SAN JOSE, CALIFORNIA MONDAY, JANUARY 22, 2024
The Community and Economic Development Committee of the City of San José was held in a hybrid format, in the Council Chambers and from remote locations. The meeting convened at 1:30 p.m.
Present: Councilmembers - Foley, Torres, Kamei, Ortiz, Batra.
Absent: Councilmembers - All present.
Staff: Office of the City Manager, Rosalynn Hughey; City Attorney Office, Johnny Phan; Mayor’s Office, Michael Lomio; and City Clerk’s Office, Yasmin Johnson.

1. Real Estate Services Division Activities Annual Report Kevin Ice, Senior Real Estate Manager and Nanci Klein, Assistant Director of Economic Development, Director of Real Estate offered the presentation and responded to questions.

Action: Upon motion by Councilmember Peter Ortiz, seconded by Councilmember Arjun Batra, and carried unanimously, the Committee accepted the staff’s status report updating the Community and Economic Development Committee on the Real Estate Services Division’s FY 2022-2023 activities related to the sale of City-owned properties, the leasing of facilities, vacant lands, and key FY 2023-2024 Work Plan initiatives. (5-0-0)
2. Housing Department Performance Measures Audit Recommendation #1 Status Report
Rachel VanderVeen, Assistant Director, Housing Department; Erik Jensen, Assistant to the City Manager, City Manager’s Office; and Jennifer Piozet, Senior Executive Analyst, City Manager’s Office offered the presentation and responded to questions.
Public Comments: None provided.
Action: Upon motion by Councilmember Arjun Batra, seconded by Vice Mayor Rosemary Kamei, and carried unanimously, the Committee accepted the report on draft performance metrics for the Housing Department to implement recommendation #1 from the City Auditor’s Report 23-04, consistent with City Council direction provided on October 17, 2023. (5-0-0)
3. Citywide Residential Anti-Displacement Strategy Status Report Rachel VanderVeen, Assistant Director, Housing Department and Kristen Clements, Division Manager offered the presentation and responded to questions.

Action: Upon motion by Councilmember Omar Torres, seconded by Councilmember Peter Ortiz, and carried unanimously, the Committee accepted the staff’s status report on the Citywide Residential Anti-Displacement Strategy, including information on housing preservation options and proposed priorities for preservation program development, consistent with the City Council direction provided on April 25, 2023. (5-0-0) . Open Forum
1. Lilian Koenig shared her current circumstances living in a senior housing development and expressed her thoughts and concerns on what affordable housing means to seniors.
2. Dinah Hayse spoke to the importance of pet ownership when developing housing strategies and programs, eviction concerns pet owners face, and asked what prevention measures are in place for those facing evictions due to pet ownership. -3- JANUARY 22, 2024
3. Jean Dresden spoke to an instance she witnessed in San José in connection to the importance of residents having low cost spay neuter programs readily available to prevent unfixed animals from having accidental litters. . Adjournment
