Subject: EAH Housing Opposes the Mayor's Recently Approved March 2024 Budget Message Some people who received this message don't often get email from . Learn why this is important Dear Honorable Mayor and Council Members,
As a non-profit affordable housing developer serving over 25,000 families and individuals across California and Hawai’i, EAH Housing is concerned about the Mayor's recent approved March 2024 Budget Message. The proposal to shift Measure E funding away from affordable housing production is deeply troubling.
The City of San Jose is facing a severe affordable housing crisis, and the exorbitant cost of housing has left approximately 70,000 families struggling to make ends meet. Studies show that a lack of affordable housing poses a serious threat to the overall economic health of a community and is the primary factor responsible for the high levels of homelessness seen across cities. Providing more affordable housing consistently is a top priority for San Jose residents and leaving it out of the budget would fail to address this priority or our commitments to invest in permanent supportive housing stability for current and future generations.

EAH Housing remains committed to providing quality affordable housing in San Jose. With 19 properties totaling 2,626 units within the city alone, we are incredibly proud of the collaborative work we have done to make our San Jose-based projects encompass nearly 25% of our total portfolio. Our dedication to this cause is unwavering, and it is evident in our ongoing efforts to expand our impact. With three additional properties currently in various stages of pre-development, totaling an additional 226 units, we are actively working to address the growing need for affordable housing in our community. In this endeavor, the continued support and funding from Measure E are indispensable, enabling us to fulfill our mission of creating inclusive and thriving neighborhoods for all residents.
While we appreciate the City's efforts to increase shelter options in our city, we cannot do so at the expense of desperately needed affordable housing. The current costs of expanding emergency interim shelters are unsustainable and will require an ongoing independent revenue source. Instead of pitting one strategy against another, the City must advance both community priorities by preserving Measure E funding for affordable housing and identifying a permanent revenue source to fund existing Council commitments for construction and ongoing operating costs of emergency interim shelter.
Data from Destination: Home's Continuum of Care showed that only ¼ of the people in interim housing or shelters in Santa Clara County last year were able to secure permanent housing. 75% of those who transitioned did so with the help of a supportive housing program and/or other form of housing subsidy.
Permanent affordable housing is a critical part of a system of response to the crisis of displacement and homelessness in our communities and delivers a wide range of benefits to both residents and the broader community.
We urge you to protect affordable housing funding in this year's budget and come together to develop a real plan for funding and sustaining a comprehensive approach to our housing and homelessness crisis.
Sincerely,
Eric Vazquez-Izaguirre, Education Advocacy and Government Affairs Associate, On Behalf of Laura Hall, President & CEO, EAH Housing
