Subject: Paul Welch 95118 - Restore Virtual Comments at City Council meetings Dear Mayor Mahan and San José City Council,
I ask you to rise to the challenge rather than cave to bullies intent on stifling the input of disadvantaged communities. The City needs to immediately restore virtual public comment for all City Council, Committee, and Commission meetings.
It is clear there is an effort to silence members of disadvantaged communities. Many residents rely on being able to provide virtual public comment due to reasons of disability, health, work schedules, parenting and other demands of modern life. The strategy appears to be to engage in racist and hateful speech in order to bully the Council into eliminating virtual public comment. The bullies scored a victory when the Council decided to eliminate this option without first seeking community input and not at the bequest from community members.
By eliminating remote access on the heels of restricting access to the council chambers in December, San José has fallen from a model of good government dedicated to promoting civic participation to a city displaying troubling behavior and giving the impression that hearing from its residents is a bother.
We agree that the comments of a few bad actors are vile and have no place in a community meeting.
Rather than using racist and hateful speech as an excuse to cut off community participation and hamper people’s First Amendment right to petition their government, however, the City should rise to Public Record: 7

Ending the process of remote participation, is to deny a large segment of the community the opportunity to participate in our democratic process. Some examples include:
Disabled residents who rely on technology to speak, or who otherwise have to arrange rides with Paratransit.
Immunocompromised residents who take on unnecessary risks to their health by spending hours in a packed room.
Working people without the ability to arrange their schedules around hours long council meetings.
Parents with small children who can’t take time off to attend City meetings.
For example, budget season is the most critical time of year for civic engagement. The ban on remote comments means the people most in need of an equitable city budget will be sidelined throughout the process.
The possibility that the ban on remote comments might only last months is no comfort to those who wish to comment on current City Council, Committee and Commission matters in order to ensure that quality of life in San Jose is maximized. I ask that you immediately restore virtual public comment to ensure that you and the City once again benefit from the voices silenced by your recent decision.

You don't often get email from Learn why this is important San Jose City Clerk ,
I urge you to take action and ban city authorized travel to Israel. In 2022, the City Council blocked then Mayor Sam Liccardo from traveling to Qatar due to concerns about that country's human rights record, yet said nothing when he made a taxpayer-funded official trip to Israel in 2019. As Israel's extreme violations of human rights grow day by day, I ask that you act consistently and institute a policy ending official City travel to Israel.
Today, residents of San Jose are hurting, witnessing families and innocent civilians being killed by Israel in Gaza, the West Bank, and East Jerusalem. Over the past 100+ days, Israel has killed over 27,000 Palestinians, besieged educational, cultural, and medical institutions in Gaza, and committed countless human rights violations against the Palestinian people.
According to the United Nations Human Rights Office in the Occupied Palestinian Territory, these violations include the targeted destruction of civilian infrastructure, the intentional deprivation of food, water, and healthcare from the civilian population of Gaza, and the indefinite detention of Gazans without trial.
In 2019, the City Council rejected then Mayor Liccardo’s trip to Qatar based on a report by Amnesty International that Qatar had committed human rights abuses. Here is how Public Record: 11

Here is how Public Record: 20

You don't often get email from Learn why this is important San Jose City Clerk ,
When I first moved to San Jose from Virginia years ago, I moved here because San Jose was a land of opportunity. I was an unemployed bartender with $300 to my name and was sleeping on the floor of an acquaintances living room. Through hard work and determination , and most importantly the San Jose community and the many opportunities our area holds, I was able to make something of myself and become a Technical Architect overseeing enterprise, multi-national businesses technical needs. However, I have never forgotten where I came from, nor the people that now stand where I once stood when I first came to our city.
As a resident of San José, and a human being, it is heartbreaking to see the noticeable displacement that occurs when families are unable to find an affordable home due to long waitlists. While San Jose and Santa Clara County has a decent number of people and families making many times over the California and Federal average and median incomes, we all know that a good chunk of San Jose residents are barely getting by due to "greedflation" from corporations and absolutely insane housing prices. These are our neighbors, our friends, our teachers, our childcare providers, etc. having to choose between things like food, medical care, and rent.

Our great state of California is known all over the world for being a place of opportunity.
Every year, California welcomes scores of people from almost every country in the world with open arms as they come here to try their hand at obtaining the American dream. People that believed as I once did that this is a place to grow, succeed, and thrive. We can never live up to our reputation as a state if we do not ensure that our residents have an easy of a time as possible in a quest to meet the most basic needs of food and shelter without having to go without one of them until they magically have an extra $20 leftover on a paycheck.
We need a housing revolution in our community, and that is not possible without your support and the support of our community as a whole. It is time that we make ourselves the city and state that we portray ourselves to be. It is time that we put the needs of the majority over the wishes and desires of the minority and do the right thing for the residents of San Jose. It is time once and for all to get the housing affordability crisis under control once and for all! It is truly mind blowing how I personally know couples making $250k per person with amazing credit that cannot afford homes and sometimes don't get approved for apartments. If it is that hard for them, how hard must it be for the people that are trying working hard every day to have that life for themselves and their families? The San José City Council has the opportunity to address the root causes of our housing crisis by approving the Tenant Preference Policy at your March 26 meeting. This policy will allow us to prevent the displacement of low-income renters, increase access to affordable housing, and improve housing stability and costs.
Don’t postpone the Tenant Preference Policy any longer. The full City Council must approve the ordinance on March 26. We need to STOP prolonging the housing crisis; the decision is yours!
Sincerely,
Victoria Hazelwood

Subject: Written Submission Diane Solomon Public Comment at T&E Tomorrow You don't often get email from . Learn why this is important Dear City Clerk,
Would you kindly reply to this email so I know that you received it? I am a member of the Public who will be making a public comment at tomorrow's meeting of the Transportation and Environmental Committee tomorrow, March 4th at 1:30 pm.
Here are my written comments for this Committee:
Dear Transportation and Environment Committee:
Many thanks for working to make our City greener and safer for those who reside in our City.
Too many of our City’s pedestrians and cyclists are killed by speeding automobiles. 3/7/24, 9 16 AM Mail Rules and Open Government Committee Agendas Outlook https //outlook office365 com/mail/rulescommitteeagenda@sanjoseca gov/inbox/id/AAQkADhhYzk3NTk1LTBmZDAtNDc4Yi1hN2Q0LTZjNmZjNTk5MTc0NwAQANrAKFML78FKhA%2Bv26d86Mk%3D 3/4 There are also uncountable near misses and injuries suffered by bicyclists, pedestrians and wheelchair riders that go unreported.
1] Slow down cars and the fatalities and serious injuries decrease By now everyone on this committee knows that 50% of pedestrians die when hit at 42 mph.
Operating speeds on our Vision Zero corridors are much higher than posted limits on roads with inadequate traffic calming. Drivers operate at higher than posted speeds on many of the multilane streets that cut through underserved neighborhoods in our City.
These are the roads that the privileged use to cut through underserved neighborhood. I live in WG—we are privileged by design. Currently the King Road corridor is disadvantaged by design.
Please continue to support the infrastructure changes that by design force cars to slow down. 2] I urge you to add funding for the Speed Camera Program, Vision Zero, and The King Road Complete Streets Plan to our City’s Fiscal year 2024-2025’s CAPITAL BUDGET.
Make funding for them a priority this budget cycle:
• We need the Speed Camera Pilot Program to be put in place asap • We need more vision Zero solutions put in place asap. • Our long neglected and vulnerable East side residents need the King Road Complete Streets Plan to be put in place yesterday.
Thank you for your attention and consideration,
Diane Solomon, Cyclist and Pedestrian

I am writing to express my concerns about the recent announcement at the latest Vision Zero Task Force (VZTF) meeting that VZ will be folded in to the T&E committee.
I would like to see an agenda item added to an upcoming T&E meeting that discusses the transition and to what extent and how T&E will be addressing the safety issues that the Vision Zero Task Force has dealt with to date.
I request that at a minimum the VZTF manager for DOT, Jess Mintz-Roth, be added to the list of required attendees/participants of all T&E meetings.
I would also like to request that T&E apply actionable objectives and key results (OKRs) to all VZ agenda items so the committee can track relative success of these items and course correct as necessary. This, unfortunately, wasn’t a priority for VZTF and I think it hampered any assessment as to the relative success of the task force.
I look forward to VZ related issues getting greater visibility through a wider city council participation and more frequent meetings in T&E but also feel it's important to continue the input of the cross functional attendees as they have had for the VZTF.
Thank you,
Jeff Boissier, District 10

[You don't often get email from Learn why this is important at https://aka.ms/LearnAboutSenderIdentification ] Dear Rules Committee,
May I add my voice to those who would like to see this pilot implemented! It’s a time and $$ saver. I am exhausted from so many programs (profit and non profit) to help the Homeless but not much improvement from what I see on the streets.
Please work on the County to utilize SCC Fairgrounds. They are responsible for helping the homeless also.
Thank you,

This is a doable quick resolution to solving our homeless situation and also then being able to enforce municipal codes. This is exactly what we need to get things back on track for San Jose.
Beautify and Soar programs are not cost effective nor do they solve any problems. They are costly, ineffective and encourage encampments.
The solution that Cm Doan brings to you is quick, and cost effective. This pilot program will make sure that the homeless folks stay in their original area and not get pushed around. It also makes it mandatory for them to seek shelter. Without that mandate, none of your steps work. There is a huge incentive just to stay in tents because the city does not impose any rules on them and just provides free clean-ups and a free pass to do anything.
Thank you
