decline.

Why has the burden of housing the growing unhoused population been thrust upon District 2 and South San Jose? We pay property taxes, we are registered voters, we take pride in our homes and our neighborhood! We, District 2 residents, were not given the choice to provide housing for the unhoused and all of the other City of San Jose districts should not be given the choice either. District 2 has answered the call. ENOUGH!

Our former District 2 councilman, Matt Mahan, seems to have quickly forgotten who supported him during his very recent campaign for mayor. The fact that the Monterey Road/ Branham housing complex was forced on District 2 after we, the residents of District 2, were specifically being told that EVERY DISTRICT would be expected to provide housing for the unhoused. DISTRICT 2 HAS MORE THAN MET THEIR RESONSIBILITIES. What are the other district's responsibility for housing the unhoused?

I hope that the CITY of SAN JOSE can and will benefit from the horrendous errors made by some of the major BayArea cities. San Jose is attracting people from San Francisco, Oakland, Berkeley, Vallejo and even Sacramento because the word is out. SAN JOSE, if you self- declare being unhoused, will allow you to do anything you want with no repercussions, shopping without paying, trespassing on private property and taking whatever you want with no worries of police intervention. When the police are called regarding a situation involving an unhoused person, it is categorized as low priority and the person calling for police intervention is instructed to call the non emergency number.

I agree with District 2 Councilman Jimenez that no more emergency interim housing be approved in our district.  We are already contending with the likely bad impact of the new 200 emergency  interim housing units already being built at Monterey Road and Branham in our neighborhood.

More interim  housing to our neighborhoods is not a good idea.  More free stuff for chronic homeless only bring in more homeless to our city and badly affect our tax paying neighborhoods. Last week our immediate neighbors had to have police remove a drug crazed homeless person looking into homes and wandering our park. This person needed police  to remove him from our Parkview III area. Chances are he is already back on the street.

We need more mental and drug rehab shelters (not concentrated housing). Treatment shelters where many chronic homeless  can be treated are critical since they cannot live on their own and will continue to roam our streets,  homes, affect our shopping establishments and ruin our local areas and threatening us and our school children.

Time to also add more help for private and church charities who effectively  deliver help to the homeless to those that  can regain self sufficiency in our city. Those that can’t become self sufficient or are chronic homeless by chose need institutional help or need to be removed from our neighborhoods and placed in care centers outside of our neighborhoods. And, homeless not from our area need to be returned back to their city of origin like San Francisco use to do some decades ago.

Allowing too many homeless in our neighborhoods will only blight and ruin our city more than it is already. You can’t spend our way out of this problem. It must be managed and not incentivized. Homelessness ruins our downtown area as well.  The $billions already spent on this problem by San Jose over the past 10-15 years has not ridden our city of this problem.

Vagrancy laws must be enforced and more illegals and homeless do not belong in our city.  Adjoining cities also need to carry the homeless load as well as San Jose!
Thank you for voting to control and reduce homelessness in a way that doesn’t ruin our city mire and drive more tax payers away.

Sincerely,
Craig Ash Family

item 8.4: Support for Jimenez Memorandum, parts of other Memorandums submied

Dear Councilmembers and City Staff,

I am writing today to express support of several points in multiple memorandums submitted by Councilmembers.

First, supporting Councilmember Jimenez’ Memorandum to remove the two Bernal Road sites from immediate consideration as backup sites for the Governor’s State Small Home Initiative. With the inclusion of the new Via Del Oro moveable cabin site and the already approved expansion of Rue Ferrari, there will be a total 400 interim units less than 5000 feet apart (as the crow flies, 1.63 miles walking distance). Let the area absorb and acclimate to those additions before planning additional sites in the immediate area. This concentration of interim units in such a small area of the South San Jose is contrary to the original intent by the City to spread these sites throughout San Jose and is not a recipe for overall success of the program long-term. It is also important to note that when the Council focuses so much on District lines, it obscures the fact that just because a site is in a different District across the District line, it still can have impacts in both Districts. There should be a buffer of time and space before introducing additional EIH’s in an area, not based solely on district lines.

Second, supporting the Mahan, Kamei, Cohen, Foley Memorandum as it pertains to “Prioritizing calls in the immediate vicinity of interim housing and safe parking sites to provide enhanced neighborhood services through BeautifySJ.
” I strongly believe that these sites should be examples to the rest of the City to show how they can thrive in neighborhoods and over time, be more acceptable in all areas of the City. Allowing the surrounding areas to fall into blight tarnishes the reputation of the interim communities, whether the blight is related or not. The average resident driving by will not understand whether blight is a direct result of the EIH or not, but the reputation will still be tarnished and they will associate the two. Don’t give them the opportunity to associate blight with the interim solutions by keeping areas around the interim sites blight-free.

Third, supporting Councilmember Batra’s Memorandum as it pertains to including an analysis of the costs for providing enhanced cleanup services in a one-mile radius of the perimeter of the site with the goal to make the EIH sites more welcome by the local residents rather than being rejected by the neighboring communities
. Also, to explore innovative solutions to provide individual bathrooms in each movable cabin.

Studies have shown that units with individual bathrooms have led to more successful outcomes than those without bathrooms.

Finally, in the Staff Memorandum, I support (a) Pursue the 1300 Berryessa Road site for a new Recreational Vehicles Communities Supportive Parking Program; and (c) Pursue the Valley Water Cherry Avenue site for Emergency Interim Housing for the Governor’s State Small Home Initiative.

Thank you for your time and consideration.

I support San Jose selecng more sites for interim housing outside of the District 2 area. The rest of the city needs to step up and share in the soluon.

I oppose any more emergency interim housing in District 2.  As a resident in District 2 I feel we have offered enough in our area.  Please move to another part of San Jose.

Hello,
I own my home in District 2 near Branham because of the overpopulaon of EIHC units being built blocks away from my home, I am in the process of selling my home and moving. The train tracks near Hayes mansion already create alot of of homeless acvity, my garage has been broken into in the past, parts of my car stolen, and lile police presence. I was born and raised in South San Jose and it is disappoinng that City council is over populang this area with homeless housing and leaving the more affluent areas untouched.

Running District 2 residents out of our own homes for safety. Thank you for ruining my childhood dream of owning and living in South San Jose.

Dear Mayor Mahan, San Jose City Council Members and San Jose City Clerk,

My name is Alton Wong, a resident of San Jose District 2, and I am writing because I support CM Jimenez's memo on discouraging the 2 emergency D2 EIH sites.

I urge you to support his recommendation in eliminating the 2 Bernal Rd sites as back-up EIH locations.

Additional sites within our district and/or bordering our district would put a heavy strain on essential services needed to support the entire community.

Our community would like to see more of the shared responsibility for emergency housing amongst the other districts as quoted on the city's website.

In order to successfully help the unhoused, we need a collaborative effort from all districts, not just for D2 to bear the majority of the burden.

Respectfully,

Alton Wong

My name is Wanda Wong, born and raised in San Jose/D2, I am currently on the board of the Basking Ridge Neighborhood Associaon as well as the Basking Ridge Homeowners Associaon.

We have approximately 1,000 homes (homes, condos, townhomes) in our community along the Eastern foothills of highway 101 and Bernal Rd/Silicon Valley Blvd.

I am wring because I support CM Jimenez's memo on D2 EIH sites and I urge you to support his recommendaon in eliminang the 2 Bernal Rd sites as back-up EIH locaons. I Diane Green-Riffel a Taxpayer, oppose and deny the building of Tiny homes in my community.

We already have some EIHC homes  and are having problems with destruction, loitering, littering among other problems.

No more, Please.

Please hear the cry for us poor home owners that are struggling to survive here and to preserve the upkeep of our community.

Thank you

I support Councilmember Jimenez’s proposal to locate new interim housing in other than District 2.

I urge the Council to build more permanent housing (with needed services) for the homeless — it is both more cost effecve and a more basic soluon.
