recognizes the hard work and stressful nature of law enforcement and is committed to providing officers with the resources necessary to improve mental and physical health.
In December of 2022, the Board of State and Community Corrections (BSCC) notified the San José Police Department of its eligibility to receive a disbursement in accordance with Assembly Bill 178, Chapter 45, Statutes of 2022, Item 5227-121-0001. This funding was automatically awarded to all city and county law enforcement agencies employing officers, as described in Section 830.1 of the Penal Code. The purpose of this disbursement was specified to be used towards improving officer wellness and expanding mental health resources.
ANALYSIS
The Police Department has been awarded $758,952 for the BSCC Officer Wellness and Mental Health Grant. The grant term is January 1, 2023, through December 1, 2025. The following list provides information on the project budget for the Officer Mental Health and Wellness Grant approved by the BSCC. These estimates are subject to reallocation and/or change over the course of the grant term, however, the total grant amount to the City will remain the same.

1. Consultant Costs ($547,399). Police officers are constantly exposed to violence, death, and other traumatic events. This can lead to post-traumatic stress disorder, which is a mental health condition that can cause several symptoms, including anxiety, depression, and substance abuse. Funding of $547,399 will be used for professional services to provide intensive debriefings and individual therapy to Department officers. The 6-day program will include intensive debriefings with those who have suffered post-traumatic stress disorder while on the job. In addition, funds will also be used for other mental health services including, but not limited to, body scans, specialized fitness programs, and substance abuse treatment.
2. Equipment ($128,573). Funding of $128,573 will be used for gym equipment to enhance officer physical health.
3. Other Costs ($50,000). Funding of $50,000 will be used for other costs that include the acquisition of a therapy dog, initial training, and care (food, supplies, training, veterinary,

etc.). The therapy dog will be part of the Crisis Management Unit, which will provide benefits such as helping staff reduce stress and anxiety following a critical incident and improve community relations when conducting community policing.
4. Training ($32,980). Funding of $32,980 will go towards resiliency training. This training will help gain knowledge, skills, and tools to identify stressors.

This memorandum will not require any staff follow up.
COST SUMMARY/IMPLICATIONS
This project is being funded by the BSCC and there is no cash or in-kind match requirement with this grant.
The therapy dog will have future ongoing expenses. This includes ongoing costs for the officers’ premium pay and dog’s care (food, supplies, training, veterinary care, etc.), estimated to be $8,000 in personal services and $4,500 of non-personal which will be considered in the Police Department’s Base Budget development process.
