SUPPLEMENTAL
SUBJECT: GPT22-001 & ER21-032: CITY-INITIATED GENERAL PLAN TEXT
AMENDMENT TO REVISE THE ENVISION SAN JOSE 2040 GENERAL
PLAN HOUSING ELEMENT FOR THE 2023-2031 REGIONAL HOUSING
NEED ALLOCATION (RHNA) CYCLE PROJECTION PERIOD
PURSUANT TO STATE LAW AND RELATED AMENDMENT TO
CHAPTER 7 OF THE GENERAL PLAN
REASON FOR SUPPLEMENTAL
The purpose of the supplemental is to summarize changes made to the 2023-2031 Housing Element chapters and appendices since the item was presented to the Planning Commission on May 24, 2023. Changes to the document were made in response to guidance from the State’s Department of Housing and Community Development (HCD) and to correct clerical errors.
BACKGROUND
Since December 2022, staff have worked on changes to the draft 2023-2031 Housing Element to address HCD’s comment letter. Staff held several meetings with HCD during the last six months to discuss how best to address the comments. HCD staff provided guidance on the required analysis and clarified the comments made in the letter as well. Prior to the May 24, 2023 Planning Commission hearing, staff received feedback from HCD on Chapter 3, however there was insufficient time to address the changes prior to the hearing. The changes to the 2023-2031 Housing Element made after the version was sent to the Planning Commission reflect that feedback and corrections to clerical errors, and are as follows:
