TO: NEIGHBORHOOD SERVICES

AND EDUCATION

COMMITTEE
FROM: JILL BOURNE
SUBJECT: See Below DATE: July 22, 2024
Approved Date:
7/31/24
SUBJECT: Library and Education Commission Annual Report 2023-2024 and Work Plan 2024-2025

RECOMMENDATION
Accept the report on the Library and Education Commission’s (LEC) accomplishments for Fiscal Year (FY) 2023-2024 and the LEC’s FY 2024-2025 Work Plan, to comply with the City Municipal Code pertaining to Boards and Commissions.

OUTCOME
The Neighborhood Services and Education Committee will have awareness of the LEC’s accomplishments in the FY 2022-2023 (Attachment A) and FY 2023-2024 Work Plan (Attachment B).

BACKGROUND
In collaboration with San José Public Library (SJPL), the LEC advocates for high quality, impactful, and innovative library and education services that serve as a foundation for a vibrant and diverse city. The Commission provides a venue for public discussion of services and resources that support and promote education and world class libraries.

The LEC makes recommendations to the City Council regarding existing or proposed library facilities, programs, operations, services, and financing, and provides oversight for the citywide Education and Digital Literacy Initiative. Also, in conjunction with the Youth Commission, the LEC supported and guided the creation of the Children and COMMITTEE AGENDA: 8/8/24

Youth Services Master Plan. The Commission members meet monthly at 7:00 p.m. on the third Wednesday of every month except for July and December.

This report will provide an overview of the LEC's activities in advancing their key strategic goals.

ANALYSIS
The LEC met on June 12, 2024, to review the prior year work plan achievements and to develop their FY 2024-2025 work plan. The attached report provides a summary of accomplishments from the past fiscal year, as well as next steps for the upcoming year.

A joint special meeting with the Youth Commission was held on March 28, 2024, to review and vote on the completed Children and Youth Services Master Plan.

The LEC’s priorities for FY 2024-2025 will focus on SJPL’s Education and Digital Literacy Strategy including programs and services for College and Career Pathways as well as Digital Empowerment, supporting the implementation phase of the Children and Youth Services Master Plan, and the continued oversight of the annual budget.

As an advisory body to the City, consistent and representative attendance of all Commissioners for approval of action items is a critical aspect of LEC duties.

Unfortunately, during the FY 2023-2024, LEC failed to make quorum four times, resulting in three month-long delays of the budget message and approval of the Equity and Inclusion Report.

EVALUATION AND FOLLOW-UP
Staff and Commission members will evaluate the progress on the work plan throughout the year and prioritize goals and objectives for the next year’s work plan.

PUBLIC OUTREACH
This memorandum will be posted on the City's Neighborhood Services and Education Committee agenda website for the August 08, 2024, meeting.

COORDINATION
This memorandum has been coordinated with the City Attorney's Office.
