SUBJECT: AMENDMENT TO THE AGREEMENT WITH FILCO LLC FOR PLACEMAKING
ACTIVATIONS
RECOMMENDATION:
Adopt a resolution authorizing the City Manager or designee to negotiate and execute an amendment to the agreement with Filco LLC for public event services support, increasing the maximum compensation by $300,000, from $1,000,000 to $1,300,000.
Desired Outcome: The recommended action enables the Department of Parks, Recreation, and Neighborhood Services to continue to provide activation event support for Viva Parks, Viva CalleSJ, and Paint the CitySJ.
BASIS FOR RECOMMENDATION:
Filco LLC was qualified through a Request for Qualifications process for the Saint James Park and Public Life Program in 2021 and initially entered a contract for services up to $500,000. Placemaking offers a variety of outdoor space activations, such as Viva CalleSJ and Viva Parks, that focus on community engagement while increasing physical activity. The placemaking program was expanded later in 2021 with the introduction of the Abierto Program that provided outside agencies the opportunity to submit a request to fund various community art events. The Abierto Program was funded through American Rescue Plan Act and in response to this addition, the contract with Filco LLC was adjusted to $1,000,000 to support the implementation of the Abierto Program.
The Abierto Program played a pivotal role in fostering community cohesion and resilience, facilitating various events, initiatives, and activities that have been highly beneficial to our residents. The success of this program was reflected in the positive feedback received from our constituents and the meaningful impact it had on our community.
While the Abierto Program concluded in Fiscal Year 2022-2023, the City's engagement with Filco LLC continues to be pivotal to the realization of a diverse array of events beyond the program's temporal scope.
The current agreement with Filco LLC will expire in 2026 and continued collaboration with Filco LLC supports public life programs supporting community vitality and well-being.
Granting the City Manager the authority to negotiate and execute this amendment concerning Placemaking activation will serve to ensure the continuation of secure and captivating public events. The ongoing collaboration with Filco LLC aligns with our commitment to activating public spaces through over 100 Viva Parks and three Viva CalleSJ open street events, creating a vibrant and engaging urban landscape.
Commission Recommendation/Input: No commission recommendation or input is associated with this action.
