AnalysisExplain the rationale for staff recommendation, including any mitigating factors that need to be considered (recent legislative action, significant work plan changes, etc.). Please address the following as well. GREEN LIGHT: The Administration can implement this nominated idea under its current work plan. Item should be sent to Council to add to department work plan. (1) How will the idea be approached? (2) If adopted, what is its impact and/or tradeoff to the City Council Focus Area or to a department work plan, including strategic support? (3) What is the minimum viable scope to move the idea forward and reduce its complexity? YELLOW LIGHT: The Administration recommends Council send this nominated idea to the Priority Setting Process or to the Budget Process due to (describe cost implications, workload impacts, or other factors). RED LIGHT: The Administration recommends Council not to adopt this nominated idea due to (describe reason implementation would be difficult if not impossible – conflict with other laws, etc.).
Recommendations 1-4, 6 and 8 [GREEN] - Staff can green light these recommendations and develop a City Council Policy prior to the next councilmember transition, but will need to coordinate with the City Clerk's Office for all recommendations. Recent activities related to onboarding new councilmembers highlighted the need to implement new controls to ensure consistency and seamless transition of services and resources to newly elected officials. In addition, anticipated legislation including Assembly Bill 1637 may impact how the City manages website domains and email addresses provided to employees as well as how to potentially support City enterprises that benefit from the use of non-.gov website and/or email use. ITD will work with departments and the City Clerk to propose a process that ensures accounts responsible for managing systems outside the control of the City are managed by City Clerk and/or ITD. Staff in ITD and Communications have the skills to coordinate this assessment with minimal impact on resources and active projects. The assessment will also include efforts needed to transition current accounts and services to the proposed process.
