Dear Mayor and City Councilmembers:

We are excited to present to you an annexation and pre-zoning that will facilitate a residential development at 2323-2391 Moorpark Avenue, across from Valley Medical Center. This proposed zoning and development permit conform entirely with the Envision 2040 General Plan, thus the Planning Staff recommends approval of the project.

Below are the key features of the project that we hope you will consider:
1) Maximizes the density allowed for this site: The site is designated Mixed Use Neighborhood (MUN) in the Enivision 2040 General Plan. This designation allows residential development up to 30 units per acre. This project is 58 units on 2.01 acres. 2) Includes affordable units on site: The proposed project will provide 17 affordable ADU units integrated into the townhome buildings. In addition, there will be 41 market-rate units. 3) Finally completes sidewalk along Moorpark Avenue frontage: The frontage of the site has been missing sidewalks for many decades. The project will provide new sidewalks and street trees along Moorpark and also along Central Way. The lengthened crosswalk and signal at Moorpark and Turner will provide a safe pedestrian crossing across Moorpark Avenue. 4) Cleans Up a Very Blighted Property: The current project site is very unattractive. (please see pictures below) All of the buildings are vacant and have been vandalized and covered in graffiti. The landscape is overgrown with weeds. The new project will clean up the site and provide an attractive new community. (please see images below) For all of the reasons above, we hope that you find the project worthy of your support.

Thank you for your consideration. Please email or call if you have questions.

Best Regards,
ERIK
