RECOMMENDATION
Adopt a resolution authorizing the City Manager or designee to negotiate and execute a consulting services agreement with Mott MacDonald Group, Inc. for the Willow-Keyes Complete Streets Improvements Project from the date of execution through June 30, 2026, for an amount not to exceed $1,771,304.
SUMMARY AND OUTCOME
Enter into a contract to provide engineering services related to the preparation of scoping, environmental documents, plans, specifications and estimates, right-of-way services, public outreach, and design and construction management support for the Willow-Keyes Complete Streets Improvements Project (Project).
BACKGROUND
The City of San José, in partnership with the Santa Clara Valley Transportation Authority (VTA), prepared a comprehensive, community-based multimodal safety study and complete streets plan called the Story-Keyes Complete Streets Study (Study). The Study included the corridors of Willow Street, Graham Avenue, Goodyear Street, Keyes Street, and Story Road and it is built on the City's and VTA's commitment to improve mobility and safety for all roadway users.
The Department of Transportation applied for grants to implement the proposed improvements for the Project, which is a portion of the Study corridors. This portion of the Project includes Willow Street, Graham Avenue, Goodyear Street, and Keyes Street from State Road 87 to Third Street. These streets are COUNCIL AGENDA: 9/19/23

important east-west corridors serving and connecting many disadvantaged neighborhoods to key local and regional destinations in the central part of San José.
Department of Transportation successfully secured $7,048,000 from VTA’s 2016 Measure B local funding for the design and construction management and $12,926,000 from the State’s Active Transportation Program for the construction phases of the Project, for a project total of $19,974,000.
VTA’s 2016 Measure B local funding will be used to fund the consultant’s contract to provide engineering services related to the preparation of scoping, environmental documents, plans, specifications and estimates, right-of-way services, public outreach, and construction management support for an amount not to exceed $1,771,304.
The Project will narrow travel lanes from four to two lanes within some sections of Goodyear Street and Keyes Street to improve safety and provide for continuous Class IV protected bike lanes. The Project also reconfigures complex major intersections with roundabouts to improve safety and access for pedestrians and bicyclists and help reduce overall vehicle speeds. Additional improvements to pedestrian and bicycle facilities along the corridor will be made, including new sidewalks, Americans with Disabilities Act curb ramps, intersection curb extensions, enhanced crosswalks, pedestrian-scale lighting, transit boarding improvements, and street trees.
ANALYSIS
On March 7, 2023, Department of Transportation posted a Request for Proposals to an online bid solicitation website, Biddingo. The posting sought qualified firms to provide services that include outreach, final design, right of way, environmental studies, bid and award, construction management and closeout support for the Project. The closing date for the Request for Proposals was April 4, 2023, and a total of two firms responded to the bid, specifically, HMH Engineers and Mott MacDonald Group, Inc. A group of Department of Transportation and Public Works staff reviewed the proposals. Each reviewer was given a scoring rubric to provide their scores. The following scoring criteria and weighting were used to calculate a final score for each firm:
• Proposal Responsiveness: Pass/Fail
• Expertise: 25%
• Experience: 35%
• Project Approach: 40%
Once final scores were tallied, Mott MacDonald Group, Inc. scored the highest with an 86.25 average total score, while HMH Engineers received a 79.75.
Staff recommends the contract be awarded to the highest ranked firm, Mott MacDonald Group, Inc. for a total amount not to exceed $1,771,304. Mott MacDonald Group, Inc. has a proven track record of providing high quality complete street design plans and demonstrated familiarity with federally funded project requirements, i.e., environmental and right-of-way processes, federal funding obligations, etc. Its proposal also showed that the project team has an extensive relevant experience and demonstrated a deep

understanding of the Project’s goals, scope of work, and community outreach needs. Matt MacDonald Group, Inc.'s proposal also demonstrated that it had done extensive research regarding existing conditions on the project corridor.
A 10-day protest period began on April 27, 2023, after a notice to award was sent to Mott MacDonald Group, Inc. No protests were received.

No additional follow-up action is expected at this time.

PUBLIC OUTREACH
The improvements proposed for the Project are the result of a comprehensive, community-driven multimodal safety study and complete streets plan undertaken by VTA in partnership with the City of San José (https://www.vta.org/projects/story-keyes-complete-streets-study). Community members and public groups were engaged throughout the initial design process to develop a shared vision for the Study.
Traditional engagement strategies implemented included public meetings, stakeholder briefings, on-line mapping, and social media messaging. Additionally, to increase the Project's reach, the Study used a variety of community engagement strategies to meet people where they are located. Outreach was provided in three different languages (English, Spanish, and Vietnamese) and stakeholders engaged in this process included but were not limited to residents, business owners and customers, schools, neighborhood and business associations, non-profit organizations, and advocacy groups. Please see the Attachment - Outreach Summary.
The Project also plans to conduct additional more focused outreach specifically to the residents, businesses, neighborhoods, and other stakeholder that are adjacent to Project corridors.
This memorandum will be posted on the City’s Council Agenda website for the September 19, 2023 City Council meeting.
