SUBJECT: MINOR STREET NAMING OF A PRIVATE DRIVEWAY LOCATED EAST OF THE
INTERSECTION OF OAKLAND ROAD AND ROCK AVENUE TO DACE WAY RECOMMENDATION:
Adopt a resolution approving the naming of Dace Way, an approximately 1,350-foot-long private driveway located on the east side of Oakland Road at Rock Avenue (2060-2110 Oakland Road), extending 400 feet easterly from the intersection of Oakland Road and Rock Avenue, continuing 500 feet northerly, then 450 feet westerly, connecting back to Oakland Road.
BASIS FOR RECOMMENDATION:
On March 22, 2023, Carletta Cooley, on behalf of the property owner, Bible Way Christian Center, submitted an application to name an approximately 1,350-foot-long private driveway to Dace Way. The private driveway is already constructed. The attached Minor Street Naming Map (Exhibit) identifies the location of the private driveway proposed to be named. The driveway to be named begins at the intersection of Oakland Road and Rock Avenue and extends approximately 400 feet easterly, continuing 500 feet northerly, then 450 feet westerly, connecting back to Oakland Road.
The driveway traverses three parcels: two parcels are owned and occupied by Mass Precision and one parcel is owned and occupied by Bible Way Christian Center. In accordance with application procedures, Bible Way Christian Center obtained a signature from the property owner of Mass Precision agreeing to the street naming. Santa Clara County Communications, the United States Post Office, the City of San José Fire and Police Departments, and the City of San José Building Addressing Section approved the street naming.
City Council Policy 6-5 entitled “Street Naming and Renaming” establishes the process and criteria for the naming and renaming of public and private streets. Pursuant to City Council Policy 6-5, the Planning Director determined that the proposed street naming is a naming of a “minor” private street, subject to a more streamlined process and criteria because no more than twenty (20) occupied parcels are affected by the proposed naming. Planning staff fully implemented the City Council Policy 6-30 entitled “Public Outreach Policy for Pending Land Use and Development Proposals” by requiring the applicant to post an on-site sign notifying the public of the proposal and identifying how to obtain additional information or submit comments. The on-site sign was posted on May 4, 2023. No public comments were received for this project.

No community meeting was held, as it was deemed unnecessary by the Director of Planning, Building, and Code Enforcement since the naming involves a private driveway and not a major thoroughfare. Pursuant to City Council Policy 6-30, property owners and occupants within a 300-foot radius were sent public hearing notices for the City Council hearing.
Commission Recommendation/Input: Pursuant to Council Policy 6-5, the proposed street naming is taken directly to City Council. Therefore, no commission recommendation or input is associated with this action.
Planning staff recommends that the City Council adopt the resolution approving the naming of the Dace Way, an approximately 1,350-foot-long private driveway extending 400 feet east from the intersection of Oakland Road and Rock Avenue, continuing 500 feet north, then 450 feet west, connecting back to Oakland Road, as the naming meets the criteria of City Council Policy 6-5.

Bible Way Christian Center is responsible for all costs associated with the new street signs.
