Retroactively authorize travel for Councilmember Pam Foley to attend the Sister Cities International 2023 Leadership and Annual Membership Meeting in Durham, North Carolina.

PURPOSE
Councilmember Foley is a candidate for the Sister Cities International Board to serve as a representative for the City of San Jose. All Candidates are required to attend the Sister Cities International Leadership and Annual Membership Meeting.
The sister city network unites tens of thousands of citizen diplomats and volunteers who work tirelessly to promote the organizations’ mission of creating world peace and understanding through economic development, youth and education, arts and culture, and humanitarian assistance. Retroactive approval is requested because the travel was not solidified until July which is when Council was on recess.
