Dear Rules Committee Members and Staff,
My name is Lina Li from District 4 and I am writing to urge you to vote yes to proceed with an audit of the San Jose Animal Care and Services (SJACS).
As you are aware from news reports and local rescues speaking out in recent months, the conditions at SJACS are continuing to decline and animals are dying as a result. There is an outbreak of Panleukopenia Virus among the cat population that has been devastating. It has a 90% mortality rate.
The Community has been asking for more transparency from shelter management and staff and we are not getting it. This lack of transparency and communication has exacerbated issues at the shelter, including proper protocols not being followed.
SJACS has protocols and procedures that need to be adhered to, currently many critical ones are not being followed.
We need collaboration and communication restored between SJACS and rescues, fosters and volunteers.
It would be inhumane to stand by and allow the conditions at SJACS to continue without doing due diligence of an independent and thorough audit.
I urge you to vote yes to proceeding with an audit to be done immediately.
Thank you.
Lina Li

Dear Rules Committee Members and Staff,
My name is Meaghan Banks-Innes, a resident of Spartan-Keyes. I am writing on behalf of myself, my husband, and our two rescue dogs to urge you to vote yes to proceed with an audit of the San Jose Animal Care and Services (SJACS).
I volunteered for SJACS for over a year. I resigned as a volunteer this month. I simply could no longer handle management's ineptitude, the dysfunction and lack of caring from staff, the heartbreak of seeing miserable dogs slowly lose their minds in captivity, and the retaliation management wreaked on anyone who tried to improve the situation. Volunteers and staff have tried to improve conditions from within, and been fired for their pains - which I believe violates San Jose's whistleblower policy and the First Amendment. The animals need you to act NOW.
