Dear City Council,
Protect our Parks. Protect our Park Impact Fees.

Thank you for attempting to address the housing crisis and for protecting Park Impact Fees. The city's consultant has noted that the city could consider waiving or further reducing Park Impact Fees, which provide funds for new and existing parks. One should not suggest that we attempt to address one crisis by worsening another. Our community needs adequate housing. Our community also needs public parks and urban green space, which promote physical and mental health. For the benefit of residents, just like the housing needed.

Many San Jose parks are a disgrace for the City. An excellent example is Alum Rock Park that you've neglected for many years.

Parks & Recreation have already taken a budget hit with the new union wage agreement. We can't afford a further reduction in the P&R operating budget.

Please do not consider waiving or reducing park fees. For too long, our city council and mayors have never really addressed the tax money needed to keep our parks safe and maintained especially in our underserved neighborhoods. If a housing developer wants a reduction in park fees more than likely this developer is more likely a candidate that cannot afford to build in the area and will have a poor record of being a landlord. You discriminate when you allow some to pay and others don't have too and create a system where certain districts have beautiful green spaces and others have deserts.

San Jose parks are critical for us to achieve good physical and mental health. And given the strong connection between deteriorating mental health and increased susceptibility to becoming unhoused, anything that improves mental health must be a priority in the housing crisis.

Park fees help maintain our current parks and fund those in the future. There is no reason why some one who uses the park for a specific purpose should not pay for their entitlement to use the park for their purpose.

Parks provide a calm and warm place in nature for people to enjoy the outdoors. It is good for the mental health of the individuals and communities. Safe and affordable housing in San Jose has long been an issue. Encampments, blight and lack of support for the unsheltered should not be occurring in a wealthy Silicon Valley.

San José already has difficulty maintaining its current parks, let alone opening new parks. Developers routinely get away with including "green space" in developments, where the public is not genuinely welcome, in lieu of contributing to the support of parks that all residents can use. Open space at schools is not accessible to the public during the school day, and sometimes not even outside school hours either. It is not appropriate to run dogs at school fields because children use those fields and don't need dog waste where they play. (And school maintenance staff shouldn't be tasked with inspecting a large field for dog waste.) Park Impact Fees are not where the City should be cutting costs to developers.

Please note that as a homeowner/taxpayer in Santa Clara County I already see the massive disparity when it comes to parks/park maintenance between the west side and downtown or east side.

Its proven that parks are beneficial for communities -
Parks are a welcome respite from the urban jungle that San Jose has become.

Protect our parks. The Parks and Recreation Commission will discuss the City Charter definition of "public parks" in December 2023. Per the Charter, "public parks" means any and all lands of the City which have been or are dedicated, improved and opened to the public for public park purposes." Our community needs public parks and urban green space, both of which are a basic need that promote physical and mental health. Many parks still require repair and maintenance and staff are needed for either to occur. A park by any other name is a park.

Thank you in advance for protecting our current and planned parks and park funding.

Parks need to be protected and cared for. Money needs to be set aside for maintenace. Parks are too important to not be cared for.

Parks are essential for helping relieve the loneliness that is infecting society today. We need to connect with others, both those close to us and new friends who you could possibly meet in a park setting.

Dear City Council,
Protect our parks.

The parks that charge a fee need to continue that, almost every single one needs updates and continued care.

Alum Rock Park, for example, has had some trails closed for years since there has not been enough upkeep.

Perhaps a closer look at parks and their current state would be enough to sway you not to cut off this funding for them.

Invest in upgrading Alum Rock Park! It's a beautiful park and it's neglected and run down. If the city can spend millions of dollars on parks in more affluent neighborhoods it should also allocate more money and resources for conservation efforts in maintaining such a popular and historic park.

Live close to Raymond Bernal Park, We need the park to have better upkeep each week, cleaning, weeding, and gopher trapping because there are a lot of holes and people could hurt themselves trying to walk or play on the grass area. Also, the gophers go into neighbors yards and we have a hard time getting rid of them because of the parks are infested with them. Place more signs of what you can not do at the park. Bathrooms need to be locked at night, Need to keep the homeless out, and Camping, and motorhomes are prohibited. Neighbors have to call to get them out. It takes days or weeks.

How does the City of San Jose dictate the maintenance and repair of county parks located within the city of San Jose boundaries, specifically Penitencia Creek Park. The park R&M is not up to the standard of a city run park.

Having lived in San Jose since 1958 I know how beautifully kept our parks and open spaces were when far fewer people lived in San Jose but their tax dollars were spent on what the residents said they wanted.

The City Council now takes up its time deciding on detriments to the City like digital billboards when 85% of residents are against these unsightly and unhealthy and expensive eye sores instead of spending their time and OUR tax money on beautifying our parks and housing those who are forced to live on our streets. If SJ could be one of the country's most beautiful and safe cities in the 60's, 70's and 80's when far fewer people lived here, we KNOW it could be done now. However, it would require the City Council to listen to the taxpayers/residents/voters for ONCE. Now is the time! The residents of SJ deserve nothing less! Patricia Blevins

Parks enable us to get out to enjoy the outdoors, enjoy some physical activity, and engage with others. These days, with the echo chamber of social media, engaging in-person with others seems more important than ever.

Our parks are in sad shape. Alum Park, the queen jewel of SJ parks, is still reeling from the storm damages earlier this year. Nothing has been done to repair/mitigate the damaged roadway, and that is only going to get worse again this coming winter. That means an expensive repair is only going to become more costly. So, the cancer continues to grow unabated sadly.

I genuinely cannot stress enough, the importance of access and accessibility of our parks. I love living in East San Jose and we deserve and demand equity when it comes to the care and consideration of our neighborhoods. It is overdue and I hope that you will stand with the residents of East San Jose and invest in our neighborhoods and community in the same way you would any other neighborhood. The inequity is real, please choose to be part of the solution..

Keep Park Impact Fees as they are. Do not reduce this important source of growing a green space around new construction/housing projects. Park Impact Fees should be bound to a project and not something that can be negotiated. If anything PIF should be increased to help grow green space in San Jose.

Thank you,
Nat Robinson
