RECOMMENDATION
Set the General Plan Third Review Cycle of 2023 City Council hearing beginning on the afternoon of October 24, 2023, to consider a City-initiated General Plan amendment associated with amendments to the Evergreen-East Hills Development Policy as directed by the City Council as part of the General Plan Four-Year Review and amendment to the Evergreen-East Hills Traffic Impact Fee ordinance in Chapter 14.33 of Title 14 of the San José Municipal Code.
BACKGROUND
Consistent with State law, the City Council may consider General Plan amendments up to four times per year. Policy IP-3.1 of the Envision San José 2040 General Plan allows staff to hold City-initiated General Plan amendments up to four times a year and limits City Council consideration of privately initiated General Plan amendment applications to one of those cycles.
This proposed General Plan hearing would allow City Council consideration of amendments to the Evergreen-East Hills Development Policy which would effectively terminate the policy following the effective date of the City Council action with regard to development proposals filed after that date but remain in effect for development that have approved entitlements under the existing policy. This hearing will constitute the third General Plan hearing cycle of the calendar year 2023.

ANALYSIS
To allow City Council to consider a resolution amending the Evergreen-East Hills Development Policy and an associated traffic impact fee ordinance amendment, consistent with City Council direction, staff requests that the General Plan Third Hearing Cycle of 2023 be scheduled on the afternoon of October 24, 2023.
